Home My WebLink About2018-04-04 P & R Committee Minutes - Approved CITY OF CENTERVILLE PARKS & RECREATION COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, the City of Centerville's Parks & Recreation Committee held a scheduled meeting on April 4, 2018 at City Hall, 1800 Main Street. Present: Chairperson Kevin Waeghe Committee Member Kevin Amundsen Committee Member Chris Bettinger Committee Member Heidi Erickkson-Grahek Committee Member Brian Peterson Committee Member Suzanne Seeley Also Present: Council Member Liaison Matt Montain City Administrator/Engineer, Mark Statz Linda Neudecker, Recorder Absent: Public Works Director, Paul Palzer L CALL TO ORDER Chairperson Waeghe called the April 4, 2018 meeting of the Parks & Recreation Committee to order at 6:31 p.m. in the City Council Chambers. II. APPROVAL OF AGENDA Added Item 2, under Appearances— Tom Lee Added Item 1, under New Business—Blue Bird Houses Motion by Committee Member Amundsen, seconded by Committee Member Seeley to approve the Agenda as Amended. All in favor. Motion carried. III. APPEARANCES/APPOINTMENTS/PRESENTATIONS 1. P & R Committee Vacancy Interviews The two candidates, Ms. Patty Cannon and Jeff Godwin were invited to attend the April meeting to have the opportunity to see what the Committee does and what will be expected of them. Their applications were reviewed and both candidates were interviewed separately. Ms. Cannon informed the committee members that she was no longer interested and left prior to the end of the meeting. Motion by Committee Member Waeghe, seconded by Committee Amundsen to appoint Mr. Jeff Godwin to the vacant position on the Park & Recreation Committee. All in favor. Motion carried. City of Centerville Parks&Recreation Committee Meeting April 4,2018 2. Tom Lee—Music in the Park Mr. Lee presented the schedule of the bands beginning June 5 through July 24, 2018. The July 17, 2018 event will be during Fete des Lacs with the cost being $2,280 including ASCAP fees of $350 which was previously approved. There will be 10 banners provided at no cost. Motion made by Committee Peterson, seconded by Committee member Amundsen to approve the schedule of the bands and to have Ms. Bender send contracts to the contact person of each band. All in favor. Motion carried. IV. APPROVAL OF THE MINUTES 1. March 21, 2018 Parks and Recreation Committee Meeting Minutes Add "ADA" under New Business, Item#5, portable restrooms in Parks. Motion was made by Committee Member Peterson, seconded by Committee Member Seeley to approve the April 4, 2018 regular meeting as Amended. Committee Members Amundsen and Grahek abstained. All in favor. Motion carried. V. COMMITTEE BUSINESS (UNFINISHED) 1. Fete des Lacs - A schedule of events was provided to the Committee Members a. 5/8K Run/Walk Discussion ensued regarding sending a letter to potential sponsors requesting donations for this event. In addition, discussed having one style of t-shirt; a sample will be provided to the Committee Members at the May meeting. b. Paddle des Lacs This event is scheduled for Sunday, July 22, 2018. Committee Member Peterson stated that the water ski club and Anoka County would be holding safety events. Other considerations are Boy Scout involvement, event champion search, prizes, on-site registration (no fee), Voyager Canoe (Wargo) and rental canoes. C. Centervillympics Considerations are an event champion search and logistics. It was suggested that the PTA be contacted to determine if they might be willing to sponsor this event. d. Promotion Page 2 of 5 City of Centerville Parks&Recreation Committee Meeting April 4,2018 Discussion regarding yard signs with sample(s) being provided to the Committee at a later date. "Cougar Pride" is the theme of this year's Fete des Lacs Celebration. 2. Trailside Park Improvements a. Parking Pad for Bald Eagle Water Ski Club's Trailer in Trailside Park Continued discussion from the March 21 meeting regarding the installation of a concrete or asphalt parking pad. This would be at the sole expense of the Bald Eagle Water Ski Club. Consensus of the Committee to recommend to City Council to allow the pad to be placed in Trailside Park. b. Portable Restroom in Trailside Park Continued discussion from the March 21 meeting regarding the portable restroom, based on the March 21 meeting minutes, the Committee Members debated the pros and cons of having a public ADA compliant restroom at the location approved at the March 21 meeting, or if it should be strictly for Bald Eagle Water Ski Club use. The City would pay 50% of the rental cost of a public restroom. The alternate location for an ADA restroom would be in Cornerstone Park. Motion by Committee Member Bettinger, seconded by Committee Member Grahek to recommend to the City to install a public ADA compliant restroom in Trailside Park during the summer ski show season. All in favor. Committee Member Amundsen opposed. Motion carried. 3. Review of Draft 2040 Comprehensive Plan—Parks and Trails Chapter 5 Copies of the current chapter 5, with additions in red, were distributed for review. It was noted that Cornerstone & Trailside Parks needed to be added. The item will again be discussed at the Committee's May meeting and it is anticipated that the map will be updated prior to that meeting. 4. Music in the Park a. Food Offerings The Committee discussed food options for the Music in the Park and the water ski shows with the Committee previously and currently providing popcorn and ice cream cups. Administrator Statz stated that consistency in vendors and food availability would add to a predictable source of offerings for spectators. The Committee has discussed private or civic organization's participation in food vending for events such as these. 5. Spring Clean Up Day—April 21, 2018 Page 3 of 5 City of Centerville Parks&Recreation Committee Meeting April 4,2018 Approximately 8 to 12 boys/young men from Lionsheart have volunteered to help with the spring clean-up. They have been asked to bring leaf rakes and the City will provide leaf bags. Previously Committee Member Peterson informed the Committee Members of and offered the services of Troop 136 with 10-12 members for various P & R projects and/or activities such as Spring Clean Up Day. VI. COMMITTEE BUSINESS (NEW) 1. Bluebird Houses Committee Member Amundsen has been looking into replacing and obtaining additional new houses. He knows of a volunteer who would make them and is waiting to hear back from him. VII. UPDATES/ANNOUNCEMENTS Council update— Council member Montain—NO UPDATE VIII.
