The city's personnel policy states: "Each fiscal year, the City Council shall review the
pay plan d make changes it determines are necessary." and "The City Council shall
opt hourly rates of pay for all positions not covered by the classification and pay plan."
City finance staff has modified the attached pay matrix to reflect a 2.75% Cost of Living
Adjustment (COLA) reflected e approved 2018 budget, in addition to those
positions covered by the matrix, the following pay adjustments are recommended for
approval:

Seasonal Public Works(1 yr exp.) 10.50 11.00.hr
Seasonal Public Works(2 yr exp.) 11°00 12.00.hr

Part Time Custodian $12.50/hr $12.50
Temporary PT Office Assistant 16.04 16.00
Part Time Finance Director 75°00/hr 75.00/hr
Members of labor unions are under separate negotiations for salary adjustment and are
not affected by the adoption of these pay rates.
Pay adjustments approved here will be made retroactive to the first of the year.
It is understood that exempt employees, covered by the pay matrix, earn a salary of the
hourly rate listed in the matrix,multiplied by 2080,regardless of the hours worked.

ADMINISTRATION
Administrator Continuing Education Plan
I attended the City Engineers Association of Minnesota's (CEAM)annual conference
(Jan 24-26). This conference satisfies the continuing education requirements for my
professional engineering licensure.
Social Media Presence
A city Facebook page has been"published",but may not yet be live. We are working
through some of the quirks and logistics of having a"business" account Fa book. Some
of you may have noted that I have personally set up a Fa boob account,mostly for the
purposes of lea 'ng about the platform.
Staff took some time to send feedback to Apple and Google maps regarding erroneous
roads, etc, around town. We found about a dozen problems, Also "claimed"city hall on
Couple Maps, so that we can have direct control over the info listed(hours of operation,
phone number, etc.).
Council Chambers TV System Upgrade
I of with an additional vendor to discuss the TV system upgrades and have a meeting
set up with a third vendor. I was also able to to the new Blaine Council Chambers
system to get a feel for some of the capabilities of systems. The timing of this it will
be addressed under the larger umbrella of city hall upgrades of hearing input at our
Goal Setting Meeting.

2018 Ci*,Council Goals
A 2018 Goal Setting work session is scheduled for February 28th at 6-00 PM, with the
regular City Council meeting to follow.
Staff Meetings
A monthly staff meeting was held on February S`h
development pressure. He further explained some shifts in the retail market, away from
Big Box style stores, due to market influences from Amazon and the like.
Swimming Pool Covers
The Planning and Zoning Commission asked staff to look into policies which allow a
hard pool cover in lieu of a fence. The city of Blaine currently has such a policy. Staff is
researching policies in neighboring communities,but is strongly opposed to a change.
SEWER AND WATER
Lift Station 2 Rehabilitation
We have received executed contracts and insurance information from the contractor and
are working to set up a pre-construction date. City staff is arranging for by-pass pumping
and traffic control during the project.
Downtown Water Main
I attended a meeting at Anoka County where staff gave their recommendations for
funding through the Community Development Block Grant program, Our application did
NOT make staffs list of projects to be funded. I will discuss her details at the
meeting.

Skate/Sled Night was recently held on Saturday, February 1 e.
