The meeting was called to order at 6:30 p.m. by Chair Mosher. 1. Roll Call II. PLEDGE OF ALLEGIANCE III. APPROVAL OF AGENDA Motion by Commissioner Broussard Vickers, seconded by Commissioner Haiden to Approve the Agenda as presented. All in favor. Motion carried. IV. PUBLIC HEARING(S) 1. None. V. APPROVAL OF MINUTES 1. October 3, 2017, Planning & Zoning Commission Meeting Minutes Two spelling errors were pointed out. Motion by Commissioner Broussard Vickers, seconded by Commissioner Twohy to Approve the Minutes as Amended. All in favor. Motion Carried. VI. OLD BUSINESS 1. City of Centerville 2040 Comprehensive Plan Update Pagel of 3 City of Centerville Planning and Zoning Commission January 2,2018 Eric Maass, from WSB presented a short slide show regarding the planning process, including a draft Future Land Use Map and tables showing projected growth and options for land use guidance to achieve various population goals. Commissioner Twohy had completed his "homework". Others had not. The homework assignment was emailed from the Administrator to Commissioners in early December. Comments from Commissioner Twohy spawned from the homework packet were: • An abundance of the use of the term "small town". Questions whether or not that is still the goal (to retain small town feel/atmosphere). What does it mean, in practical terms? Commissioner Haiden asked if there were studies or other information that would delineate what is "small town" and what is not. Mr. Maass will bring back some information and review our current design standards. • MPCA Chapter 7080 — maintenance of private waste treatment systems; what is this? Administrator/Engineer Statz stated that this requirement has now been addressed with Anoka County. The city has clarified, to the county that the city does not perform inspections on such systems, meaning the county is, then required to. • Rush Line Corridor — Goal was to continue monitoring this. Administrator/Engineer Statz stated that this study has wrapped up and the HOV lane and Bus Rapid Transit (BRT — non-stop service to the Twin Cities) was the outcome. • Protect Integrity of Transportation System; what does this mean? Administrator/Engineer Statz stated that this included providing connectivity between neighborhoods and maintaining access to the Park and Ride or other such transportation facilities. • Establish areas suitable for step-up or higher income housing; what areas are left to do this. Consensus was there was little room for adding this type of housing. • Develop sign ordinances. Consensus was that this has been done and perhaps lacks some enforcement. • Maintain level of growth, supportable by level of public services available. Planner Maass said that the answer to this comes from the City Engineer, once a development/density goal is established. • Develop design standards to support multi-modal transportation; what more can be done in Centerville. Already have extensive trail network, etc. Further discussion ensued on potential changes to the Future Land Use Map, mostly related to the extent of the Mixed Use Districts, whether pursuit of downtown/commercial businesses is best done in the old downtown area, along the Main Street Corridor and/or along the lakefront. Consensus to have single lot depth of Mixed Use District shown over the existing St. Genevieve Church on Sorel St.; also on the south side of Main Street, between Progress Road and City Hall. VII. NEW BUSINESS 1. Resignation of Mr. Jon Grahek Motion by Commissioner Broussard Vickers, seconded by Commissioner Haiden. All in favor. Motion carried. Chapter 2 1 Page 6 Centerville 2040 .. . .. .. :.. . . . • Build new and upgrade existing park properties and trails with ecologically sound and sustainable materials, where possible. • Establish a biking/hiking trail system connecting the City parks and residential neighborhoods. • Provide adequate expansion of parks and recreation areas in proposed residential developments. • Provide safe and convenient bicycle and pedestrian access to community recreational facilities. • Utilize parks and recreation opportunities on the shores of Centerville and Peltier Lakes with appropriate sustainable practices in mind. • Promote or provide recreational facilities and programs to serve the varied recreational needs of all age groups in the City. It is the policy of the City of Centerville to: • Develop a trail access plan which provides interconnection of major parks, recreation areas, schools, commercial nodes, the Central Business District and as well as existina and future community neighborhoods and implement the plan as funding opportunities allow. • Design and maintain parks with proper lighting, shelter and landscaping to ensure public and property safety, with sustainable practices which protect environmental resources for future generations. • Develop land use regulations compatible with adjacent parks, recreation areas and natural features. • Require dedication of net developable parkland or cash in lieu of land in conjunction with the subdivision or re-development of all properties. • Encourage and accept land gifts and forfeitures in areas with potential recreational development opportunities or to provide open green-space. • Coordinate regional trail development potential with Anoka County and adjacent communities. It is the goal of the City of Centerville to: • Coordinate with jartner or anizations to Porotect Centerville Lake, Peltier Lake, and Clearwater Creek for future generations to enjoy. • Promote and implement sustainable practices through education, by example and use of eco-friendly products on public lands. Chapter 2 1 Page 7 Centerville 2040 . • Protect environmental systems from unnecessary impacts of future growth and development activities. • Protect the surface waters, ground waters and wetland areas of the City to promote aesthetic qualities, natural habitat areas, ground water recharge and recreation opportunities. • Protect ground water purity by preventing erosion and improper discharge of sedimentation into ours local lakes and streams. • Maintain the valuable open space of the community. It is the policy of the City of Centerville to: • Carefully manage any development affecting floodplains, steep slopes, wetlands, and other environmentally sensitive areas. • Adopt and enforce wetland alteration and mitigation requirements consistent with the Wetlands Conservation Act**. • Enforce erosion and sedimentation control standards consistent with MPCA's ''best management practices.'' • Require that stormwater ponds meet the design standards of the National Urban Runoff Program (NURP) • Enforce shoreland management regulations along Centerville Lake, Peltier Lake, Clearwater Creek and County Ditch No. 47. • Establish landscaping requirements for all new residential and commercial developments that address the management of surface water run-off and other harmful side effects. • Give preference in surface water management systems design to surface drainage, vegetation, and infiltration rather than buried pipes and man- made materials and facilities. • Enforce surface water management regulations consistent with the Rice Creek Watershed District (RCWD) Plan and the RCWD Rules. Implement the City's Surface Water Pollution Prevention Plan SSWP-PP) and Surface Water Management Plan. • Coordinate with the Rice Creek Watershed District RCWD and D—r+­+ of Natural Resources DNR to identify im aired waterbodies and secure _qrant funding_to improve those im-paired waterbodies® It is the goal of the City of Centerville to: • Promote safe neighborhoods and low crime in the community. It is the policy of the City of Centerville to: • Compare the level of administrative, maintenance and emergency response services to community wide needs and objectives. • Explore potentialjoint service initiatives through continued communication and cooperation with City, County and School officials. • Promote effective communication with residents, business owners, educators and volunteer organizations to maintain an understanding of community goals and objectives and participate in community affairs. • Periodically evaluate the level of public services provided and the associated costs of services. • Design public utility systems for optimum development or saturation in the community and establish cost effective staging or sequencing of utility systems. • Establish priority for basic services to ensure the highest levels of safety and accessibility are provided in the community. • Expand efforts for effective communication and cooperation with surrounding cities on area growth Issues and common concerns. • Require that development proposals are consistent with planned extensions of public utilities and incorporate necessary extensions of core facilities. • Require that the installation of all public infrastructure is designed and constructed according to City standards and specifications. • Enforce ordinance provisions which require connection of existing homes and businesses with private utilities to public utility systems, within a reasonable time after public utilities have become available but not later than 2012', for areas currently served but not yet connected. • Establish design and construction standards for sanitary sewer installation and maintenance to minimize potential sources of inflow/infiltration in the sewer collection system. • Continue monitoring potential sources of inflow/infiltration to reduce inefficiencies in the metropolitan wastewater treatment system. • Continue to implement conservation programs aimed at reducing residential water use.
