Todd Cluistianson and Gordon Christianson were present representing the project
developer,Diamondview Partners, LLC.
Todd Christianson presented a new concept p
- Ian for the development. The highlieits of
the Plan are.
a. Curved street with cul-de-sac.
b. 24 detached townhomes with double garages. Unit value estimated
between$400,000 and$475,000.
c. Trail would be constructed through wetland to Brian Drive.
d. To minimize impact to wetlands, setbacks from the street are reduced.
Off-street guest parking for 8 cars is proposed at two locations.
f. Plan as drawn proposes a private stroet but prefers a public street.
g. The development would be connected to City at and sanitary sewer.
h. The drainage would be treated on site in accordance with RCWD rules.
A RCWD permit has been applied for and Approval is expected by
October 129 2014.
i. The development is being done in partnership with Sharper
Communities, a Sharper Homes company.
The Commissioners asked several questions to clarify the development plans.
Commissioners generally embraced the proposal but preferred a public street, rather than
private. The developer responded that he will modify the plan to meet the city street design
standards and adjust building setbacks as much as possible.
Administrator Larson noted that the project needs approval of three separate process
provided in city code. First is a rezoning from R-1 to ® . Second is a subdivision
approval.Third is approval of a Planned Unit Development.
It was also noted that there is currently a subdivision request pending for the earlier plan
that included a through street connecting to Brian Drive. That request will need a formal
rejection from the City, unless the developer chooses to withdraw that application. Mr.
Christianson stated that he will withdraw that application in favor of the now proposal.

f. The proposed layout allows for a minimum of 25' of driveway between the curb and
garage door-more than enough for even large pickup trucks without overhanding
the curb.

boardwalk, however,connecting the end of the cul-de-sac down to Brian Drive.This
is a positive connection and addition to the sidewalk and trail network in the City®
allowing access for the new development to neighborhood parks like,Acord Creek

h. Side setbacks are a minimum of ' to the lot lines or 10' between homes at the
narrowest point.
L Visitor parking is shown in two places bumped out from the street. In addition, parking
could be allowed on one side of the street and there appears to be several
segments of the street where up to an additional 20 ora-street parking spaces could
be accommodated. We suggest that between 0.5 and 1.0 spaces per unit of visitor
parking is appropriate,which this layout provides if cars-street parking is assumed.
j. The density is consistent with,and lower than® the density envisioned in the Comp
Plan, even though the lots are smaller than typical single family.
k. Most of the houses back up to wetlands,which in some cases leaves very little rear
yard space,which is undesirable and could be dangerous. It is reasonable to assume
a minimum rear yard depth of 20' for all homes. Its the proposed layout it appears
that all but three lots meet this minimum Lots 16,218 and 22. If this is a concern,the
plan should be adjusted to create more yard space or lots should be removed.
I. There was considerable discussion in previous meetings about whether the new street
should end in a cul-de-sac or be a continuous through street connecting to Brion
Drive. ,A through street,extending a network of connections vs. dead-ends, is almost
always preferable®Making a through street here would need to go through
additional wetlands and be disruptive to the current neighbors on Brian Drive.The
cul-de-sac is about 8501' in length; the City's subdivision code notes a maximum of
' length,which can be modified within,a PUD.
m. Access between the units to reach the rear yards for maintenance vehicles®
emergency vehicles, etc.is provided in a few places, although additional access
points would be desirable. At the access point between Lots 16 and 17 it might be
difficult to get to the fear side of the pond behind Lot 16.There is a retaining wall
proposed can the west sine of Lot 18 which might make access behind that unit
difficult® meaning that the only reasonable access point to the rear of Lots 18-24 is
from the yard beside Lot 24.There is a significant distance between access points
frons, Lots 6 through 12.Some adjustment to the plan may be appropriate to provide
better utility maintenance access at several locations.

Plan/Preliminary Plat for Watermark. The resolution details° its finding of fact that Watermark
is consistent with the Comprehensive Plan creates a master planned residential development
at upholds the City's public values by creating a multi-functional, open space greenway

On June 27th,2016 the City of Lino Lakes approved a Planned Unit Development Stage Plan and
Preliminary Plat for Watermark,a mixed use development,for Mattamy Homes which established the
framework-for development of 372 acres of previously farmed property located on the west side of V
35E and north of Main Street(CSI 14). The approval allowed up to 871 residential units and 144 acres
of open space based on Mattamy Homes' proposed Land Use Plan (see attached Mattamy Homes'
project narrative and excerpts from the Preliminary Plat Image Booklet). On April 241`, 2017,the City of
Lino Lakes granted an extension of time to December 131",2017 for the submittal of the Final Plan/Final
Plat.
U.S. Homes Corp,d Lennar, 13605 361 Avenue,Suite 600,Plymouth MN 55447, is requesting a
Planned Unit Development Land Use Plan Amendment for Watermark. Lennar understands that this
request is just the first step in the process of developing this site in a manner consistent with the
approved Planned Unit Development Stage Plan and Preliminary Plat and that much more work is
required to address all of the conditions Included in the approving resolution, Additional amendments
to the Planned Unit Development Stage Plan and Preliminary Plat will likely be required which will
require another extension of time For the submittal of the Final Plan/Final Plat.
Lennar is proposing a Land Use Plan to develop the property in a manner that is consistent with and in
general conformance to the approved Planned Unit Development Stage Plan and Preliminary Plat.
While the locations of-the Lennar's lot sizes and housing products differ from the Mattain y Homes'
approved Planned Unit Development Stage Plan and Preliminary Plat,architectural standards have been
established in the approving resolutions, Lennar's proposed open spaces,trails and sidewalks,street
widths,typical street sections,street layouts,stormwater management,sanitary sewer,and watermain
are essentially the same as proposed by Mattamy Homes.
Comprehensive Guide Plan Designation
The comprehensive guide plan has been updated permitting the ability-to develop the property for
residential uses. The proposed Lennar Land Use Plan unit type mix is 81%detached and 19%attached,
-the same as the Mattain y Homes Land Use Plan. The Lennar proposed Land Use Plan has a gross density
of 2.34 units per acre and a net,density of 3.39 units/acre. Net density was determined based on gross
acreage less wetlands.
Zoning Classification
The site is currently zoned as Planned Unit Development subject to the recording of a Final Plat for the
property,, Planned Unit Development s.allow-flexibility in design standards and the relaxation of strict
application ref the zoning ordinance in exchange for greater creativity and environmental sensitivity. In

0 Wetlands.-lin 2014 a wetland delineation report was prepared for the site which identified 28
wetland areas, however,none were Identified as high quality wetlands. Most wetlands were drained
and cropped when the site was actively-farmed. The proposed project does include wetland creation
and wetland restoration as identified in the May,2017 Wetland Replacement Plan.

'Tip ee Pireservation The site contains irelatively few tirees, mostly as shelter belts on-the
perimeter of the property and around existing home sites. Very little of the-tree stands consist of
quality trees. Efforts will be made-to preserve-trees adjacent tui wetland areas if appropriate and many
of the perlimeter-trees will remain.
V Stormwater/Water Quality®Lennar understands that the city is working In cooperation with
the Rice Creek Watershed District(li on improvements to the Peltier Lake Outlet as identified in
the Comprehensive Stormwater Management Plan for the Proposed Lake Outlet. The proposed Lennar
Land Use Plan provides a generous land use framework of wetland corridors,open space and
stormwater facilities to accomplish the intent of the plan. Lennar is also committed to following
star water policies enacted by the City of Lino Lakes and the Minnesota Pollution Control Association
(MPCA).
Siumatary
Lennar has a long history of building successful Communities in the Twin Cities under the names of Orrin
Thompson Homes and Lundgren Bros.Construction. Lennar's proposed Land Use Plan substantially
follows the guidelines established in the approved Planned Unit Development Stage Plan and
Preliminary Plat for Watermark. Lennar understands that much effort remains to satisfy the conditions
included in the approving resolutions but are committed to working with Lino Lakes staff to fulfil those
conditions when possible. Lennar believes that Mattamy Homes will file for an extension of time on
their approvals in order for Lennar to accomplish the tasks of meeting Lino Lake's expectations for this
development.
