PRESENT: Mayor Tom Wilharber Council Member Jeff Paar Council Member Steve King Council Member Ben Fehrenbacher Council Member D. Love ABSENT: None. STAFF: City Engineer Mark Statz City Attorney Kurt Glaser City Administrator Mike Ericson I. CALL TO ORDER Mayor Wilharber called the meeting to order at 6:30 p.m. II. PLEDGE OF ALLEGIANCE III. APPOINTMENTS/PRESENTATIONS 1.NONE IV. APPROVAL OF AGENDA Mayor Wilharber stated that the agenda should reflect the addition of Checks #30577-30601. Mayor Wilharber provided an opportunity for Council Members to add additional items or remove items for further discussion. Motion by Council Member Love, seconded by Council Member Paar to approve the Agenda as presented. All in favor. Motion carried. V. APPROVAL OF MINUTES 1. October 12, 2016 City Council Meeting Minutes Mayor Wilharber provided Council with an opportunity to make modifications. City of Centerville Council Meeting Minutes October 26, 2016 Motion by Council Member Paar, seconded by Council Member King to approve the October 12, 2016 City Council Meeting Minutes as Presented. All in favor. Motion carried. VI. Motion by Council Member Fehrenbacher, seconded by Council Member King to Approve Consent Agenda Items 1-4 & 6-7 as presented. All in favor. Motion carried. Council Member Love stated that the appointment of a Student Election Judge was a great idea. Motion by Council Member Love, seconded by Council Member Fehrenbacher to Approve Consent Agenda Item #5 as presented. All in favor. Motion carried. VII. OLD BUSINESS st 1.Joint Powers Agreement – Lino Lakes & Centerville for 21 Avenue Extension (Clearwater Creek Business Park) Attorney Glaser stated that the language of the Joint Powers Agreement with Lino Lakes for the st 21 Avenue North extension is the exact same for this agreement. He also stated that no funds will be expended unless both Council’s approve and it outlines responsibilities of each community. Page 2 of 5 City of Centerville Council Meeting Minutes October 26, 2016 Discussion ensued regarding the map denotations, stormwater drainage with the majority draining into Lino Lakes, assessments and the developer paying for them, roadway maintenance versus the Lino Lake’s City Charter, Staff’s (Centerville/Lino Lakes eagerness to work together on project, City’s ability to reconstruct or overlay one side of the roadway and the need to think for the future. Motion by Council Paar, seconded by Council Member Love to Approve the Joint Powers st Agreement – Lino Lakes & Centerville for 21 Avenue Extension (Clearwater Creek Business Park) as Presented. All in favor. Motion carried. VIII. NEW BUSINESS 1.2017 Thin Bituminous Overlay Project a.Res #16-029 – Ordering Feasibility Study Engineer Statz stated that he provided Council with a handout which contained a new letter and adjusted dates for the 2017 schedule. He stated that he felt that with the proposed bid opening in the new year it would yield good results commencing the assessment process with benefiting property owners. He also stated that a large portion of the project is 2/3rds of the older trails in town (2008-2009). Discussion ensued regarding tree root intrusion and storm water runoff of trails. Engineer Statz stated that summer help would be assisting with remedies for storm water runoff with additional feathering, black dirt and sod. He also stated that assessment would not be associated with the trail mill and overlays. The Mayor requested the Engineer review the trail that runs north of Beaver Pond Way as rain pools in that area for a length of time. Motion by Council Member Fehrenbacher, seconded by Council Member Love to Approve 2017 Thin Bituminous Overlay Project and Res #16-029 as presented. Council Member King questioned whether consideration had been given to provide the City of Lino Lakes with participation as two homes are situated on the Mound Trail cul de sac that technically are Lino Lakes residents. Mayor Wilharber questioned whether it was acceptable practice to approach those residents to determine if they desire to pay for their portion of the assessments up front. Engineer Statz stated that he would approach them. All in favor. Motion carried. 2.Metro Cities Association of Metropolitan Municipalities – Draft 2017 Legislative Polices & Policy Adoption Administrator Ericson reported that he serves on the board and that a designee of Centerville should be appointed to represent the City and have the ability to cast votes on behalf of the City. Page 3 of 5 City of Centerville Council Meeting Minutes October 26, 2016 Mayor Wilharber questioned whether Council Member King would like to participate and he stated that he would pass. Motion by Council Member Paar, seconded by Council Member King to Designate City Administrator Mike Ericson as Centerville’s Voting Delegate for the Metro Cities Association of Metropolitan Municipalities for their Policy Adoption Meeting as presented. Council Member King did request that Administrator Ericson continue to forward information to Council. All in favor. Motion carried. IX. COUNCIL & ADMINISTRATION ANNOUNCEMENT 1.Administrator Ericson a.Anoka County – Rice Creek Watershed District Appointment Administrator Ericson reported that the term expires for the position of Manager on the Rice Creek Watershed District Board of Managers and if anyone is interested they need to submit their names to the Anoka County Board. b.2016 League of MN Cities & Metro Cities Regional Meeting, November 30, 2016 Administrator Ericson noted the upcoming Regional Meeting, stated that he would be attending and that if anyone else desired to notify him as soon as possible. Mayor Wilharber reported that the City has processed 75 absentee ballots to date. He noted the November 9, 2016 regularly scheduled Council meeting had been rescheduled to November 16, 2016 due to canvassing of the election results. The November 23, 2016 regularly scheduled Council meeting has been cancelled due to the Thanksgiving Holiday. He also noted that the Parks & Recreation Committee has had a vacancy for quite some time and Council is looking forward to filling it. The Mayor noted that the City’s old sign is currently being replaced with a new, LED programmable sign. Administrator Ericson stated that he has received numerous suggestions for the old sign’s use. Council Member King stated that he attended a recent Fire Protection Council Meeting and reported that the budget would be forthcoming shortly. Council Member Love stated that he remembered that he wanted to ensure that Consent Agenda Item #6 followed policy, he did not have a problem with it, desired for it not to be on a continuous basis and if needed, additional discussions could be had regarding the personnel policy. Mayor Wilharber reported that the CLPD Police Commission meeting would be taking place on November 14, 2016 at 7:00 p.m. X.
