Home My WebLink About2017-01-04 P & R Minutes - ApprovedPARKS AND RECREATION COMMITTEE Wednesday, January 4, 2017 — 6:30 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held a scheduled meeting on January 4, 2017 at the City Hall location. Present: Chairperson Jon Grahek Vice Chairperson Kevin Waeghe Committee Member Kevin Amundsen Committee Member Chris Bettinger Committee Member Brian Peterson Committee Member Suzanne Seeley Also Present: Council Member, Steve King City Administrator, Mike Ericson Absent: Public Works, Paul Palzer I. II. CALL TO ORDER Chairperson Grahek called the January 4, 2017 Meeting of the Parks & Recreation Committee to order at 6:33 p.m. in the City Council Chambers. Roll Call — see above SET AGENDA Motion was made by Committee Member Amundsen, seconded by Committee Member Wae2he approve this agenda as presented. All in favor. Motion carried. III. APPEARANCES/APPOINTMENTS/PRESENTATIONS None IV. APPROVAL OF MINUTES Motion was made by Committee Member Amundsen, seconded by Committee Member Wae2he to approve the December 7, 2016 P & R meeting minutes as written. All in favor. Motion carried. V. UNFINISHED BUSINESS 1. Sledding Hill - Administrator Ericson Mr. Ericson reported that the construction of the sledding hill has been completed. It is located near the hockey rink so there will be adequate lighting while sledding. At a future date, additional direct lighting may be installed closer to the City of Centerville Parks & Recreation Committee January 4, 2017 hill and installation of fencing at the base of the hill. In addition, the bird houses near the base will also need to be relocated. The area will be seeded in the spring. It will be opened as soon as there is adequate snow cover with a possible grand opening in conjunction with the Skating Party and Hayride on February 11, 2017. 2. Aggregate for Ballfields at Laurie LaMotte The aggregate has been delivered to the fields. The cost of $3,750 has been covered by a donation from the Dead Broke Saddle Club. The remainder of the $4,500 (750.00) will be applied to the additional costs of the sledding hill. 3. Skating Parties — January 21, 2017 & February 11, 2017 Methods of promotion were discussed including using flyers to be included in the Friday Flashes on January 6, 13 and 20, 2017 (submitted through Community Ed), flyers in businesses, city website and city reader board at least a week prior to January 21, 2017. Committee Member Waeghe has revised the 2015 flyer. Committee Member Peterson has ordered compostable drinking cups from Costco at a cost of $24 for 200 cups and popcorn boats from Amazon at a cost of .031/ea. Committee Members available to assist for these events should meet at 5:00 p.m. for party prep: setting up sound equipment, prepping pallets for firewood (to be obtained from Tom Lee) and popping the corn. It was noted that a rink attendant needs to be hired for the date and times the rink is open for skating: Mondays through Thursdays from 5:00 p.m. to 9:00 p.m., Fridays from 5:00 p.m. to 10:00 p.m. and Saturdays and Sundays from 11:00 a.m. to 8:00 p.m. Committee Member Bettinger will check his resources for possible candidates. 4. Hayride — February 11, 2017 Committee Member Amundsen previously confirmed the date and time for the hayride on February 11, 2017 from 6:30 p.m. to 8:30 p.m. Bunker Hills Stables will provide the horses and wagons. Still need to confirm the cost & completion of contract with them. 5. Purchase Replacement of Audio Equipment & Additional Accessories - TABLED Mr. Tom Lee will continue his ongoing search throughout the winter and spring to find the best quality replacement equipment and for the best price. He will be in contact with the Committee with updates. In addition, he has recommended that Page 2 of 5 City of Centerville Parks & Recreation Committee January 4, 2017 the Committee sell the current system and apply those funds (approx. $600 to $800) to reduce the cost of the new equipment. 6. GAGA Pit Corner Braces — TABLED to February meeting The Committee discussed obtaining 2 x 10 or 2 x 8 green treated lumber for this project. Committee Member Seeley will check with Anoka County. 7. SCORE Funds for Recycling Reimbursement This item has been determined to be not applicable. VI. NEW BUSINESS 1. Resignation: Mr. Jon Grahek has submitted his resignation as a P & R Committee Member to the City Council, which was accepted and he was subsequently appointed to the Planning & Zoning Commission. Motion was made by Committee Member Seeley, seconded by Committee Member Bettinger to elect/appoint Committee Member Wae2he as the 2017 Chairperson and to elect/appoint Committee Amundsen as the 2017 Vice Chairperson. All in favor. Motion carried. At this point, the gavel was passed to Committee Member Waeghe to continue to preside over the remainder of the meeting. 2. Special Event Permit Application Motion was made by Committee Member Bettinger, seconded by Committee Member Peterson to request City Council approve this application with the following or similar lan2ua2e: "Spray painting on trails, rocks, etc. alone the race course is not allowed." All in favor. Motion carried. Staff will be asked to prepare & send a letter to Mr. Terry Thompson, their contact person and Mr. Randy Fulton, the applicant of FrontRunner with the approval of the application subject to the language stated above. 3. Park Dedication Ordinance The Committee requested that the Park Dedication Ordinance be provided to them to review. Page 3 of 5 City of Centerville Parks & Recreation Committee January 4, 2017 VII. UPDATES/OTHER 1. Council Updates — Council Member Steve King/Administrator Ericson Administrator Ericson stated that the City has received a purchase agreement from Ruffridge Johnson Equipment Company for the purchase of 2065 Commerce Drive. The Committee may remember that the same company presented the City with a purchase agreement in 2016, however were unable to sell their existing building and had to remove their offer with the City. He also reported that Anoka County had hired a contractor to complete tree trimming along County Roads and Council Member King reported that the levels of White Bear Lake are higher than normal for the past fall. 2. Review 5 year Projects List This list was reviewed & updated in December & distributed at the January meeting. 3. P & R Committee Vacancy Status — 2 Openings City Administrator Ericson will check with the staff to determine if there has been any interest from the public to fill one of the two openings on the Committee. Mr. Grahek has stated he will check with spouse to determine if she is interested in a position. 4. Fete des Lacs Festival Committee Meeting Update — Administrator Ericson Administrator Ericson stated that the next meeting is scheduled for January 30, 2017. It is anticipated that Committee Members Peterson and Bettinger will again be the P & R liaisons for this Committee. He reported that discussions have taken place regarding possible a new route and start time for the runs/walks in 2017, however the fees will remain the same. VIII.
