HomeMy WebLinkAbout2018-03-28 CC Minutes - Approved CITY OF CENTERVILLE CITY COUNCIL MEETING MINUTES March 28, 2018 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville held their regularly scheduled City Council meeting of March 28, 2018 at City Hall, 1880 Main Street. PRESENT: Mayor Jeff Paar Council Member Russ Koski Council Member D. Love A P P I- O V C 11 f Council Member Matt Montain N N V ABSENT: Council Member Steve King STAFF: City Attorney Kurt Glaser City Administrator/Engineer Mark Statz COUNCIL MEETING L CALL TO ORDER Mayor Paar called to order 6:31 p.m. II. PLEDGE OF ALLEGIANCE III. APPOINTMENTS/PRESENTATIONS 1. Res. #18-003—Recognizing Mrs. Kari Letourneau's Heroism Mayor Paar and Council thanked and recognized Mrs. Kari Letourneau for her heroism and training by saving a three (3) year old child's life by providing the Heimlich Maneuver while the child was choking. Mayor Paar stated that Mrs. Letourneau provides a service to the community by offering child care services at Apple Academy. Mrs. Letourneau and her staff are all mandated to participate in medical education (first aid, CPR, severe head trauma, Sudden Infant Death Syndrome, bloodborne pathogens and general child development) along with reporting, risk reduction and medications. Mayor Paar stated that Apple Academy has been a huge supporter of the community. He also stated that Fox 9 News and the Quad Community Press have all recognized Mrs. Letourneau and her staff for her life saving actions. Mayor Paar read the resolution and presented it to Mrs. Letourneau and personally thanked her for saving the child's life. Motion by Council Member D. Love, seconded by Council Member Montain to Adopt Res. #18-003 — Recognizing Mrs. Kari Letourneau's Heroism as Presented. All in favor. Motion carried. City of Centerville Council Meeting Minutes March 28,2018 IV. PUBLIC INPUT 1. Storm Water Pollution Prevention Plan/Municipal Separate Storm Sewer System (SWPPP/MS4) Administrator Statz stated that the public input meeting is an annual requirement and the MS4 provisions through the City's permit with the MPCA allowing discharge of storm water which is considered to be a pollutant. He explained that there are six (6) components to the program including: Public Education and Outreach; Public Participation/Involvement; Illicit Discharge Detection & Elimination, Construction Site Stormwater Runoff and Post Construction Stormwater Management and Good Housekeeping that must be met annual basis. Mr. Statz stated that the city provides residents information regarding storm sewer runoff in the vestibule, on the website, through Anoka County and RCWD. He also stated that staff is trained in detecting spills, containment and notification of appropriate authorities. He reported that the City sweeps the streets in an attempt to deter leaves and waste from entering creeks and lakes which assist in good water quality. Mayor Paar opened the Public Input meeting at 6:47 p.m. No audience members chose to speak regarding this issue. Council Member Montain, seconded by Council Member Koski to close the input meeting at 6:47 p.m. All in favor. Motion carried. Council Member Koski reminded residents to their assistance in keeping the roadways/storm sewers clear of leaves, garbage and construction debris assists the City in ensuring clean water is draining to the lakes and streams. Administrator Statz stated that homeowners used to pour used drain oil in the storm sewers and educational efforts have and are being made to cease this behavior. Discussion ensued regarding a previous Scout project placing educational plaques and stenciling near/at the storm sewers so that residents are informed. It was discussed that this may be another project for a Scout group and Administrator Statz stated that he would speak with a Scout Leader regarding this item. Council Member Montain questioned the scheduled dates for street sweeping as the City works in conjunction with the City of Hugo to perform these services. Administrator Statz stated that he would attempt to obtain a date for these services. V. SET AGENDA Motion by Council Member Montain, seconded by Council Member Love to Approve the Set Agenda. Council Member Love requested that V. Appointments/Presentation be moved to Item #3 of the Agenda. February 28, 2018 City Council Meeting Minutes Motion by Council Member Montain, seconded by Council Member Koski to Approve the February 28, 2018 Council Meeting Minutes as presented. All in favor. Motion carried. VI. CONSENT AGENDA 1. City of Centerville March 14, 2018 through March 28, 2018 Claims (Check#31724- 31741) & (Check#31742-31750) 2. Centennial Lakes Police Claims through March 21, 2018 (Check#11879-11899) 3. Centennial Fire District Claims through March 21, 2018 (Check#8144-8156) W/US Bank EFT, Wex Bank& Check#8139-8143 Payroll 4. Resignation of Mr. Peter Johnson from Planning & Zoning Commission 5. Portable Restroom Quotes for City Parks Council Member Montain thanked Mr. Johnson for his service. Mayor Paar also stated that serving on a Commission or Committee consumes personal time and a commitment from both family and the individual. He also stated that Mr. Johnson is an active firefighter and wishing him well in his future endeavors. Motion by Council Member Montain. seconded by Council Member Koski to Approve the Consent Agenda as Presented. All in favor. Motion carried. VI. OLD BUSINESS 1. None. IX. NEW BUSINESS 1. Staffing Update a. Finance Director b. Lead Project Inspector Administrator Statz stated that he has been informed that two (2) current staff members intent on discontinuing employment with the City in June. He stated that Mr. Greg Burmeister, Head Project Coordinator would be retiring from the City and Ms. Ellen Paulseth, Finance Director would be ending her contract following the 2017 Audit. He stated that he has discussed these positions with Staff and it is being proposed that the Public Works Department would like to hire two (2) entry level Public Service Technicians and that Administration would like to hire a Part- Time Finance Director who would be in the office two (2) days a week. a. Finance Director - Administrator Statz stated that it would be ideal to collaboratively share a Finance Director with another community. He stated that he has sent out feelers but been Page 3 of 5 City of Centerville Council Meeting Minutes March 28,2018 unsuccessful. He is requesting the advertisement of the position to determine difficulty in obtaining an adequately trained individual in municipal accounting. Discussion ensued regarding effects on the budget for the Finance Director position ($40,000- $50,000), job duties, ability to share services, hiring of a consultant, percentages of wage being expensed to the general fund, sewer, water and storm sewer. Consensus of the Council was to share services or hire a part-time individual if possible rather than hiring a full time individual. Motion by Council Member Koski, seconded by Council Member Love to advertise for the Part-Time Finance Director Position. Discussion ensued regarding hiring of a full-time individual was the least optimal option but hiring of a consultant would not be out of the question and additional information should be brought forward regarding the cost of this option. Council Member Koski accepted the Friendly Amendment along with Council Member Love. All in favor. Motion carried. b. Lead Project Inspector - Administrator Statz provided some background information regarding the inception of the position in 2009 with many construction projects taking place at that time and the need for decreasing inspection costs associated with Bonestroo/Stantec. Mr. Burmeister took on the position with background in construction and has also served as a Maintenance Worker with snowplowing responsibilities along with all other Maintenance Worker duties. Discussion ensued regarding the possibility of Mr. Burmeister completing contractual work for the City, decreasing the amount of summer seasonal Maintenance Workers to two (2) rather than four (4)to assist in offsetting the budget increases of hiring two (2) full-time Maintenance Works and a part-time Finance Director, larger strain on the budget as these entry level employees progress in the position, decreasing one (1) Maintenance Worker in the past, sharing of project inspections with another community and the need to discuss one (1) additional staff person at time of budget discussions. Motion by Council Member Montain, seconded by Council Member Love to Advertise for one (1) Full Time Public Works Position and to Investigate Shared Construction Inspections/Consulting Services. Council Member Love questioned not limiting the Public Works Technician Position to an entry level position. Administrator Statz stated that Staff advocates for an entry level person to promote diversity of experience level and costs. City Attorney Glaser stated that the City determines the wage scale and if a more advanced individual considers taking the position at that pay level there is nothing wrong with that. Administrator Statz suggested a pay scale of Step 1- 3. Council Member Montain desired to Amend his previous motion to include Steps 1-3. Council Member Love Accepted Council Member Montain's Amendment. All in favor. Motion carried. Page 4 of 5 City of Centerville Council Meeting Minutes March 28,2018 2. Recommendation for approval of DNR Support Letter Administrator Statz stated that on an annual basis the Bald Eagle Water Ski Club has to apply for a permit through Anoka County to install their ski jump. They annually request a letter of support from the City of Centerville. Motion by Council Member Love, seconded by Council Member Koski to Authorize Staff to Forward a Letter of Support of the Installation of the Bald Eagle Water Ski Club's Ski Jump on Centerville Lake. All in favor. Motion carried. X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS Administrator Statz stated that his Administrator/Engineer's Report was contained in the packet and if any Council Members had requested he was available to discuss them He also stated that with the resignation of Mr. Johnson from the Planning & Zoning Commission they had two vacancies and the Parks & Recreation Committee has one vacancy. He desired to receive Council's direction for interviews to be held at Council level or respective Committee/Commission level. He stated that five (5) individuals have applied for P & Z and two (2) have applied for P & R. Consensus of the Council was that the respective Committee/Commission should interview their candidates as long as they have a quorum or all members available to participate in the interview session. Council Member Love stated that the Festival Committee chose "Cougar Pride" for this years' theme and that volunteers were needed for events. Administrator Statz stated that it is believed that with volunteers, new events and the use of social media for advertising will aid in a successful event. Mayor Paar provide updates to residents regarding the activation of the City's Facebook page, Lions Cadillac Dinner, Music in the Park program, Bald Eagle Water Ski Club, parade registration, softball/kickball registration, Fete des Lacs website and Facebook pages and that the 2018 Fete des Lacs celebration would be family-friendly and a great event. Mayor Paar wished everyone a blessed Easter Holiday. XIII.
