HomeMy WebLinkAbout2017-01-03 P & Z Minutes - (Approved) CITY OF CENTERVILLE PLANNING AND ZONING COMMISSION Pursuant to due call and notice thereof, the Planning and Zoning Commission held its regular meeting on Tuesday, January 3, 2017 at 6:30 p.m. PRESENT: Chairperson Darrin Mosher Commissioner Pete Johnson Commissioner Nick Twohy Commissioner Mark Haiden IN Commissioner Elect Linda Broussard Vicker Commissioner Elect Jon Grahek ABSENT: Commissioner Kim Ganzel STAFF: City Administrator Mike Ericson OTHERS PRESENT: Council Member D. Love L CALL TO ORDER. The meeting was called to order at 6:30 p.m. by Chair Mosher. 1. Roll Call II. PLEDGE OF ALLEGIANCE III. OATH OF OFFICE Administrator Ericson administered the Oath of Office to both Ms. Linda Broussard Vickers and Mr. Jon Grahek. IV. ROLL CALL All members were present and accounted for. V. PUBLIC HEARING(S) 1. Request for Conditional Use Permit— 6867—20th Avenue South (Ready Landscaping, Mr. Patrick Ready) Chair Mosher opened the public hearing at 6:32 p.m. Mr. Patrick Ready, Ready Landscaping was present and introduced himself to the Planning & Zoning Commission. Mr. Ready stated that he is a smaller firm with 5-10 employees. He stated that he provided lawn and landscaping services with snowplowing and would like to have the ability to store bundled block and woodchips and landscape rock outside behind the building. He explained that they desired to make improvements to the interior and exterior of the building with the construction of a privacy fence and similar improvements as another landscape firm down the street. APPROVAL OF AGENDA Motion by Commissioner Brousarrd Vickers, seconded by Commissioner Haiden to Approve the Agenda as Presented. All in favor. Motion carried. V. APPROVAL OF MINUTES 1. December 6, 2016, Planning & Zoning Commission Meeting Minutes Chair Mosher provided Commissioners with an opportunity to make modifications to the presented minutes if they desired. Motion by Commissioner Haiden, seconded by Commissioner Grahek to Approve the December 6, 2016 Planning & Zoning Commission Meeting Minutes as presented. Motion carried. VI. OLD BUSINESS 1. Review of P & Z and Council Decision Regarding Request for Lot Split, Rezone from R-1 to R-2 and Associated Comprehensive Plan Amendment, 7384 Old Mill Road Owners: Pat Fruth & Cathy Fruth Administrator Ericson stated that the Planning & Zoning Commission requested additional information from Staff and the owners at their last meeting. He stated that the owners concur that they desire for the property to be rezoned with all stipulations regarding driveway compliance with the existing home. The items was forwarded to Council in December and they approved it with an offer to pave the existing driveway in an amount not to exceed $4,000. It would be completed within one year of the recording of the lot split and only to Mr. & Mrs. Fruth. VII. NEW BUSINESS 1. Request for Conditional Use Permit— 6867—20th Avenue South (Ready Landscaping, Mr. Patrick Ready Motion by Chairperson Mosher, seconded by Commissioner Haiden to Recommend to Council Approval of the Findings of Fact and Draft Conditional Use Permit as presented. All in favor. Motion carried. 2. Metropolitan Council Community Profiles Administrator Ericson stated that the documentation enclosed with the packet was for review purposes only. COMMITTEE POSITIONS The consensus of the Commission was to appoint Chairperson Mosher as Chairperson and Pete Johnson as Vice Chair. VIII. ANNOUNCEMENTS IX. ADJOURNMENT Motion by Commissioner Broussard Vickers, seconded by Chairperson Mosher to Adiourn the Regularly Scheduled Planning & Zoning Commission Meeting at 7:09 p.m. All in favor. Motion carried.
