Council Member Love stated that he removed Item #7 as he desired to thank Ms. Sweeney for her 17 years of service, recognize her for taking on additional duties and stated that she is a key part in the staff of the City. Use of City Owneduse—1737 Main Street for CFD Fire Training Administrator Ericson reported that the residence has been vacant for quite some time, experienced vandalism and is zoned M-1. He requested that Council consider allowing the Page 2 of 7 City of Centerville Council Meefing Minutes July 26,2017 Centennial Fire District to utilize the existing home for practice and future use/non-use of the residence and garage. Ms. Kathy Peil, Centennial it District Training Officer, stated that the District would utilize a smoke machine to simulate a real fire, breach walls, break doors and windows to practice ventilation along with cutting into the roof in several areas. The Fire District would like to utilize the building several weeks prior to the demolition if Council chose to have to building demolished. Mr. Mike Brass, Colliers (City's Property Broker)questioned the usefid life of the existing home and garage, stated that several other parcels in the area may sell in the near fature and develop as apartments or a restaurant. r stated that if the home and garage were removed something desirable may come to the parcel whereas if someone purchased it they more than likely would need to remove it at their expense. Lengthy discussion took place regarding what could be constructed on the two lots,the existing market, the potential for selling the existing home or donation of the home, costs associated with demolition, Staff research avenues for removal of the home and report back to Council as expenditures would affect the budget. Engineer Statz stated that a Request for Proposal could be drafted and forwarded to vendors which would allow staff the ability to provide cost information to Council for their consideration. Discussion ensued regarding the proper procedure for the sale of the home with the stipulation that the home must be removed and the need for Council approval in regards to such a transaction. Council censuses was that if the home and garage were to be demolished, the Centennial Fire District would be allowed to utilize it for training prior to demolition. 2. Discussion on 2017 Fete des Lacs Festival Administrator Ericson gave a brief overview of the events stating that it was very successfbl. Mayor Paar thanked the Lions, volunteers, staff and Kerri Kolstad for their efforts. Administrator Ericson stated that WSB (City's Comp. Plan) and Anoka County Parks (Master Plan) were both on hand to gain input from residents as this is vital to the community for future projects and projections. Administrator Ericson stated that there will be a post Festival meeting on August 7,2017. Additional discussion ensued regarding an indoor band at Kelly's Korner, D. Love and his wffe Susan be announcers for the parade, Kelly's Korner taking first place two (2) years in a row for their float in the parade, Administrator Ericson's efforts,turnout for Public Safety evening, good weather and looking forward to next year's festival. Mayor Paar stated that there was something for everyone this year with good weather and many events to participate in. He thanked all that were involved with every facet of organization, marketin&volunteering to setup. Page 3 of 7 5 City of Centerville Council Meeting Minutes July 26,2017 L OLD BUSINESS 1. Water Connection Deadline Date—Work Session date Administrator Ericson stated t Staff met and Engineer Statz drafted the memorandum contained in Council's packet. Mayor Paar stated that he felt this item should be placed on an upcoming agenda at a work session other than a budget work session. Council Member Montain stated that he felt that Council could determine how to proceed as sufficient information has been received and numerous discussion have been had. Lengthy discussion took place regarding 109 homes that are not connected to municipal water where services are available. Engineer Statz stated that 42'of them have not paid a"lateral fee", which is their portion of construction costs associated with the water main and the lateral pipe to their property, of$6,500 which totals f $500,000 in unrecovered capital costs. He stated that all of these properties fall under the deadline date of December 31, 2017 for connection except for six (6) residences, with all residents having received notification years previous and opportunities for income level requirements for financial assistance. Attorney Glaser stated that Council needs to consider a policy for going forward and provided staff's recommendations for the impending deadline for connection being December 31, 2017. He stated that if a resident pays the lateral fee of$6,500 by November 1, 2017 and increasing the lateral fee for 2018 to $8,000 as it has not been increased for numerous years and is currently undervalued. Those property owners that do not pay the lateral fee will be assessed up to 5 years at the going rate payable in 2019 at the $8,000 fee. He also stated that staff recommends a letter be forwarded to all 109 residents as soon as possible. For residents that do not owe the lateral fee hook up will be required when the property is sold; the property experiences well faiure in excess of$1,000 or if a building permit is issued which adds a certain amount of square footage to the home. Council Member King stated that people who are not connected to water are being charged for water and Engineer Statz attempted to explain that if a wateimaan is located on your street or an interconnected street, there are fire hydrants and there is a value for water protection and most homeowner's insurance companies have a rating for this availability which the resident is in turn receiving a reduction in premium for that hydrant's close proximity. Council Member Love questioned incentives, financing, and whether Council felt they could make a decision this evening. Engineer Statz stated that responsible residents have been questioning the deadline date and Council could consider these items this evening if they chose. Council Member King felt that funded for lower income residents should be available and if nothing was available individuals should not suffer a hardship relating to this. Discussion ensued regarding the $1,850 connection fee, does it increase and at what time is it paid. Engineer St atz stated that the connection fee is considered by Council on an annual basis through the fee schedule and the fee is charged when a home connects to the municipal system. Discussion ensued regarding the value of a water connection and City Attorney Glaser stated that it does increase the value of the home through its market value. Mayor Paar no that LaValle Drive and the downtown area are the only two areas that do not have municipal water available. City Attorney Glaser stated that Heritage Street residents were given special exception via Council resolution that being they had water available to them from the rear of their properties which would have been a considerable distance farther than from the roadway to the home, they did not have to connection to municipal water until such time as water became available in or near the roadway. Council chose to honor this resolution. ® COUNCIL& ADMINISTRATION ANNOUNCEMENT 1. AdminIstrator Ericson a. Demolition of 7281 Main Street-Waterworks Administrator Ericson stated that the old Waterworks building demolish has commenced, Mr. DeFoe has a new developer and it is believed that a concept would be forwarded to Planning&Zoning shortly. b. Peltier Lake Draw Down Administrator Ericson stated that there would be a meeting on Wednesday, August 5, 2017 regarding the proposed to draw down Peltier Lake again. Council Member King reported that he has received his laptop and has begun utilizing it. Council Member Montain stated that he would be attending the Anoka County Fire Protection meeting and participating in Night to Unite events. Mayor Paar thanked the Dupre family for displaying/sharing their antiques and artifacts with the community during Fete des Lacs for the second year. Mayor Paar stated that Intern Roberts is working with the Dupre family to preserve their history through a grant that the City was successful in getting. Mayor Paar questioned the modification to street lighting to LED lights as Centerville Road seemed to be lacking and how many had been completed. Mayor Paar clarified with the exception of the downtown lighting. Administrator Ericson will report back to the Council. Mayor Paar stated that he recently attended a Fire Steering meeting and reported that there will be a 0% increase in the 2018 budget. He reported that Chief Lundstrom understands the constraints and is very mindful. It is felt that decisions made to limit medical calls contributed significantly to the 0% budge increase. He also reported that discussions have been taking place regarding duty crows. He state that they will meeting again in October. He reported that Fir hones Subs selected Centennial. Fire District as a grant recipient for $11,000 and a P urchase of an extractor. He explained Ihat an extractor is a wash machine that c1 firefighter-turnout gear as the District currently has one(1)in Circle Pines® Mayor Paar stated that plumbing and electrical are needed for the extractor and if anyone knows someone in either of-these fields who desired to donate their services if would be greatly appreciated. Demonstration f City Administrator Ericson stated that Council authorized the purchase of laptops for Council, Committee and Commission t t Council has received laptops. He stated that Committee and Commission following setup by staff. Mayor Paar suggested that if any member of Council desired assistance to contact City Hall and staff would be more than willing to assist them on use. Proposed t Finance Director Paulseth reviewed a brief presentation with Council and stated that she would be available to meeting individually with Council if they desired. She stated that the 2018 proposed budget includes a 2.07%($44,659)increase in property tax revenue; special assessment revenue would increase slightly and expected to be $200; licenses and permit revenue was expected to increase 2.52% ($2,900); charges for services (antenna leases, property rental, assessment searches and map sales is expected to increase 5.34% (Si,400); intergovernmental revenue is expected to increase $2.93% (8,488) due to Local Government Aid increasing and Police State Aid; fines and forfeits is expected to decrease 7.14% ($2,000); interest revenue is expected to remain the same with the total earnings budgeted being $13,000. She reported that the proposed budget for revenues for the General Fund was$2,685,870. Finance Director Paulseth reviewed the anticipated expenditures for administration with an anticipated increase of 5.93% ($17,700) due to COLA increases and professional services, education and travel; elections will increase from $500 to $7,800 due to 2018 being an election year; City Hall expenditures increasing $1,300 due to lawn mowing services; police and fire protection remain the same as in 2017;building inspections would also be affected due to COLA increases of$5,100; Mediation Services and Alexandra House funding is expccted to remain the same; the Public Works portion of the General Fund will experience an increase of$10,600 due to COLA and lawn mowing services; streets will decrease by$1,000 primarily due to less use of salt and lower costs of fuel; Engineering expenses are anticipated to increase 100% ($20,000) due to potential for development and 2017 trend;park maintenance would also be affected by the lawn mowing services by an increase of $22,500; a minimal decrease of $200 for parks and recreation,however,Fete des Lacs was increased by$1,300 to manage the growing trend. Finance Director Paulseth stated Capital Outlay expenditures remained the same; Administration - $25,000; Public Works - $25,000; Streets - $200,000. She reported that the proposed budget expenditures for the General Fund was $2,685,870. She stated that the General Fund balance remains healthy assisting the City in is bond rating„ fund balance poicy requires an unassigned fund balance of 40% to 50% of current expenditures which is $974,348 - $1,217,935 for the fiscal year 2018. She stated that overall, an 2.57% increase from the 2017 budget to the 2018 would be realized. He stated that it is a pleasure to work with knowledgeable staff and thanked her and Ms. Sweeney for their dedication X COUNCIL &ADMINISTRATION ANNOUNCEMENT 1. Administrator Ericson ® City of Centerville 2040 Comprehensive Plan—WSB Administrator Ericson reported that WSB was available at Fete des Lacs, in the Park to gain input from the public to start the beginning stages of work on the 2040 Comprehensive Plan. He stated that they are very excited to be worldrig with Staff and anticipated a timeline that would adhere to Met. Council's requirernents for submission in December of 2018. b. Local Government Officials Meeting—August 309 2017 Administrator Ericson reported that a concerted effort is being made to engage elected and appointed officials to meet more often and if any Council Members desired to attend to notify as soon as possible. Engineer Statz reported that the 2017 Mill &Overlay project is finishing up and includes repairs to areas that may have received damage during the project. Council Member Koski reported that WSB attended the Planning& Zoning Commission meeting and It that the work to this point was extremely informative. He also reported that WSB believes that members of the Planning & Zoning Commission will be a large asset to the plan. Council Member Montain reported that he recently attended an Anoka County Fire Protection meeting where discussion took place regarding the hiring of another additional Jindividual with the Chief concurring with the impact in expenditures being $2,800 rather than $108. He reported that he participated in several Night to Unite gatherings and the Parks & Recreation Committee received a recap of Fete des Lacs. He thanked volunteers, sponsors and Staff for their contributions. He stated that he was disappointed in Met. Council's rate increase of 3%. Mayor Paar reported that Night to Unite was a huge success with Public Safety personnel visiting numerous neighborhood gatherings and thanked respective staffs and Cluefs. He reported on his attendance of a recent Centennial Lakes Police Steering Committee meeting regarding Force Decision Training where Officers are placed in simulated situations of when it is appropriate to shoot and encourage Council Members to Page 4 of 5 13 City of Centaville. October 2. 2017 Administrator Larson reported that the Peltier Estates Developer has withdrawn his earlier proposal and has submitted a new development plan,this one is for 24 unit detached townhomes. The street would enter from 20'h Avenue and end at a cul-de-sac. This plan has significantly less impact on the wetlands. A trail would connect from the cul-de-sac across the wetland on a boardwalk trail to Brian Drive. P&Z will consider the plan after the public hearing. The hearing will consider a rezoning from R-1 to R-2, will consider the subdivision, and will consider the proposal as a Planned Unit Development. The issue of whether the street would be private or public remains to be decided. The Council should get a recommendation from P&Z by October 11, Council meeting. 3. Administrator Recruitment& Selection Mayor Paar opened the discussion by asking Council to identify traits and qualifications they feel are most important for the new City Administrator. Each Council Member in turn offered three suggestions that should be considered in narrowing the list of candidates for interview. It was noted that the General and Bond levy combined would increase by 1.89%. Taxes on a typical home would go up about $85 as a result of the increase, however much of the increase was due to changes in the fiscal disparity impacts and valuation increases.. Staff reported that all city funds are in good shape, capital needs are being funded and the street maintenance program is sustainable. Bond levies for 2019 and beyond are uncertain due the fact that the land sale for city property on Commerce Drive has not closed. If that sale goes through, bond levies will go down some. However, if the sale does not happen, bond levies will need to increase in order to make bond payments in the interim. On the positive side, outstanding debt has gone down from over $9 million to around$5 million in about six years.
