Mike, Just a reminder, both Kevin W. and myself will be out of town for May 3rd meeting. Karen, After looking at your attachment, I give it a big thumbs up. Finally a real parking lot for the pier, the Indian mound will finally get recognized and upgrades to Wargo fantastic. More camper cabins are good. I suggest putting them in the same loop as the other cabins. My wife and I do a lot of walking in the campground in the off season. Last week we walked all of the loops and 50% of the fire rings were in standing water, a lot of sites had standing and sometimes flowing water in them. Three things I would like to see; 1. Take one loop a year and bring in fill to raise sites. 2. Eradicate the grapevines that are killing the trees. Vines are killing more trees and bushes then bugs or campers. It's their weight and sun blocking that do it. Some vines have been growing for a long time and have 6 inch diameter bases. 3. Buckthorn. We all know about that. Thanks for listening. I attempted to send you an e-mail, but it bounced back because it was too big ... so I'm attempting to break it into a couple e-mails. Hopefully you get them. Here's the first one. Good Morning! We're starting to work on a master plan amendment for Rice Creek Chain of Lake Park Reserve that includes redeveloping the Peltier Fishing Pier access (across from the park entrance road), add some additional camper cabins to the campground, create an interpretive area near the burial mound off CSAH 14 and Mound Trail and incorporate the projects outlines in the Wargo Master Plan into the overall park master plan. See attached. First attachment is a quick overview of the projects. Second is the Wargo Master Plan Executive Summary for your reference. If you want the actual plan and not the summary, let me know. We're starting to do some community engagement for this and I wanted to give you a heads up to see if the proposed projects threw up any red flags for you. I'd also like to meet with your Park Boards/Commissions to get their input. Thanks! Present: Vice Chairperson Kevin Amundsen Committee Member Brian Peterson Committee Member Suzanne Seeley Committee Member Kevin Waeghe Also Present: Council Member, Matt Montain Race Director, Kerri Kolstad Absent: Committee Member Chris Bettinger I. CALL TO ORDER Vice Chairperson Amundsen called the April 5, 2017 Meeting of the Parks & Recreation Committee to order at 6:37 p.m. in the City Council Chambers. II. APPROVAL OF MINUTES 1. Parks & Recreation Committee Minutes of March 1, 2017 Vice Chairperson Amundsen provided members with an opportunity to review/amend the submitted minutes. Motion by Committee Member Amundsen, seconded by Committee Member Peterson to Approve the Minutes of March 1. 2017 as amended Committee Member Waezhe abstained. Motion carried. III. APPOINTMENTS/PRESENTATIONS Ms. Kern Kolstad stated that the City's newsletter has been forwarded to residents, five (5) runners are registered and the mailing list is growing. She reported that she is ensuring that all websites have the same information on them or links to the Fete des Lacs website. She stated that Grand Casino and Xcel Energy have committed to being sponsors, the sponsorship letters have been forwarded, this year's theme is the wild west, locating a photographer, considering runners wearing costumes and awarding prizes for best dressed, etc., Apple Academy is sponsoring the kids run and ensuring that the gates will be open for the run and waiting for acceptance of the permit. IV. UNFINISHED BUSINESS City of Centerville Parks & Recreation Committee April 1, 2017 1. GAGA Pit — Review Bids Received for Heavy Duty Steel Corner Braces (Tabled) The Committee tabled this item. 2. Fete des Lacs Committee Meeting Update Committee Member Peterson stated that a bean bag toss will be added, there were mixed reviews regarding the possibility of a boxing match, outdoor band at Kelly's Korner, ReMax hot air balloon rides and the possibility of having the fireworks over the lake. VI. NEW BUSINESS 1. Meeting Days The Committee discussed information provided to them regarding other meeting days of neighboring communities and determined that they desired to retain Wednesdays as their meeting date. 2. Park Cleanup Day The Committee received a letter from a Girl Scout Troop to clean up Tracie McBride and Acorn Creek Parks. Motion by Committee Member Waeahe, seconded by Committee Member Seeley to Approve the Request as presented. All in favor. Motion carried. The Committee discussed gathering at City Hall on April 22, 2017 at 9:00 a.m. and disbursing to assisting in the cleanup of parks. The Committee desired for Staff to post this information on the City's Reader Board. 3. Centennial Soccer Club Use of LaMotte Park Fields Sunday -Thursday, 5-9 p.m., April 2 — August 31, 2017 The Committee was concerned that any one group could utilize all the fields and not allow other sports/teams use and requested that actual schedules be presented when available. Motion by Committee Member Peterson, seconded by Committee Member Waeahe to Approve the Request as presented. All in favor. Motion carried. The Centennial Soccer Club has had one team request the use Mondays, Tuesdays & Wednesdays from 6.00 — 7:30 p. m. from April 24 — May 10, 2017. 4. Special Event Permit Application — Outrun Homelessness Long Underwear Run Page 2 of 4 City of Centerville Parks & Recreation Committee April 1, 2017 Brief discussion was held regarding regulating the use of spray paint for these events unless it is in the grass. Motion by Committee Member Waeahe, seconded by Council Member Peterson to Recommend to Council Approval of the Special Event Permit Application — Outrun Homelessness Long Underwear Run Excluding Spray Painting on Asphalted Surfaces as Presented. All in favor. Motion carried. 5. Movie in the Park — Item Added Committee Member Peterson stated that the date is scheduled for September 16, 2017 with a rain date of September 23, 2017. He stated that he is looking for ideas for a movie and all other planning is continuing. Committee Member Peterson requested that this item be placed under Unfinished Business next month. VTI. UPDATES/OTHER 1. Council Updates — Council Member Matt Montain Council Member Montain updated the Committee stating that Staff is drafting a shortened version of the Special Event Permit Application and it should be in use shortly. He stated that he will be delivering the snow maker to Public Works within the next month in preparation for this winter's use. 2. Replacement of Audio Equipment The Committee was unclear as to the reasoning behind this item being placed on their agenda and they felt that they had previously motioned for the equipment purchase. It was stated that the City will advertise the replaced equipment on the League of MN Cities web site. The Clerk has researched this item and records indicate that it was added to the S Year Park Improvement Projects with a dollar value not exceeding $2, 000, however a motion was never made. 3. Review 5 Year P & R Projects List The Committee discussed Adding Pickle Ball courts (similar to Forest Lakes), utilizing tennis courts in the same courts as the sizes are different but they work well along side each other, addition of benches throughout the City. The Committee discussed the condition of the Mill Road trail. Public Works Director Palzer stated that he would visually inspect the trail and report back to the Committee 4. Vacancies The Committee stated that it has been difficult to attract members and requested that each member spread the word. Ga means 'hit" or 'touch" in Hebrew. In the rules of GaGa ball, the ball must touch the ground two times before it is considered in play, hence the name. GaGa Ball consists of a lightweight bouncy or foam ball and an octagon enclosure known as the "GaGa Ball Pit." The object of the game is to hit the ball at or below opponents' knees to eliminate them from the pit. The last one left in the GaGa Ball Pit is the winner.
