HomeMy WebLinkAbout2017-09-05 P & Z Minutes - (Approved) CITY OF CENTERVILLE PLANNING AND ZONING COMMISSION Pursuant to due call and notice thereof, the Planning and Zoning Commission held its regular meeting on Tuesday, September 5, 2017 at 6:30 p.m. PRESENT: Chairperson Darrin Mosher Commissioner Linda Broussard Vickers Commissioner Nick Twohy Commission Pete Johnson 0 04 Commissioner Jon Grahek Commissioner Mark Haden &10 ABSENT: Commissioner Kim Ganzel STAFF: Interim City Administrator Dallas Larson City Engineer Mark Statz OTHERS PRESENT: Council Member Russ Koski L CALL TO ORDER. The meeting was called to order at 6:30 p.m. by Chair Mosher. 1. Roll Call II. PLEDGE OF ALLEGIANCE III. APPROVAL OF AGENDA The agenda was duly approved as presented. IV. PUBLIC HEARING(S) 1. None. IV. APPROVAL OF MINUTES 1. June 6, 2017, Planning & Zoning Commission Meeting Minutes Motion by Commissioner Broussard Vickers, seconded by Commissioner Twohy to approve the minutes of June 6, 2017. All voted in favor except Grahek, who abstained. Motion carried 2. July 11, 2017, Planning and Zoning Commission Meeting Minutes Motion by Commissioner Broussard Vickers, seconded by Commissioner Grahek to approve the minutes for the meeting of July 11, 2017, as amended. (Amended the language Pagel of 3 City of Centerville Planning and Zoning Commission September 5,2017 in the motion for item VII., 1.) All voted in favor except Haiden who abstained. Motion Carried. V. PUBLIC HEARING--None VI. OLD BUSINESSS 1. Peltier Estates - Consider New Concept Plan, 7357-20th Avenue North Todd Christianson and Gordon Christianson were present representing the project developer, Diamondview Partners, LLC. Todd Christianson presented a new concept plan for the development. The highlights of the plan are: a. Curved street with cul-de-sac. b. 24 detached townhomes with double garages. Unit value estimated between $400,000 and $475,000. c. Trail would be constructed through wetland to Brian Drive. d. To minimize impact to wetlands, setbacks from the street are reduced. e. Off-street guest parking for 8 cars is proposed at two locations. £ Plan as drawn proposes a private street but prefers a public street. g. The development would be connected to City water and sanitary sewer. h. The drainage would be treated on site in accordance with RCWD rules. A RCWD permit has been applied for and approval is expected by October 12, 2014. i. The development is being done in partnership with Sharper Communities, a Sharper Homes company. The Commissioners asked several questions to clarify the development plans. Commissioners generally embraced the proposal but preferred a public street, rather than private. The developer responded that he will modify the plan to meet the city street design standards and adjust building setbacks as much as possible. Administrator Larson noted that the project needs approval of three separate process provided in city code. First is a rezoning from R-1 to R-2. Second is a subdivision approval. Third is approval of a Planned Unit Development. It was also noted that there is currently a subdivision request pending for the earlier plan that included a through street connecting to Brian Drive. That request will need a formal rejection from the City, unless the developer chooses to withdraw that application. Mr. Christianson stated that he will withdraw that application in favor of the new proposal. Motion by Commissioner Broussard Vickers, seconded by Commissioner Haiden to schedule a public hearing to consider the three planning proposals, (rezone, subdivision & PUD) for October 3, 2017 at 6:30 p.m. All present voted in favor of the motion. NEW BUSINESS----None Council member Koski reported that the development in Lino Lakes north of Centerville Road and East of 20th Avenue is back on the drawing board with a new developer. He expressed concern that the development would connect with 20th Avenue at 73r , which may result in greater traffic on 73rd in Centerville. Administrator Larson will get a copy of the development plan and let Commission members know when any public hearings are scheduled. VIII. ADJOURNMENT Motion by Commissioner Broussard Vickers, seconded by Commissioner Twohy to Adiourn the Meeting at 8:02 p.m. All in favor. Motion carried.
