PLANNING AND ZONING COMMISSION
Pursuant to due call and notice thereof, the Planning and Zoning Commission held its regular
meeting on Tuesday, March 6, 2018 at 6:30 p.m.

L CALL TO ORDER. The meeting was called to order at 6:30 p.m. by Chair Mosher.

Motion by Commissioner Broussard Vickers, seconded by Commissioner Twohv to
Approve the Agenda as presented. All in favor. Motion carried.

Motion by Commissioner Broussard Vickers, seconded by Commissioner Twohv to
Approve the Minutes as Presented. All in favor. Motion Carried.

1. Resignation of Mr. Pete Johnson

Motion by Commissioner Broussard Vickers, seconded by Commissioner Haiden to
Accept the Resignation of Mr. Pete Johnson from the Commission. All in favor.
Motion carried.
2. Concept Plan Review—DeFoe/Waterworks Site
Mr. Jim Boo, Team Boo Realty, presented the Concept Plan for the DeFoe/Waterworks
site consisting of 18 detached townhomes. The units along the shore of Centerville Lake
would have a price range of approximately $750,000 while the others would be in the
$400,0004500,000 ranges. The interior lots would have a shared dock on the north side of
CSAH14 (Main Street) accessing Peltier Lake. Mr. Boo thought four (4) slips would be
adequate. Each of the homes on the Centerville Lake side could have their own dock. As
part of the Planned Unit Development (PUD), it was discussed that there would be some
regulation of the number of slips available and some standardization or management of
docks by the association. The setback to the lake (Centerville Lake) is proposed at a
minimum of 50 feet, with most homes being closer to 60 feet back.
There was discussion of the option for a public versus a private street. Commissioner
Broussard Vickers stated that she favored a public road since this was a similar situation to
the recently approved Preliminary Plat for Peltier Estates. Other topics were discussed,
including the need to work with LaValle Drive residents to hook their driveway or their
private drive into the development's road, need to clear up the DNR easement and
floodplain issues and the restriction of water related accessory structures given the reduced
lake setback. In general the Commission liked the concept plan.
Chair Mosher entertained comments from the public.
Mr. Frank Zimney, 7252 LaValle Drive, questioned how his driveway would be dealt with
and in general he spoke in favor of the layout compared previous submittals.
Mr. Erick Marshall, 7230 and 7216 LaValle Drive, generally supported the proposed
development.
Chair Mosher stated that the presentation was a Concept Plan and did not require action.
3. Final Plat, Peltier Estates
Brief discussion was had with Sharper Communities confirming that the roadway would be
public and built to City standards.
Motion by Commissioner Broussard Vickers, seconded by Commissioner Twohy to
Recommend to City Council Approval of Final Plat for the Peltier Estates
Development. All in favor. Motion carried.

Administrator Statz shared with the Commission that the City's Building Official strongly
opposes any modification to the existing code regarding this item. Regulations for pools
originated with the Building Code and he feels that similar to the Building Code, it is best
left untouched due to the important safety issues. The packet contained information from
the City of Blaine. The Commission requested additional information from other
municipalities.
Administrator Statz state that he would be providing information as it becomes available.
Motion by Commissioner Broussard Vickers, seconded by Commissioner Haiden to
Table this item. All in favor. Motion carried.
VIII. ANNOUNCEMENTS
Administrator Statz provided an update on Ruffridge Johnson Equipment Company stating
that they requested an extension to May 4 for the closing date.
Administrator Statz provided the Commission with information regarding various inquiries
from developers/realtors regarding City owned property.
Chair Mosher entertained a presentation of a Concept Plan for a small development on
LaValle Drive/Centerville Lake from Mr. Erick Marshall. The layout featured the existing
two (2) lots that he is under ownership to be split into four (4) lots for single family
residential homes. The Commission reviewed the Concept Plan and was generally
supportive. They recognized that the Plan was simply based on an aerial photo and had not
yet been developed by a professional surveyor or engineer. No action was needed on the
item.
VIII. ADJOURNMENT
Motion by Commissioner Broussard Vickers, seconded by Commissioner Twohy to Adiourn
the Regularly Scheduled Planning & Zoning Commission Meeting. All in favor. Motion
carried.
