IV. APPROVAL OF MINUTES
1. April 4, 2017, Planning & Zoning Commission Meeting Minutes
Chair Mosher provided Commissioners with an opportunity to make modifications to the
presented minutes if they desired.
Motion by Commissioner Broussard Vickers, seconded by Commission Member Haiden to
Approve the April 4. 2017 Planning & Zoning Commission Meeting Minutes as presented.
All in favor. Motion carried.

1. Comprehensive Plan
a. Stantec Proposal
b. WSB & Associates Proposal
C. Stantec Water Plan
City Administrator Ericson presented the proposal from Stantec to update the City's Local Water
Plan (LWP) at an amount of $24,000 which Council approved.
The Commission reviewed the proposals from both Stantec and WSB & Associates. City
Administrator Ericson stated that he had been working with Stantec for several months to revise
the scope of services to reduce the fees. He noted that he has a fiduciary responsibility to the City
and professionally requested a proposal from WSB & Associates who is completing
Comprehensive Plans for a number of neighboring cities. Subsequent to thorough discussion the
Commission agreed that the WSB & Associates proposal for $33,000 for the same work is
significantly less than the $48,000 from Stantec.
Motion by Commissioner Ganzel, seconded by Chair Mosher to Recommend to Council
Acceptance of WSB's Proposal for the City's Comprehensive Plan at a Cost of $33,000 as
presented. All in favor. Motion carried.
2. Concept Plan, Mini -Storage, 6965 — 20th Avenue South
Mr. Mike Brass, Coliers and Mr. Ray Prubon presented a Concept Plan for a mini -storage facility
on the Lessard property which he has listed. Mr. Don Hawkins from Eau Claire, WI was present
and noted he has built many of these with his first at 19 years old. Mr. Prubon stated what
businesses are allowed in the B-1 zoning district and this would be a low -profile, very quite
business adjacent to residential housing. He noted that they were meeting with Rice Creek
Watershed District to discuss the wetland delineation issues. The landscaping would include
spruce trees for screening and fencing for the six (6) buildings, 8,000 square feet which are well
done and stone faced.
Commission members asked a number of good questions for the development team.
Commissioners agreed that it would e a good addition to the City and supported the Concept Plan.
3. Request for Parking Relief — Mr. Chad Wagner, 6781 Beaver Pond Way
Mr. Chad Wagner requested that the Commission discuss the current City Code regulating on -
street parking. Commissioners reviewed the map of the resident's neighborhood and noted the
location of his home. After thorough discussion the Commission agreed to no modifications in
Code and if short-term permits were needed the resident could apply.

4. Reschedule July & August Meetings due to Independence Day & Night to Unite
Motion by Chairperson Mosher, seconded by Commissioner Broussard Vickers to
Reschedule both the July & August Regularly Scheduled Meetings due to Independence Day
& Night to Unite. All in favor. Motion carried.
VIII. ANNOUNCEMENTS
Administrator Ericson reported that the Council increased the stipend amount to $50/meeting. He
also noted that Mr. Todd Christensen, developer for Peltier Estates, may be requesting a special
meeting.
IX. ADJOURNMENT
Motion by Commissioner Broussard Vickers, seconded by Commissioner Twohy to Adjourn
the_Regularly Scheduled Planning & Zoning Commission Meeting at 8:01 p.m. All in favor.

Motion by Commissioner Broussard Vickers, seconded by Commissioner Ganzel to
Open the Public Hearing at 7:12 p.m. All in favor. Motion carried.
Senior Planner Phil Carlson presented the Staff report to the Commission. He noted that
the report is for a rezone and Preliminary Plat. There is no need for a Comprehensive Plan
Amendment as the Plan is guided properly. The original Concept Plan presented several
months prior was for 22 lots and the new plan is for 17.
Mr. Doug Jost, 7304 Brian Drive, stated that he does not support the plan as he would
prefer that the proposed roadway for the development does not remove/utilize the
temporary cul de sac on Brian Drive.
Mr. Mark Dahl, 7340 Brian Drive, stated that he had concerns regarding drainage for the
development and felt that his property would be greatly impacted.
Mr. Ron Phillips, 7335 Brian Drive, stated that he did not desire to have the development
zoned (R2A) High Density, Single Family near his development.
Mr. Bob Tschida, 7329 Brian Drive, also concurred with Mr. Phillips and Mr. Jost stating
that a through street would allow for Eagle Brooke Church's traffic to flow through their
neighborhood.
Mr. Greg Carpenter, 7325 Brian Drive, stated that he had concerns regarding drainage also
and suggested that the roadway go through to Revoir rather than the Deer Pass
Development.
Mr. Bob Tschida, also stated that he did not agree with rezoning the property to R2A.
Mr. Russ Koski, 7280 Twin Lakes Avenue, reported that the Developer has been working
Rice Creek Watershed regarding water issues and will be continuing throughout the
planning phase.
Mr. David Georgie, 7334 Brian Drive, stated that he was not in favor of the development
and also had drainage concerns.
Ms. Kris Helstrom, 7321 Brian Drive, was concern regarding house values due to the
proposed rezoning of the property along with drainage concerns.
Mr. Todd Christensen presented his Preliminary Plat stating that the development would
include 17 lots. He is continuing to work with Rice Creek Watershed District regarding
the wetlands and drainage. He answered a number of questions from the public and
requested that the Commission provide him with rezoning so he could continue to work on
the development as he desired to get a head start on the proposed development taking place
across the street. He stated that the lots would sell for $128,000 with home values of
$450,000+.
Lengthy discussion ensued regarding the fact that Brian Drive cul de sac was originally
planned as being a temporary cul de sac and most homeowners were aware that at some

point this property would be developing and the roadway would be opened. Senior
Planner Carlson stated that Rice Creek Watershed along with the City's Engineer will
determine drainage needs, review the plan and ensure that the development drains
properly.
Motion by Commissioner Broussard Vickers, seconded by Chairperson Mosher to
Close the Public Hearing at 8:12 p.m. All in favor. Motion carried.

VII. NEW BUSINESS
1. Recommendation to Council Regarding Peltier Estates Preliminary Plat,
Rezone & Comprehensive Plan Amendment — 7357 — 20th Avenue North
(Moore Property), 18 Acres
Commissioners continued a thorough discussion on a number of development issues.
Motion by Commissioner Broussard Vickers, seconded by Commissioner Grahek to
Recommend to Council Approval of the Rezone Request from R-1 to R2A and
Preliminary Plat with a Cul -de -Sac Only. Commissioner Johnson Opposed. Motion
carried.
2. Small Cell Deployment
City Administrator Ericson noted new legislation approved after one extensive lobbying
effort. He stated that more information would be received from the League of MN Cities.
Commissioner Grahek, a sergeant with the St. Paul Police Department explained in St.
Paul they need small repeaters on light poles to improve cellphone coverage.

the Regularly Scheduled Planning & Zoning Commission Meeting at 8:53 p.m. All in favor.

Narrative
Peltier Estates
After all the iterations that this project has gone through, including public
hearings, planning commission, city council and meetings with Rice Creek
Watershed staff and the Army Corp we have heard some concerns. These include
through streets, wetland impact, trail connection and backyard sizes on some of
the homes. To address those concerns we have come up with a plan that will
minimize the wetland impact and eliminate any concerns with backyards and
creeping into the wetlands in the future. There is a very popular community that
is being built all over the metro and gaining a lot of popularity for what they are
calling the "Active Living Style Homes". These homes are for people who want
the privacy of a home with no attached walls but do not want the maintenance of
lawn care and snow removal or any other maintenance that goes with standard
single family lots. Sharper homes has committed to building detached
townhomes on 60X40 foot pads. These will be high end townhomes that will
range in value from $400-475,000. The private street allows us to move the
homes closer to the street and soften the impact on the wetlands, it also creates
a small private setting for people who want to live in Centerville. This plan will
leave Bryan Drive as a cul-de-sac street with a timber trail across the wetland to
provide access for these homeowners to the public park system. There will bean
association created with specific language protecting the wetland boundaries and
maintenance of the grounds which will all be common space. The watershed
district is in favor of this plan as it ensures protection of the wetlands and creates
more of a buffer between the wetlands and the homes. We hope you will agree
that this product better fits the land and addresses the issues and concerns of
everyone. The density is well below any normal single family development at
1.33 homes per acre. The city will also benefit from the taxes and not have to
maintain or plow the private drive.
