Ms Karen lllaska, Park Planner, Anoka County Parks and Mr. Jeff` Perry, made a
presentation to the committee members regarding the 20-25 year Master Park:Plan for the
Rice geek. Chain of Lakes Park Reserve. Among items touched on were possible
canoe/kayak facilities, a fishing pier, incorporating existing; trails with park trails,
improve trail siguage, composting facilities, additional maintenance facilities, etc.

3. P&R Committee Vacancy Status—1 opening
There is still one vacancy available on this committee.
4. Fete des Lacs Festival Committee Meeting Update—Mr.Ericson
The next meeting will be held on January 30, 2017. It is anticipated that
Committee Members Peterson&Hettinger will again be the P &R liaisons to this
conanittee. Regarding the Runs scheduled for July 22,2017,there was discussion
regarding a revised route and changing the start time from 8:00 am to 9:00 am. In
addition,it is anticipated the prices will remain the same as the 2016 runs.
VIII. ACTION ITEMS REVIEW
Items that have been completed will be removed; some are still open and additional items
discussed at this meeting will be added. A revised Action Item List, as of the November 1,
2017 meeting will be included with the minutes to be approved.

This letter is to request the use of baseball and softball fiefs and facilities at Laurie LaMotte Memorial
Park for the summer months of 2018 beginning April 15% 2015 through,August 1st, 2018; Monday
through Friday,from ZiMism until dark. These fields will be assigned as hone fields for the children
who live in Centerville and Lino Lakes that are served by the Centennial Lakes tittle League. We will
send you a copy of the game schedules as scion as they are printed in April,so you have a schedule for
our dragging agreement for Laurie LaMotte Memorial Park.
Additionally,we are planning our park clean-up day for Saturday,April 14tH: 2018 with a back-up date of
Saturday,April 21"t, 2018.
We would also like to invite the Mayor and members of your bark Board and City Council to stop by your
fields and meet our volunteers cleaning and raking your fields.
We really appreciate our partnership with your city.

A RESOLUTION AUTHORIZING TRAIL PROJECT FUNDING PLAN AND
LOAN BETWEEN FUNDS
WHEREAS,the City Council has previously authorized the Trail Link Project which will
construct various trails and sidewalks in the City, and
WHEREAS, the estimated cost for construction of the improvement is determined to be
$L 119,309.00 and
WHEREAS, a portion of the project will be paid by grant money from the Federal
Transportation Enhancement Grant Funds in the amount of$791,280.00,and
WHEREAS, of County will act as agent/grantee on behalf of Centerville in receiving
Grant funds and contracting for the construction,and
WHEREAS, Anoka County has submitted a Joint Powers Agreement defining the
responsibilities of the County and City,and
WHEREAS, such agreement estimates the City's share of the construction cost at
$328,029.65, which together with additional costs for engineering, acquisition of
easements and other non-grant is of$496,970.35, provides for a total local cost of
$825,000,and
WHEREAS, the City share of the project costs am expected to be paid from park
dedication fees as they are received, and
WHEREAS, there will initially be a shortage in binding that is proposed to be paid from

STREET WIDTH, The shortest distance between lines of lots delineating the street.
SUBDIVIDER. Any person who undertakes the subdivision of land as defined herein. The
SUBDIVIDER may be the owner or the authorized agent of the owner of the land to be subdivided.
SUBDIVISION. The division of a single lot,tract or parcel of land,or a part thereof, into two or more
lots,tracts or parcels of land.
THOROUGHFARE. A public right-of-way with a high degree of traffic continuity and serving as an
arterial traffic way between the various districts of the city.
TOPOGRAPHY. The detailed description of the features of a relatively small area,also the relief
features or surface configuration of an area.
WATERCOURSE. Shall include channel,creek,ditch,drain,river and stream.
WATERSHED. Rice Creek Watershed District.
ZONING. The reservation of a certain specified areas within the municipality for buildings and
structures for certain purposes with other limitations such as heights, lot coverage and other stipulated
requirements.
DESIGN STANDARDS
§ 153.15 GENERAL.
Subdivision design shall comply with the following general design standards-,
(AL'onturalfeatures. Existing natural features which would add value to the subdivision and the city, such
as trees, steep slopes,watercourses, historic spots and similar irreplaceable assets, shall be preserved,
insofar as possible,through harmonious design of the subdivision.
(B)Land dedication. In all new subdivisions,ten percent of the gross area subdivided shall be dedicated for
public recreation space,with this ten percent being in addition to property dedicated for streets,alleys,
easements or other public ways. No areas may be dedicated for public use until the areas have been
approved as being suitable and needed for the public health,safety,convenience and/or general welfare,
When the subdivision is too small for practical dedication of public land or if no land in the subdivision
is suitable for that use,the subdivider shall be required to pay a fee as per schedule in effect per lot
created or ten percent of the subdivision land value,whichever is greater, prior to subdivision;the value
(market)of the land shall be determined by negotiation between city and developer. Lots created in any
manner that is larger than five acres or 300 feet in width shall not be subject to dedication of land for
public use. A fee according to the current schedule will be charged on every building permit issued
pertaining to new housing units for parks and playgrounds.

cast-share the installation of a shoreline
stabilization using riprep and native

on Centerville Lake in Centerville.
PROJECT DESCRIP71ON .. L. x . ..
The Trail Sade Park property Is located on
the east side of Centerville Lake, along the
gest side of Main St. in Centerville(see
map to right). Approximately 350' of
r
shoreline is actively eroding. Natural wave
action and crakes from boat traffic are the
primary causes of erosion. Sediment and .. . .. ..

divided into north and South zones based
on the shoreline topography.
North Zone(Approximately 165') - 'i his zone is characterized by relatively steep shoreline
slopes(about 2:1). Currently, these upland slopes are slumping into Centerville Lake as
result of wave action undercutting the toe of the sloped generally, these slumping soil areas are
four to six feet high. The north zoneshoreline slopes consist of sandy soils being held in place
by weedy forbs and grasses with relatively shallow root systems. The continued erasion of
these slopes threatens a paved regional bike path (about 12' east of the L.)and Main St
(about 30' east of the C) L).
South r i t l ' -The south zone is characterized by an approximately 20'
wide level area below a steep slope leading up to a bike path and Main St. Shoreline erosion
has undercut this level area, resulting in two to three foot high vertical shoreline banks. This
erosion has contributed to the loss of about 10 mature trees (24"-50' DBH) in the past five
years.
A sanitary sewer line parallels the lakeshore along this south zone, generally within 116-20' of
the eroding shoreline. This sewer main,which is about three to four feet in elevation above the
OHWL, is at risk of failure if the lakeshore erosion trend continues. Please note that in the past
year the City of Centerville had to implement shoreline stabilization measures to protect the
sewer main alignment located immediately south of the project.
PROJECT DESIGN
Trail Side Park is located on the windward side of Centerville Lake and experiences more than a mile of
fetch- On windy days, the shoreline is pounded by waves more than a foot high. The Trail Side Park
shoreline also absorbs the wakes from recreational boaters, including waterskiing events held offshore
from the Fork.
With a goal of long term shoreline stabilization, the Anoka Conservation District proposes Installing
riprap (the minimal quantity necessary) and native plantings.
North Zone(Approximately 165') -The north zone has a slope that is similar to the shoreline
tote no of the project. This north zone design consists of laying type IV gootextile fabric
under 12" of riprap(the minimal depth feasible for shoreline protection)that is keyed into the
lake bottom. Native willow stakes (similar species to the property to the north)will be installed
throughout the riprap area. Low growing native shrubs will be installed in a six foot wide zone
above the riprap that is currently mowed.
South Zone(Approximately 185')•The south zone is heavily used for community events
during the summer months(water skiing shows, fireworks viewing, etc.). Thus, a secondary
goal in this zone is to maintain the lake view and access docks seasonally installed in this area.
Therefore,the south zone design consists of laying type IV geotextile fabric under 12"of damp
(the minimal depth feasible for shoreline protection)that is keyed into the lake bottom. About
550 low-growing native plants{forts and grasses)will be interplanted in a six foot wide zone
upslope, of the riprap that is currently mowed.
PROJECT BENEFITS
Water Quality
Stabilization of the Trail Side Park shoreline will provide reductions In total suspended solids, total
phosphorus, and other nutrients entering Centerville Lake. As part of the Rice Creek Chain of Lakes
system,the water quality benefits will also have downstream benefits to the Chain of Lakes and Rice
Creek.
Existing Infrastructure Protection
Shoreline stabilization will provide protection for the sanitary sewer line within the park, a regional bike
path, and Main St.
Recreational Use
Shoreline stabilization within Trail Side Park will provide continued access to Centerville Lake for
community events and general recreational use by the public.
ESTIMATED POLLUTANT REDUCTIONS
Pollutant reductions were estimated using the Wisconsin NFACS Litrect volume method in conjunction
with BWSR's pollution reduction calculator for stream and ditch erosion. Erosion severity along the
shoreline was classified as'severe' because the bank is predominantly bare, with exposed tree roots

and fallen trees (see site pictures at end of memorandum). asea on this determination,the lateral
recession to was estimated to be 0.3 Styr,which is on the low and of the'severe' range(0.3- 0.5
Styr). Assuming sandy soils, the estimated soil loss from this 350' stretch of bank with an average 2'
eroding face is approximately 11.6 tons per year. This results in an estimated 9.82 pounds of total
phosphorus contributed to Centerville Lake and downstream waterbodles,annually. Stabilization of the
bank will result in 100 percent reductions in these estimated pollutant leads.
ELIGIBLE EXPENSES AND REQUESTED FUNDING
The grant request outlined in this section is based on the lowest of six quotes solicited from contractors
by the City of Centerville. The low bidder salmon, Shoreline Landscaping, is shaded gray. See
attached cost estimates for additional detail.

The alternative of using fieldstone (river rock) is more expensive than trap rock, but it still be more

The frail Side Park property is exceed on the east side of Centerville Lake,-Gong the west side of Male St in Coadievelle(see map to eight).Approximately 35V of shoreilne Is acgmly eroding. Natural wave
ardion and wakes firm boat traffic are the primary us of erosion. Sediment and dumpers from the eroding shoreline directy enter Centerville take,which Is part urine Rise Creek Chain of lei .

For this project,the 550'shoreline is divided Into north arid wimh zones based on she shoreline topography,
North Zone(Approximately 166)-This zone is characterized by relatively stow shardame slopes(about 2:1), Currently,there upland slopes are slumping into Centerville Lake as a result ideravis apron
undercutting the too of Mix-tape.. Generally,these slumping salt areas are four to six post Ifgh..The north zone shoreline slopes consist of sandy spits being held In Pace by weedy fame and grasses with
reladable shallow root systems,The entranced erosion of these slopes threatens a paved regional bike path(about 12'east of the CHWL)and Main By(about 30'east of the t}ANIL).
South Zone Murproismaefly 1 Set-The room zone Is cheractertmd by an approxweaffily CY wide bevel area Wow a steep slope leading up to a bike path and Main St. Shoreline erosion has undercut this level
area,resulting in me to three foot high vertical shoreline banks.This anchor has mossbuted to the loss of about 10 mature tress(ZwA0'Ctrl)in the past five years.
A sanitary"war line parallels the lakeaho rt along this south zone,generally within 1E-20'of the eroding shorifirric This sewer main,which is about three to four feat in elevation above like t1H4VL,is at risk of
failure if the dale pore erosion trend continues. Please note#ad in the post year the City of Owderw le had to implement shoreline stabilization measures to protect the sewer maim alignment located
immediately south of the project.

Trail Side Park is located as the windward side of Centerville Lake and experiences more than a mile of Been. On winds days,the shoreline is pounded by waves more than a foot high.The Trail Side Park

CONTRACT INFORMATION
I (we), the undersigned, do hereby request grant assistance from the Rice Creek Watershed District (RCWD) to help
defray the cost of installing the following practice(s) listed in this contract. This Grant Award Contract is for support of
water resource protection and education efforts between the RCWD,a public body with powers set forth at Minnesota
Statutes 103 B and 103D,and CRY of Centerville (Owner), It is understood that,
1. The Owner is responsible for the operation and maintenance of practices applied under this program to ensure
that the conservation objective of the practice is met and the effective life, a minimum of 10 years, is achieved.
Should the Owner fail to maintain the practice during its effective life,the Owner is liable to the RCWD for the amount
up to 100%of the amount of financial assistance received to install and establish the practice. The Owner is not liable
for grant assistance received if the failure was caused by reasons beyond the Owner's control, or if conservation
practices are applied at the Owner's expense that provide equivalent protection of the soil and water resources.
In no case shall the RCWD provide grant assistance to an Owner for the reapplication of a practice that was removed by
the Owner during its effective life without consent of the RCWD or that failed due to improper maintenance. The specific
operation and maintenance requirements for the conservation practice listed are described in the operation and
maintenance plan prepared for this contract by the RCWD's technical representative,and is attached and incorporated
to this contract. If title to this land is transferred to another party before expiration of the aforementioned life, it shall
be the responsibility of the Owner who signed this contract to advise the RCWD before the sale or transfer of property
containing the conservation practice.
2. Best management practices must be planned and installed in accordance with the technical standards and
specifications of the Anoka —Conservation District.
3. This contract, upon approval by the RCWD board, will remain in effect unless canceled by mutual agreement
except where installations of practices covered by this contract have not been started by 101311's (dd/mm/yy)
this contract will be automatically terminated on that date.
4. Practices will be installed by 12131/18 (dd/mm/w) unless this contract is amended by mutual consent to
reschedule the work and funding,
5. Items of cost for which reimbursement is claimed on the Voucher and Practice Certification Summary Form are to
be supported by invoices/receipts for payments and will be verified by the RCWD board as practical and reasonable.
The RCWD board has the authority to make adjustments to the costs submitted for reimbursement. Reimbursement
will be made only upon execution of a RCWD-approved Operation and Maintenance Agreement.

Owner will permit the RCWD at its cost and discretion,to place reasonable signage on Owners property informing
the public about the project and the RCWD Clean Water Grant Program. Owner will cooperate with the RCWD in
permitting members of the public to periodically enter the property to view the project in the company of a RCWD
representative. This paragraph does not create any right of public entry onto Owners property except as coordinated
with owner and accompanied by a RCWD representative.
7. Owner is responsible for complying with all permits and/or other legal requirements applicable to the work. In
performing the work that is subject to this contract,Owner will ensure that no person is excluded from full employment
rights or participation in or benefits of any program, service,or activity on the grounds of race, color, creed, religion,
age, sex, disability, marital status, sexual orientation, public assistance status, or national origin, and that no person
protected by applicable federal or state laws,rules,or regulations against discrimination is subject to discrimination.

In years past, your organization's donations have been instrumental its assisting the City's Parks
d Recreation Committee with providing the public with amenities that have been outside of the
Committee's budget _ d we would like to stead our appreciation for that generosity.
The Committee believes that without partners like you, their goals would not be realized and
Centerville would not be the wonderful place to reside and visit as it is. pilon have made a huge
impact on those that utilize the sand volleyball court, basketball sledding hill and
participate in the Music in the Park series.
The Committee has been working hard on their five 5) year Park Improvement Pl a They have
included making audio equipment upgrades, adding a GAGA Ball Pit, adding a Piekleball Court,
resurfacing the existing basketball court at McBride Park and purchasing/replacing picnic tables
for numerous parrs throughout the unity. They have yet to earmark a project for 2018 as
all items are on their"wish list"'and fluiding is minimal.
The Committee Zittee would again like to request a monetary donation from the Club to assist them
one (1) of the projects listed above. They will also be seeking other sources for funding the
project(s).
