Property
Total of io9 property owners would be affected if
deadline date runs its course. Seven (7) commercial
users, one (i) church facility (school building).
Six (6) properties are on the list but were installed after
januaryl,2013 and are not affected by the December
31, 2017 deadline date but the December 31, 2021
deadline date as amended per City Code.
(42) forty-two residential properties have not paid the
Water Access Charge (Fee in lieu of Assessment) of
$6,500 = $a73,000. Some of these date back to 199o.

A flat rate Of $14.4.7/billing cycle for water availability is charged
to everyone. Residents that have private wells are charged a flat
rate fee Of $26.71/billing cycle for sewer treatment. Residents
that have municipal water are charged a fee Of $2.26/per l,000
gallons which could be less, dependent on amount of water
usage, than the $26.']1/billing cycle.

Provisions
In 1990 & 1998, zoth Avenue property owners were assessed but
some did not connect - (6) six have yet to connect.
In 1993, Residents along Mill Road were afforded an opportunity
to pay Water Access Charges without connection, with
connection or when connecting - (5) five have yet to connect.
In zoo5, 1299135513691375,.13g5, 13931397 & 1405 Mound Trail
residents were granted a special provision (Res. #05-048) that
they would not be charged a Water Access Charge until they
connected. (One (i) resident requested water to be installed due
to failing system and never connected). Deadline date the same.
In2014, i7i6, i7a4 & i74o Heritage Street residents were granted a
special provision (Res. #14-028) that they would not have to
connect to municipal water that runs along their rear property
lines until it was brought down their street which was a shorter
distance for connection.
Municipal services were installed after januaryl,2013
and have a connection deadline date of December 31,
Zoai (Highlighted in Red) with six (6) properties not
connecting.

Ordinance Amendments
Current Ordinance states "All property served by private water
systems must connect to public water, if it is available, no later
than 12-31-201'7, except that where water is made available by the
City after Januaryl,2013, properties served shall be connected no
later than 12-31-2021.
In 2013 the fee associated with well repair was increase from $500
to $1,000.
City Code from 1987 states "At such time as municipal water
becomes available to existing homes or buildings, a direct
connection shall be made to such public system within a period
of time as determined by the City Council. If such connection is
not made pursuant to this ordinance, a penalty shall be levied in
an amount set by City Council Resolution.
What Precipitates Connection
Selling of the home - (Requirement of new owner,
mortgage company, etc.)
Failure of existing well (With repair costs of in excess
of $i,000).
Resident Notification
In May of 2014 all water available, unconnected
residents received a letter similar to the attached when
the City offered mass connections/one (1) contractor,
financial grant funding with income -based guidelines.
This offering also included an interest rate of 4% for 15
years and 5.25%for 25 years of assessments for those
that costs exceeded$12,000.
