PRESENT: Mayor Jeff Paar Council Member Russ Koski Council Member D. CALL TO ORDER Mayor Paar called to order 6:30 p.m. II. APPROVAL OF AGENDA Mayor Paar added Check 431224-31231 and added Item 47, Successful Performance Review — Senior Account Clerk, Ms. Kris Sweeney (Completion of 17 years) under the Consent Agenda. Administrator Ericson requested that New Business be moved up prior to Old Business. III. PLEDGE OF ALLEGIANCE IV. APPOINTMENTS/PRESENTATIONS 1. CenterPoint Energy, Mr. Jeff Hagemann - Partnership Grant Award, Centennial Fire District Mr. Hagemann stated that the program has been operating since 2003, contributed $1.5 million dollars toward safety initiatives for local communities to fund safety-related equipment and projects. Mr. Hagemann also stated that assisting emergency officials aids them in keeping communities safe. Fire Chief Lundstrom accepted the grant funding and thanked CenterPoint Energy for their generosity along with Council. City of Centerville Council Meeting Minutes July 26,2017 V. APPROVAL OF THE MINUTES 1. June 14, 2017 City Council Meeting Minutes Council Member Koski stated that he had pointed out several grammatical errors to the Clerk and Mayor Paar requested that on Page 2 the reference to Mr. Jon Grahek be removed. Koski Motion by Council Member Koski, seconded by Council Member King to Approve the Presented Minutes with the Above Stated Amendments. All in favor. Motion Carried. VI. CONSENT AGENDA 1. City of Centerville July 13, 2017 through July 26, 2017 Claims (Check#31184- 31223) & (Check#31224-31231) 2. Centennial Fire District Claims through July 20, 2017 (Check#7907-7927) w/Payroll (Check#7902-#7906) 3. Centennial Lakes Police Claims through July 20, 2017 (Check#11528-11545) 4. Anoka County Fire Protection Council Instructor Memorandum of Understanding 5. Encroachment Agreement— 1697 Hunters Trail, Mr. & Mrs. Dave Popp (Fence) 6. Encroachment Agreement— 1796 Dupre Road, Mr. & Mrs. Jason Kong (Bridge, Shed & Patio Block w/Fire Pit) 7. Successful Performance Review—Senior Account Clerk, Ms. Kris Sweeney (Completion of 17 Years) Mayor Paar provided an opportunity for Council Members to add additional items or remove items for further discussion. Council Member Love requested that Item 47 be removed for discussion. Motion by Council Member King, seconded by Council Member Love to approve Consent Agenda Items 1-6. All in favor. Motion carried. Council Member Love stated that he removed Item 47 as he desired to thank Ms. Sweeney for her 17 years of service, recognize her for taking on additional duties and stated that she is a key part in the staff of the City. Mayor Paar concurred. Motion by Council Member Love, seconded by Council Member Koski to Approve Consent Agenda Item #7. All in favor. Motion carried. VII. NEW BUSINESS 1. Use of City Owned House—1737 Main Street for CFD Fire Training Administrator Ericson reported that the residence has been vacant for quite some time, experienced vandalism and is zoned M-1. He requested that Council consider allowing the Page 2 of 7 City of Centerville Council Meeting Minutes July 26,2017 Centennial Fire District to utilize the existing home for practice and future use/non-use of the residence and garage. Ms. Kathy Peil, Centennial Fire District Training Officer, stated that the District would utilize a smoke machine to simulate a real fire, breach walls, break doors and windows to practice ventilation along with cutting into the roof in several areas. The Fire District would like to utilize the building several weeks prior to the demolition if Council chose to have to building demolished. Mr. Mike Brass, Colliers (City's Property Broker) questioned the useful life of the existing home and garage, stated that several other parcels in the area may sell in the near future and develop as apartments or a restaurant. Mr. Brass stated that if the home and garage were removed something desirable may come to the parcel whereas if someone purchased it they more than likely would need to remove it at their expense. Lengthy discussion took place regarding what could be constructed on the two lots, the existing market, the potential for selling the existing home or donation of the home, costs associated with demolition, Staff research avenues for removal of the home and report back to Council as expenditures would affect the budget. Engineer Statz stated that a Request for Proposal could be drafted and forwarded to vendors which would allow staff the ability to provide cost information to Council for their consideration. Discussion ensued regarding the proper procedure for the sale of the home with the stipulation that the home must be removed and the need for Council approval in regards to such a transaction. Council censuses was that if the home and garage were to be demolished, the Centennial Fire District would be allowed to utilize it for training prior to demolition. 2. Discussion on 2017 Fete des Lacs Festival Administrator Ericson gave a brief overview of the events stating that it was very successful. Mayor Paar thanked the Lions, volunteers, staff and Kerri Kolstad for their efforts. Administrator Ericson stated that WSB (City's Comp. Plan) and Anoka County Parks (Master Plan) were both on hand to gain input from residents as this is vital to the community for future projects and projections. Administrator Ericson stated that there will be a post Festival meeting on August 7, 2017. Additional discussion ensued regarding an indoor band at Kelly's Korner, D. Love and his wife Susan be announcers for the parade, Kelly's Korner taking first place two (2) years in a row for their float in the parade, Administrator Ericson's efforts, turnout for Public Safety evening, good weather and looking forward to next year's festival. Mayor Paar stated that there was something for everyone this year with good weather and many events to participate in. He thanked all that were involved with every facet of organization, marketing, volunteering to setup. Page 3 of 7 City of Centerville Council Meeting Minutes July 26,2017 VIII. OLD BUSINESS 1. Water Connection Deadline Date—Work Session Update Administrator Ericson stated that Staff met and Engineer Statz drafted the memorandum contained in Council's packet. Mayor Paar stated that he felt this item should be placed on an upcoming agenda at a work session other than a budget work session. Council Member Montain stated that he felt that Council could determine how to proceed as sufficient information has been received and numerous discussion have been had. Lengthy discussion took place regarding 109 homes that are not connected to municipal water where services are available. Engineer Statz stated that 42 of them have not paid a "lateral fee", which is their portion of construction costs associated with the water main and the lateral pipe to their property, of$6,500 which totals ± $500,000 in unrecovered capital costs. He stated that all of these properties fall under the deadline date of December 31, 2017 for connection except for six (6) residences, with all residents having received notification years previous and opportunities for income level requirements for financial assistance. Attorney Glaser stated that Council needs to consider a policy for going forward and provided staff's recommendations for the impending deadline for connection being December 31, 2017. He stated that if a resident pays the lateral fee of$6,500 by November 1, 2017 and increasing the lateral fee for 2018 to $8,000 as it has not been increased for numerous years and is currently undervalued. Those property owners that do not pay the lateral fee will be assessed up to 5 years at the going rate payable in 2019 at the $8,000 fee. He also stated that staff recommends a letter be forwarded to all 109 residents as soon as possible. For residents that do not owe the lateral fee hook up will be required when the property is sold; the property experiences well faiure in excess of$1,000 or if a building permit is issued which adds a certain amount of square footage to the home. Council Member King stated that people who are not connected to water are being charged for water and Engineer Statz attempted to explain that if a watermain is located on your street or an interconnected street, there are fire hydrants and there is a value for water protection and most homeowner's insurance companies have a rating for this availability which the resident is in turn receiving a reduction in premium for that hydrant's close proximity. Council Member Love questioned incentives, financing, and whether Council felt they could make a decision this evening. Engineer Statz stated that responsible residents have been questioning the deadline date and Council could consider these items this evening if they chose. Council Member King felt that funded for lower income residents should be available and if nothing was available individuals should not suffer a hardship relating to this. City Attorney Page 4 of 7 City of Centerville Council Meeting Minutes July 26,2017 Glaser stated that the 429 process does allow for deferment in particular cases; senior citizens, veterans and disabled individuals. Discussion ensued regarding the $1,850 connection fee, does it increase and at what time is it paid. Engineer Statz stated that the connection fee is considered by Council on an annual basis through the fee schedule and the fee is charged when a home connects to the municipal system. Discussion ensued regarding the value of a water connection and City Attorney Glaser stated that it does increase the value of the home through its market value. Mayor Paar noted that LaValle Drive and the downtown area are the only two areas that do not have municipal water available. Lengthy discussion was had regarding timing, lateral fee increase, waiving the deadline date for those individuals that pay the lateral fee, incentives for connection, length of the assessment, etc. Motion by Council Member Montain, seconded by Council Member Koski to Require Payment of $6,500 (Water Lateral Fee) by the 42 Residents that Have not Connected to Municipal Water Services in lieu of Assessment by November 1, 2019 and if Not Paid, the City will Specially Assess Those Fees. The Water Lateral Fee will Increase in 2019 to $8,000. Council Member King opposed. Motion carried. Motion by Council Member Love, seconded by Mayor Paar to Require Municipal Water Connection Upon Sale of Home, Failure of Existing Well Exceeding $1,500 in Repairs or Issuance of a Building Permit with a Significant Addition to Increase the Value of Home by $10,000 or More. Lengthy discussion ensued regarding the definition of"significant" or "determining value". Council Member Love made a friendly amendment to his motion to state "Issuance of a Building Permit with Greater Than 33% Increase in Square Footage". Mayor Paar Accepted the Amendment. Additional discussion took place. Council Member Love made a friendly amendment to his motion to include "Remove Sunset Date from Code". Mayor Paar Accepted the Amendment. Council Members Montain and King Opposed. Motion carried. Discussion ensued regarding staffs continued research for grant assistance. City Attorney Glaser stated that Council may desire to consider when water becomes available to a property what the rules and regulations for those projects should be. Motion by Council Member Montain, seconded by Council Member Love when Municipal Water Service are Available, all Parties will be Assessed the Water Lateral Fee at the Time of Installation. Discussion ensued. Page 5 of 7 City of Centerville Council Meeting Minutes July 26,2017 Council Member Montain made a friendly amendment to his motion to include "at the Rate at That Time defined in the City's Fee Schedule". Council Member Love Accepted the Amendment. Council Member King opposed. City Attorney Glaser stated that Heritage Street residents were given special exception via Council resolution that being they had water available to them from the rear of their properties which would have been a considerable distance farther than from the roadway to the home, they did not have to connection to municipal water until such time as water became available in or near the roadway. Council chose to honor this resolution. Xl. COUNCIL & ADMINISTRATION ANNOUNCEMENT 1. Administrator Ericson a. Demolition of 7281 Main Street -Waterworks Administrator Ericson stated that the old Waterworks building demolish has commenced, Mr. DeFoe has a new developer and it is believed that a concept would be forwarded to Planning & Zoning shortly. b. Peltier Lake Draw Down Administrator Ericson stated that there would be a meeting on Wednesday, August 5, 2017 regarding the proposed to draw down Peltier Lake again. Council Member King reported that he has received his laptop and has begun utilizing it. Council Member Montain stated that he would be attending the Anoka County Fire Protection meeting and participating in Night to Unite events. Mayor Paar thanked the Dupre family for displaying/sharing their antiques and artifacts with the community during Fete des Lacs for the second year. Mayor Paar stated that Intern Roberts is working with the Dupre family to preserve their history through a grant that the City was successful in getting. Mayor Paar questioned the modification to street lighting to LED lights as Centerville Road seemed to be lacking and how many had been completed. Mayor Paar clarified with the exception of the downtown lighting. Administrator Ericson will report back to the Council. Mayor Paar stated that he recently attended a Fire Steering meeting and reported that there will be a 0% increase in the 2018 budget. He reported that Chief Lundstrom understands the constraints and is very mindful. It is felt that decisions made to limit medical calls contributed significantly to the 0% budge increase. He also reported that discussions have been taking place regarding duty crews. He state that they will meeting again in October. He also stated that it is believe that the model of a volunteer fire fighter Page 6 of 7 City of Centerville Council Meeting Minutes July 26,2017 is dying with both husband and wife working and maybe multiple jobs, kids, sports, etc. It has become increasingly difficult to ensure daytime responders. He reported that Firehouse Subs selected Centennial Fire District as a grant recipient for $11,000 and a purchase of an extractor. He explained that an extractor is a wash machine that cleans firefighter turnout gear as the District currently has one (1) in Circle Pines. Mayor Paar stated that plumbing and electrical are needed for the extractor and if anyone knows someone in either of these fields who desired to donate their services if would be greatly appreciated.
