COUNCIL MEETING L CALL TO ORDER Mayor Paar called to order 6:30 p.m. Mayor Paar stated that the community of Centerville lost a valuable public servant on Tuesday, January 2, 2018, Mr. Jon Grahek. He stated that Mr. Grahek was employed as a long-time St. Paul Police Officer, City of Centerville Parks & Recreation Committee Member/Chairperson and Planning & Zoning Commission member. He went on to say that the family has endured quite a bit this past year and that Jon would be greatly missed. Mayor Paar requested that the public and Council Members keep Mrs. Grahek and their son Devin in their thoughts through this difficult period. Council honored Mr. Grahek and his family with a moment of silence. II. PLEDGE OF ALLEGIANCE III. SET AGENDA Mayor Paar stated that replacement pages for the October 30 and December 13, 2017 were placed in Council's packet and that Check #31597-31606 were added to Item #1., Consent Agenda. Motion by Council Member Love, seconded by Council Member King to approve the Agenda as Amended. All in favor. Motion carried. IV. APPOINTMENTS/PRESENTATIONS City of Centerville Council Meeting Minutes January 10,2018 1. None. V. PUBLIC HEARING 1. None. VI. APPROVAL OF THE MINUTES 1. October 30, 2017 City Council Special Session Mayor Paar provided Council with an opportunity for amendments. 2. November 8, 2017 City Council Closed Executive Session Meeting Minutes Mayor Paar provided Council with an opportunity for amendments. 3. December 13, 2017 City Council Meeting Minutes Mayor Paar provided Council with an opportunity for amendments. Motion by Council Member Montain, seconded by Council Member Love to Approve the October 30, November 8, and December 13, 2017 Council Special Session, Closed Executive Session and Council Meeting Minutes as presented, respectively. All in favor. Motion carried. VI. CONSENT AGENDA 1. City of Centerville December 14, 2017 through January 10, 2018 Claims (Check #31538-31596) & (Check#31597-31606) 2. Centennial Lakes Police Claims through January 3, 2018 (Check#11736-11782) w/EFTs from Optum Bank& Visa 3. Centennial Fire District Claims through December 26, 2017 (Check#8054-8080) WEFT for US Bank(Home Depot) 4. 2018 membership—Mediation Services for Anoka County 5. 2018 Tru-Green Contract (Turf Maintenance) 6. 2018 Contribution to Stepping Stone Emergency Housing Mayor Paar provided an opportunity for Council Members to add additional items or remove items for further discussion. Council Member Montain requested that Item #5 be removed from the Consent Agenda for additional discussion. Motion by Council Member Montain, seconded by Council Member Love to approve Items #14 & #6 of the Consent Agenda as Presented. All in favor. Motion carried. Page 2 of 7 City of Centerville Council Meeting Minutes January 10,2018 Council Member Montain questioned the need for obtaining bids or whether this was a continuation of the current contract. Administrator Statz stated that in the past the City had two (2) separate contractors that provided lawnmowing and weed control; however, both of these contractors went out of business within the contract periods so that the current contracts do not renew simultaneously. He stated that Public Works Director Palzer desires to renew the existing contact with Tru-Green for one (1) year allowing for the potential to secure one (1) contractor for all services by bidding both in 2019. Tru-Green has agreed to hold its prices again this year, as it has for several years. Motion by Council Member Montain, seconded by Council Member Koski to Approve Consent Agenda Item #5. Lengthy discussion ensued regarding applicators, need for licensing, ability to obtain eco- friendly applications, cost variations, timing of the renewal and additional research going forward prior to contract bidding in 2019. All in favor. Motion carried. VI. OLD BUSINESS 1. 2018 Fee Schedule—Water Rate Tier System & Water Meter City Administrator Statz stated that legislation was enacted requiring municipalities to conserve water resources and that the City of Centerville, similarly to many others, have taken the approach that tier rating for water utilities would heighten the public's awareness of conserving water. However, the City of Centerville's tier rating does not commence until usage exceeds 90,000 gallons in a two (2) month period. He stated that comparative to other communities, the City's lower tier fees are higher, but the higher tiers' fees are lower than surrounding cities. Lengthy discussion ensued regarding rate increases, fund increases, potential for penalizing larger families, watering regulations for new sod, amount of delinquencies, adjusting for revenue neutrality and consensus for water conservation. Administrator Statz will gather additional information for further discussion. He also stated that the City has received costs associated with purchasing water meters and the fees should be adjusted for resale at the same time. 2. Donor Agreement w/Mr. Tom Dupre Administrator Statz stated that a donor agreement has been reached with Mr. Tom Dupre which differs from the previous agreement which contained a 100 year clause for a donor to request return of items. He stated that there are two (2) lists of items which contain items that they can retrieve from the City within a set period of time and a list of items that they have no control over which will be encompassed in the grant. Administrator Statz stated that staff is working Page 3 of 7 City of Centerville Council Meeting Minutes January 10,2018 with several agencies to host the items once inventorying has been completed (i.e. Centerville Elementary, Wargo Nature Center, City Hall and Anoka County Historical Society). Discussion ensued regarding additional grant opportunities for display casings, volunteers, rotation of items, Centerville's "small-town" feel relating to the Comprehensive Plan, City Hall facelift, capital improvements, budgeted items and the need for preserving heritage. Motion by Council Member Montain, seconded by Council Member King to Approve Donor Agreements, Dupre Family Artifacts as Presented. All in favor. Motion carried. 3. Professional Services Contract for Have Gloves Will Travel, LLC — Ms. Rose Kubiatowicz (Dupre Artifacts Grant) A requirement for the grant is that all items are cataloged in PastPerfect software and Ms. Kubiatowicz is familiar with the software, is knowledgeable in this area and comes highly recommended. Administrator Statz stated that with the donor agreements approved, it would be appropriate for the council to enter into a contract with Have Gloves Will Travel, to complete the work outlined in the grant. Motion by Council Member Koski, seconded by Council Member Love to Enter into a Contract for Professional Services with Have Gloves Will Travel, LLC — Ms. Rose Kubiatowicz to Catalogue the Dupre Family Artifacts as Presented. All in favor. Motion carried. 4. Final Payment— Centerville Road (CSAH 21) Reconstruction—Anoka County Administrator Statz passed out a breakdown of costs associated with the entire project which was requested by Council Member King. This information was previously presented to Council several months ago. He reviewed the handout with Council and stated that, per Council's desire, $10,000 was withheld from the final payment due to additional work needing completion (lowering a pipe at the entrance of 6709 Centerville Road). Anoka County agreed to complete the work prior to winter and staff has approved the work less final grading and seeding which would be completed in the spring. Council Member Montain stated that a true test of the lowering had not occurred prior to snowfall so he hopes that the correction is satisfactory. Council desired that a letter be forwarded with payment stating that the City anticipated the final grading and seeding to be completed in the spring. Motion by Council Member Koski, seconded by Council Member Love to Release Final Payment of $10,000 to Anoka County Highway Department for the Centerville Road (CSAH 21) Reconstruction Proiect with a Letter of Anticipation for Completion in the spring of 2018. Four in favor; Council Member Montain Abstained. Motion carried. IX. NEW BUSINESS Page 4 of 7 City of Centerville Council Meeting Minutes January 10,2018 1. Schedule Goal Setting Workshop Administrator Statz stated that at the beginning of each year, Council schedules a Goal Setting Workshop. Council may choose to schedule that Work Session as a Joint Committee/Commission/Council Work Session or keep it as a Council-only event. Administrator Statz stated that he would desire that in future years this item be scheduled in November of the prior year. Council consensus was to have it be a joint session. Lengthy discussion ensued regarding whether to schedule the meeting prior to a regularly scheduled Council meeting or following the meeting. Consensus was to schedule the session ahead of a regular meeting to allow Committee/Commission members to better manage their time and attendance of the meeting. The Work Session was scheduled for February 28, 2018, 6:00 p.m. or shortly thereafter. The Work Session will be scheduled as part of the regular meeting, with an anticipated end-time of 8:00 p.m. Administrator Statz stated that Staff would notify Committee/Commission members in advance of the meeting via email. 2. Pay Plan & Matrix for 2018 Administrator Statz requested that the item be discussed following the Closed Executive Session as union negotiations and annual cost of living adjustment(s) are interconnected. 3. Replacement of Small Truck Snow Plow Administrator Statz stated that one (1) of the plows has suffered significant damage and staff would like to replace it immediately. Discussion ensued regarding: condition of connection apparatus, purchase from Cooperative Purchasing — MN State Contract, resale of the existing plow, value, compatibility with a new vehicle, purchasing, duplication of parts, etc. Motion by Council Member Koski, seconded by Council Member Montain to Approve the Replacement of One (1) 9'-2" Boss DXT Duel Trip Vee Plow from Crysteel in an Amount Not to Exceed $8,306.75 w/Accessories as Outlined in the Bid Presented. All in favor. Motion carried. Council Member Montain requested that the old plow to be sold quickly. X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS 1. Monthly Administrator's Report Administrator Statz requested feedback from Council as to the content and presentation of the Council Agenda and packet. Mayor Paar stated that he liked the Request for Council Action Form and felt that the compilation and clarity of the packet was easily understandable and user friendly. Council Member Koski concurred. Page 5 of 7 City of Centerville Council Meeting Minutes January 10,2018 Administrator Statz reported that he and Attorney Glaser met with Ruffridge Johnson earlier in the day and stated that their due diligence period ends at the end of January with their 1031 Exchange ending on April 3, 2018. He felt that they would be commencing construction shortly thereafter. 2. Anoka County Local Government Officials Meeting Administrator Statz stated that the Anoka County Local Government Officials meeting is scheduled for January 31, is a good group that provides a large amount of information and to let Staff know if they desire to attend. Council Member Paar stated that the Centennial Fire Steering meeting will be held the following evening and that it will be the first meeting of the year. Council Member Koski stated that WSB attended the P & Z meeting, lengthy discussion was had and they provided a presentation of the comprehensive plan to date. He stated that the Commission desired for additions such as consideration for building around Centerville, the downtown area, the lakes as an attraction and how much of the terminology of"small-town" feel should be utilized in the document. Council Member Montain stated that he attended a recent Parks & Recreation Committee meeting where they are preparing for their annual skating parties. He stated that the first is scheduled for January 20, 2018 which would include a sledding hill dedication and party. He also stated that they have scheduled their second Skate Night for February 10, 2018 from 6:00 p.m. — 9:00 p.m. with free hayrides from 6:30 p.m. — 8:30 p.m. with both events providing free hot cocoa, popcorn and a bonfire. Council Member Montain reported that the Committee graciously accepted an $8,000 donation from the Dead Broke Saddle Club for park improvement. Administrator Statz stated that he attended the meeting, discussed park dedication revenue, capital improvements and provided suggestions for condensing their meetings. Mayor Paar requested that the paper provide language regarding the City's twitter and to follow it in the summary of Council action. He stated that the City is attempting to broaden outreach and would be commencing a Facebook page shortly. Mayor Paar also stated that the warming house and hockey/pleasure rinks are open and that the City is looking to fill two (2) part-time rink attendant positions. Mayor Paar reported that the City of Columbus has entertained the construction of an asphalt plant near the current Running Aces Casino, modified their ordinance allowing the use and would be meeting again to consider approval. Mayor Paar stated that discussions have been had with local entities (i.e., RCWD, Met. Council and Anoka County) regarding impacts on the community, wetlands and surrounding communities; including traffic, etc. Mayor Paar reported that he and Administrator Statz would be attending an upcoming Chamber of Commerce meeting and providing a "State of the City" address. Page 6 of 7 City of Centerville Council Meeting Minutes January 10,2018 Mayor Paar recessed the meeting to enter a Closed Executive Session for the purposes of discussing union contract negotiation strategy, at 8:19 p.m. XI. CLOSED EXECUTIVE SESSION (Meeting minutes will become available once negotiations have been completed and an agreement is ratified). Mayor Paar closed the Closed Executive Session at 9:29 p.m. and reopened the Regularly Scheduled Council Meeting, reporting that discussion was had regarding the renewal of the Local 49er's Union Contract. XII. ADDITIONAL OLD BUSINESS 1. Local 49er Union Contract No action was taken on the Union Contract. Staff was directed to continue negotiations. 2. Pay Plan & Matrix for 2018— See Above Consensus was to delay consideration due to the outcome of the Closed Executive Session and address the item at a later date. XIII. ADJOURNMENT Motion by Council Member Montain, seconded by Council Member King to Adiourn the Regularly Scheduled Meeting of January 10, 2018 at 9:41 p.m. All in favor. Motion carried.
