This letter intends to explain the quotes and outline staff's recommendation for award of the rehabilitation contract. Background Sanitary Sewer Lift station#2 is on Peltier Lake Drive,just west of Mill Road on the west side of Clearwater Creek. It serves a good portion of the northwest part of the city and also takes flow from Lift Station#1. As with all of our lift stations, it has two pumps, for redundancy and for emergency(high flow)instances. Recently, one of the pumps has been having performance issues,is beginning to deteriorate, and is causing additional deterioration at the connection between the pump and internal piping. Some of the issues are thought to be from the"flushable wipes"and other debris. Because of this trend, many municipalities are switching out pumps for ones which are more reliable and deal better with solids,rags, etc. The new,more reliable pumps are somewhat less efficient,but this is offset by their ability to pass troublesome debris in the wastewater. The city's public works staff solicited proposals, through direct negotiation, from three different vendors for the rehabilitation work needed at the lift station, including new pumps, rail system and the necessary appurtenances. Often,in this industry, each vendors favors and perhaps exclusively deals with certain pumps or pump brands. With the three vendors selected, each proposed a slightly different pump, all of which are different from the previous pump style. Funding Funding for the improvements would come from the Sewer Utility Fund. There is sufficient fund balance in the sewer fund for this work and pump replacement is something which is budgeted for through asset depreciation. Recommendation City staff has reviewed the three proposals and is recommending acceptance of the quote from General Repair Services. We feel that this particular proposal brings the best value to the city. This conclusion was reached after consultation with lift station experts at Stantec and conversations with neighboring public works departments who have recently gone through similar change-outs. The situation at Lift Station#2 requires prompt attention and we are, therefore, asking the City Council to award a contract to General Repair Services in the amount of $24,728.50 for the rehabilitation work on Lift Station#2.
