CALL TO ORDER Vice Chairperson Amundsen called the March 1, 2017 Meeting of the Parks & Recreation Committee to order at 6:30 p.m. in the City Council Chambers. II. APPROVE AGENDA Committee Members added 2017 City Focus Goals under Unfinished Business, Item #2 and Skate Night Review under Updates. Motion by Committee Member Seeley, seconded by Committee Member Peterson to Approve the Agenda as Amended. All in favor. Motion carried. III. APPOINTMENTS/PRESENTATIONS 1. None. IV. APPROVAL OF MINUTES 1. Parks & Recreation Committee Minutes of February 1, 2017 Vice Chairperson Amundsen provided members with an opportunity to review/amend the submitted minutes. Committee Members made the following corrections: Added Committee Member Waeghe and Public Works Director Palzer as absent, State Statute was modified in 2013 regarding park dedication fees under New Business, Item #1 and corrected sentence two (2) to read: "He stated that the budget of $2,000 should cover the costs." Under Updates/Other, Item #2. City of Centerville Parks & Recreation Committee March 1, 2017 Motion by Committee Member Bettinaer. seconded by Committee Member Peterson to Approve the Minutes of February 1. 2017 as amended. All in favor. Motion carried. V. UNFINISHED BUSINESS 1. GAGA Pit — Review Bids Received for Heavy Duty Steel Corner Braces (Tabled) Committee Members discussed that alternative options may be more economically feasible. 2. 2017 City Focus Goals City Administrator Ericson noted that Council approved the Goals and they will be utilized by Staff and Committee/Commission(s). VI. NEW BUSINESS 1. Race Director Report, Ms. Kerri Kolstad, Wahoo! Adventures Ms. Kolstad reported that the website would soon be updated, new race routes have been determined for 2017 which will allow for a more organized start/finish area (Hidden Spring Park) and be more spectator -friendly. She shared additional information from the Festival Committee meeting which was attended by herself, Committee Members Bettinger and Peterson. 2. Special Event Permit Application — Paddle de Fete — Pat Branch Mr. Pat Branch has proposed a new event for the 2017 Fete des Lacs Festival and it will be a kayak and paddle board race with the proceeds going to "No One Left Hungry". Motion by Committee Member Bettinner, seconded by Committee Member Amundsen to Recommend to Council the Approval of the Special Event Permit Application — Paddle de Fete as presented. All in favor. Motion carried. VII. UPDATES/OTHER 1. Council Updates — Council Member Matt Montain Council Member Montain updated the Committee on a number of items. He inquired about the budget and how it is tracked. Discussion ensued regarding the amount of snow received for the past few years and unseasonable warm temperatures. Council Member Montain mentioned that he owns a Sno Gun which makes snow; however it needed an air compressor to function. 2. Replacement of Audio Equipment Page 2of3 City of Centerville Parks & Recreation Committee March 1, 2017 Mr. Tom Lee is authorized to expend $2,000 for the replacement of existing equipment. The City will advertise the replaced equipment on the League of MN Cities web site. 3. Review 5 Year P & R Projects List The Committee reviewed. 4. Fete des Lacs Festival Committee Update — Admin. Ericson (Meeting Scheduled for February 27, 2017) City Administrator Ericson noted the agenda from the February 27, 2017 meeting. He stated that sponsor letters would be forwarded shortly to those that sponsored in the past and all Centerville businesses. 5. Skate Night Review The Committee discussed the Skate Night activities which were hampered by warm weather. They noted that in years past there have been a number of other activities besides skating and hayrides. They discussed renaming it "Winter Fest". They discussed the lack of snow and Council Member Montain's Sno Gun. Council Member Montain stated that making snow for the sledding hill and snowman making activities would be with ease with the gun. VIII. ACTION ITEMS REVIEW Due to the absence of the Recording Secretary, these items remained the same. IX. ADJOURNMENT Motion by Committee Member Seeley, seconded by Committee Member Bettinaer to adjourn the meeting at 8:07 a.m. All in favor. Motion carried. Submitted by: Michael A. The committee respectfully decided to pass. This could still be an event at a different time/weekend Family Activities o Inflatables and Petting Zoo — Lions — Friday night to draw families for fire works o Gold Star Carnival Face Painting/Balloon Guy/ Kiddie Carnival o Music — Tom Lee — The band Trout will play outside @ Kelly's. Committee Requests that Public Works staff help the band set up tent/stage/orange fencing o Food — Lions o Parade / Solicit Bands/Crunch — Jeff, Ben, Mike & Teresa -Parade will start at Brian Drive and Main Street, then end the same place as last year o Fireworks — City / Lions / CLPD / CFD / Radio Club - Had good meeting with Ben From Hollywood Pyro. and festival committee members including John Thill - Want to keep Lion's Food/Beer tent open as long as possible, especially during the fireworks - Offer to shoot fireworks closer to St. Gen's church - Option to shoot fireworks over the lake - Eliminates set up at park/ keeps Lion's food/beer open during show - Hollywood Pyro. Column I is what I need P&R to approve (totals $2200) which covers 6 performances, 7 re -usable banners and ASCAP fees. Column J would be funded by EDC and/or P&R and/or local business? (totals $1,050) IF Dirt Road Dixie commits making a 3rd parking lot performance and 3 re- usable banners. (Cole Thomas and Ever Changing Mood are new acts) Otherwise Column J would be only 2 Parking lot performances for $650. Make sense? I'll need to get both budgets approved before I can have Teresa send out contracts and lock this in. (Prairie Anthem is also new act) I wait until contracts are signed and returned before creating flyers and advertising. (learned this the hard way) Secondly, The music equipment I intend to purchase would pretty much be a direct replacement of the current system, almost exactly what we now have, just brand spanking new. (about $1,400) I'd also be purchasing half a dozen addition XLR cables ($25 each) (some of the existing XLR mic cables are bad) for approximately $1,550 in total. I'd like to get some kind of formal authorization so there is no hold up getting re-imbursed. Lastly, related to the new equipment, I would formally offer $600 (transparent as can be) to purchase the existing equipment from the city (mixer, 2 mains w/stands, 2 monitors only, everything else would stay) While I don't really have a NEED for it, I could find a use for most of it AND more importantly, if there was an issue later on with the new equipment, I could use the old system as a backup (Plan B) until repairs or replacement could be made. FYI, The city could probably get more for the system (maybe $800?) from the right buyer and/or by parting it out, but that would take time and effort and there would be no back up gear. Just wanted to be as transparent as possible.
