Lions Concession Stand available with food &pop for purchase CITY OF CENTERVILLE REQUEST FOR COMMITTEE ACTION o; Agenda Item# Department: Requested Meeting Date: Parks/Public Works 7/11/2018 TITLE OF ISSUE: Pickle Ball Court BACKGROUND AND SUPPLEMENTAL INFORMATION: At last month's meeting, the committee had an informal discussion of the need for a Pickle Ball court in the city's park system, given the game's popularity and asked to have it placed on the next agenda, under Unfinished Business. Previously (December 2017), options were discussed, including striping four courts in the hockey rink at LaMotte Park. Subsequently, informal discussions regarding issues with the lack of fencing, potential effects on the ice surface and the like,pushed discussions to the option of utilizing the Eagle Park tennis court. This proposal does not include changing the tennis court nets or providing other nets. COST AND SOURCE(S) OF FUNDING: +/- $300 (Stencil and Paint) - General Fund/Parks Capital Fund REQUESTED ACTION: Motion to request Pickle Ball court striping to be placed on the Tennis Court in Eagle Park. *Note, due to the low cost of this item, it will likely not be sent to the City Council, so the committee's recommendation will simply be to direct staff. Ms. Fiske has paid the associated usage fee and deposit. Ms. Fiske has also been informed of the rules of no consumption of alcohol in the park and the need for the park to be left in the same condition as when they arrived or there will be a forfeiture of her deposit. 'EI1 CITY OF CENTERVILLE PARKS AND RECREATION COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, the City of Centerville's Parks & Recreation Committee held a scheduled meeting on June 6, 2018 at City Hall, 1880 Main Street. Present: Committee Member Kevin Amundsen (Acting Chair) Committee Member Chris Bettinger �y Committee Member Heidi Errickson-Grahek Committee Member Brian Peterson Committee Member Suzanne Seeley Also Present: Matt Montain, Council Member Liaison Mark Statz, City Administrator/Engineer Absent: Chairperson Kevin Waeghe Linda Neudecker, Recorder I. CALL TO ORDER Acting Chairperson Amundsen called the June 6, 2018 Meeting of the Parks & Recreation Committee to order at 6:32 p.m. in the City Council Chambers. Results of the roll call are shown above. II. APPROVAL OF AGENDA Added, under Appearances —Pat Branch—5k/8k Run Motion by Committee Member Peterson, seconded by Committee Member Seeley to approve the Agenda as Amended. All in favor. Motion carried III. APPEARANCES/APPOINTMENTS/PRESENTATIONS 1. Mr. Pat Branch—presented information about the 5 & 8K Runs & Paddle des Lacs. For additional information,please see#3 under Updates IV. UNFINISHED COMMITTEE BUSINESS 1. P & R Committee Vacancy The City is currently accepting applications for the position. City of Centerville Parks&Recreation Committee June 6,2018 V. COMMITTEE BUSINESS (NEW) -NONE 1. Review Draft Anoka County Parks System Master Plan Council liaison, Montain, questioned when the snowmobile trail along Main Street, through the city had been eliminated. The Master Plan does not show this route as a designated snowmobile trail. Staff will ask Anoka County to verify that this route no longer exists. No formal action was taken. 2. Additional Material Available for Sledding Hill Administrator/Engineer Statz explained that an adjacent street project planned in Lino Lakes will have some excavated material that would be available for the sledding hill, if the committee wished to expand the hill either higher or wider. He further explained that restoration costs may or may not make it worthwhile for the contractor to deposit the material at that location. The consensus of the committee was that if the material could be placed and turf restored at no cost, they would accept up to 500 cubic yards to make the hill a bit taller, and wider on top. 3. Discussion of Land versus Park Dedication Fees (Fruth/Fischer Concept Plan) Administrator/Engineer Statz explained that the two lots shown on the east side of the concept plan may be difficult to develop due to long driveways, zoning code issues, and utility extensions. The lots, if developed, would be very valuable to the developer, but it is up to the city as to whether or not to require land dedication or payment of Park Dedication Fees on each development. With the current proposal, the Park Dedication Fees would be approximately $100,000. Accepting the area where these two homes are proposed, as a park, would replace the $100,000 payment. The staff memo in the packet had asked the committee to discuss whether accepting this area as park land would be considered, perhaps for a dog park or other passive uses. Discussion ensued on the need for a dog park,the availability of other local dog parks,the need for and expense of fencing, the difficult access for maintenance, the lack of parking and who would pay for a potential boardwalk system. Additional discussion was had regarding the Park Fund's debt and the need to pay that down, as well as have funds for other capital projects. Motion by Committee Member Peterson, seconded by Committee Member Bettinger to request Park Dedication Fees in lieu of land dedication for the Fruth/Fischer development. 4 members in favor; Committee Member Errickson-Grahek abstains. Motion carried. IV. APPROVAL OF THE MINUTES 1. May 2, 2018 Parks and Recreation Committee Meeting Minutes Page 2 of 5 City of Centerville Parks&Recreation Committee June 6,2018 a. Under Roll Call: Corrected Committee members' name from Heidi Grahek to Heidi Errickson-Grahek; Motion was made by Committee Member Seeley, seconded by Committee Member Errickson-Grahek to approve the Minutes of the May 2, 2018 regular meeting as Amended. All in favor. Motion carried. VII. UPDATES/ANNOUNCEMENTS 1. Trailside Park Improvements —Mr. Mark Statz The shoreline restoration project is complete and did not interfere with the Bald Eagle Waterski Club as they began practice. The waterski club has informed city staff that the first performance will be June 21st 2. Music in the Park—Mr. Mark Statz Parks committee members stated that there were between 35-40 people in attendance at the first Music in the Park performances,last night. Mr. Statz stated that the schedule has been distributed on the city's social media platforms and Mr. Lee has put posters up around town. 3. Fete des Lacs —5/8K Runs & Paddle des Lacs a. 5/8K Run -Mr. Branch provided an update of the following items: • Advertising — Mr. Branch presented a draft of the poster and advertisement to be place in the Midwest Events online publication for their July/August edition. He suggested a 1/4 page ad. • Awards—Mr. Branch gave information about some medals that will be purchased for awards. • T-Shirts—Mr. Statz asked Mr. Branch to discuss t-shirts with Mayor Paar, who would like to look at a different (more expensive) style shirt. Pat will provide basic pricing info on shirts before the CC meeting on 6/13. • Mr. Statz asked Mr. Branch to clarify on the poster and other publications that the Kids Run should be at a specific time. Consensus was 8:30 a.m. would work best. Discussion ensued regarding various options for advertising. Motion was made by Committee Member Peterson, seconded by Committee Member Bettinger to approve the purchase of a 1/4 page ad in the Midwest Events July/August edition at a cost of$150. All in favor. Paddle des Lacs Page 3 of 5 City of Centerville Parks&Recreation Committee June 6,2018 Mr. Branch provided the following updates: • PFD to be worn by all participants; • Waivers must be signed by adult participants and by parent/guardian of minors; • Past Coordinator Kerri Kolstad will have up to 65 kayaks available for $25 rent (includes PFD and paddle). Mr. Statz asked if Mr. Branch could arrange to have additional PFD's available for a small rental fee. • Mr. Statz will coordinate with the police department to assist with traffic control, around the event,to allow for safe canoe/kayak drop- off. Mr. Statz asked that St. Gene's parking lot not be used (at the old church) and that the Centerville Elementary School lot be used instead. C. Centervillympics Wholesome Health has been speaking with the Lions Club about having an obstacle course event, which may end up just being part of KidsFest. 4. Council Update—Council Member Matt Montain • Mr. Montain informed the Committee Members that the ADA compliant restroom was to be located in Cornerstone Park. • It is the hope of the city to be paperless by the end of the year and use only electronic communication for most other communiques. VIII. I originally grew up at the skatepark and know many people who also grew up there but have stopped going due to the lack of upkeep such as the ground,the ramps becoming warped/not lining up correctly. I know that if the skatepark were to be updated many in the area would be thrilled to use the parkagain and it would be amazing to have a park close to home and locally close those in the centennial lakes area. I know many of the younger generation would make use of an updated skatepark especially with the sport of skateboarding growing rapidly due to the -games being in our state for 4 years and also now that the sport has officially made its way into the Olympics.
