Statz, City Administrator/City Engineer From: Bruce DeJong, Finance Director Item: 2019 General Fund Budget Discussion City staff have discussed the general fund budget for 2019 with the City Council in July. We have made some changes to the preliminary information based on that conversation. The items that were highlighted at the meeting are shown below with their impact on the budget. This levy increase assumes a balanced budget. Since our audit shows a surplus in existing fund balance(over 50% of our operating costs), we could lower the levy by spending a portion of that down. Staff believes the new employee positions are commensurate with a growing city and are necessary to maintain a level of service to our residents, while positioning the city for development opportunities. What has effectively changed from 2009-2015 activity levels is that the building inspector is generally no longer available for Public Works activities. The roofing and siding work for the past two years will be supplanted by the construction of 20-25 new homes per year for the next three to four years. This also increases duties for related activity inside City Hall, as we issue permits and process payments. This analysis does not yet discuss the implications of our debt levy. Staff will be on hand at the workshop to discuss,in more detail, the above information. Statz, City Administrator/City Engineer From: Bruce DeJong, Finance Director Item: 2019 Budget Adoption Timeline In keeping with prior year practice, I am suggesting that we should hold two or three budget work sessions prior to adoption of the preliminary budget and property tax levy. The following schedule is proposed for meetings: July 25 Work Session—Preliminary General Fund Budget Review August 22 Work Session—General Fund Budget Review September 12 Special Work Session—General Fund Budget Review September 26 Work Session—Capital Improvement Fund Review Regular Meeting—Preliminary Budget and Tax Levy Adoption October 24 Work Session—Enterprise Fund Review November 14 Special Work Session—Final Budget Review November 28 Regular Meeting—Final Budget and Tax Levy Adoption Staff is happy to discuss budget issues and answer questions at any time with council, property owners and residents. We intend to have a full General Fund budget with a preliminary tax levy recommendation at the August 22 Work Session. If there are no further questions after that discussion, the September 12 Special Work Session could be cancelled. Mayor Paar congratulated Ms. Sweeney on her length of employment, stated that her work is appreciated and that she is an asset to the community. VIII. OLD BUSINESS 1. 1737 Main Street Asbestos Abatement Administrator Statz stated that 1737 Main Street used to be the old Paul Steffel Insurance Agency location prior to it being a residence. He stated that the City acquired the property as a remnant to the CSAH14 widening project. As the property is currently listed with the City's broker for sale and no interest has been obtained in purchasing it, staff was directed to either have it demolished or find a moving company that would be interested in moving it. He also stated no leads have been received regarding moving it so staff has commenced the process of preparing the building for demolition and it has been determined that asbestos abatement was needed. Staff has secured two (2) bids from TL Erickson Enterprises ($2,200) and Asbestos Abatement Associates ($2,195). Staff's recommendation is TL Erickson Enterprises due to fewer exceptions or potentials for hidden costs. Motion by Council Member Love, seconded by Council Member King to Approve the bid from TL Erickson Enterprises ($2,200) for Aesbestos and Other Hazardous Materials at 1737 Main Street as submitted. All in favor. Motion carried. IX. NEW BUSINESS Page 2 of 5 8 City of Centerville Council Meeting Minutes July 25,2018 1. Variance Request for 1965 South Robin Lane a. Findings of Fact b. Res. #18-010—Authorizing Variance Administrator Statz stated that the property and development are very unique with smaller lots due to the R-4 zoning. He stated that the City Code requires a 5' setback for a driveway from the lot line and a minimum of a 9' wide driveway. He also reported that the City did allow for the construction of an accessory structure on the rear of the property. He stated that a Public Hearing was held at the Planning & Zoning level and they recommended the Findings of Fact and Council's approval of granting a variance. Discussion ensued regarding the parcel abutting Royal Meadows Park where the driveway would be constructed, reasonable use of the property, location of utilities and a minimal encroachment of 2' into the setback. Mr. Doug Kruse, owner of 1965 South Robin Lane, stated that the City granted the permit for an accessory structure and at the time did not think there would be a problem with the installation of a driveway to it. Council Member Koski stated that there was healthy discussion at the P & Z level prior to granting their recommendation. Discussion ensued regarding the City's ability to access the drainage/utility easement areas on the property and that the City's rights along with the homeowner's rights are protected with the variance and its recording on the deed. Motion by Council Member Koski, seconded by Council Member King to Approve the Variance Request as Submitted. Discussion ensued regarding the need to include the approval of the Findings of Fact and Res. #18-010—Authorizing Variance. Council Member Koski included a friendly amendment to his motion including the Findings of Fact and Adoption of Res. #18-010 —Authorizing Variance. Council Member King seconded. All in favor. Motion carried. 2. Special Assessment Agreement—1299 Mound Trail Attorney Glaser stated that Council previously discussed municipal water connection deadlines, motioned to include three circumstances which would require immediate connection; sale of the home, increasing the square footage of the home by 33% or repairs of the existing well in excess of $1,500. He stated that with the change in ownership of 1299 Mound Trail the seller and buyer's title company negotiated with the City to be allowed to enter into an agreement for financing/escrowing the pending assessment dollar amount with the City having the ability to make the connection on their behalf if they fail to do so within four (4) months of purchase. He Page 3 of 5 9 City of Centerville Council Meeting Minutes July 25,2018 also stated that the amount of escrow was $19,000. Attorney Glaser stated that he wrote the agreement in anticipation that additional home sales requiring connection would occur. Discussion ensued regarding interest occurring upon failure of the homeowner's connection, costs associated with the Attorney's time to draft the legal document ($500), waiving of these fees due to additional sales, timeframe for drafting of the agreement, need for connection ordinance amendment, conscience enforcement and requirements. Motion by Council Member Montain, seconded by Council Member Love to Approve the Water Connection and Special Assessment Agreement, Waiver of Hearing and Appeal for 1299 Mound Trail and Waive Associated Legal Fees. Discussion ensued regarding discussion of Ordinance amendment and policies. All in favor. Motion carried. Administrator Statz stated that the item of Code Amendment/policies would be placed on the first meeting in September's Agenda for discussion. X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS Administrator Statz stated that his weekly report was placed in the packet and he would answer questions is Council addressed them. Council Member Love thanked Council Member Montain for attending the recent Police Commission meeting and also thanked his wife Susan for assisting him in announcing the Fete des Lacs parade. He also thanked staff, the Mayor, the Festival Committee, Mr. Ben Fehrenbacher for organizing the parade and all individuals and families that participate or volunteered with Fete des Lacs. Council Member Koski stated that the Planning & Zoning Commission action was already discussed earlier (variance). He also thanked all that participated and volunteered during Fete des Lacs and stated that the City has many talented and giving individuals. Mayor Paar stated that he attended a Fire Steering meeting the previous week where discussions took place regarding duty crews, the budget for 2019 and purchasing new fire trucks. Mayor Paar and Council Member Montain both stated that Night to Unite and St. Gen's annual picnic were fast approaching (August 7 and August 19, 2018) respectively and encouraged people to participate. Mayor Paar thanked everyone who participated, organized, volunteered, etc. with Fete des Lacs and stated that the Festival would not be what it was without their assistance. He stated that over time it has become a five (5) day celebration and will continue to grow. Mayor Paar gave a brief review of street names (Mill Road — saw mill was located in the area); (Progress Road — schools were located near the area), (Sorel Street — most settlers were born in Sorel, Canada), etc. XIII. JULY GROUNDS MTC 671.98 Grand Totals: 27,635.49 Ck#12150& 12151 Payroll M = Manual Check, V=Void Check 15 CITY OF CENTERVILLE REQUEST FOR COUNCIL ACTIONe Agenda Item# Department: Requested Council Meeting Date: Finance August 22, 2018 TITLE OF ISSUE: Set Truth in Taxation Hearing Date BACKGROUND AND SUPPLEMENTAL INFORMATION: The Truth in Taxation law, M.S. 275.065, requires cities over 500 population to hold a regularly scheduled meeting at which the budget and levy will be discussed and the final levy determined. The hearings must be between November 25 and December 28 and be held after 6:00 PM, and the public must be allowed to speak. Administrator Statz and I agree that November 28 would be an ideal time to hold this hearing. The second meeting in December is likely to be canceled since it falls on December 26. That would push a lot of items onto the December 12 meeting. By holding the budget adoption in November, we can give the public adequate time to address the City Council with concerns and questions regarding the 2019 budget and tax levy. He has made a recommendation for the hiring of Tolde Inspection Inc. Staff met with Pete Tolde and reviewed his services and procedures. The inspection service would be 5 days a week,plus he would add the availability of a website for scheduling up to 10 days in advance with 2 additional contract inspectors available to inspect during heavy load days versus postponing to the next day or week. He also services nearby communities,particularly North Oaks. We also have an offer from the State of MN. Years ago we had the State perform interim inspections but they only scheduled 1/2 day windows twice a week due to the vast area the inspector had to cover. Inspections from them are also not performed during State shutdowns. We have found contract inspection service to be more attentive and accountable for the city's needs. Witnesseth: Whereas, the city desires to hire the Consultant to render certain technical and professional assistance in connection with such undertakings of the City in regard to City electrical construction within the corporate limits; said services are: 1. Staff requests Council action to make those belated purchases and to reengage in our previous policy to replace vehicles on a two year rotating basis. This provides the lowest operating cost possible and high resale value with 1 year manufacturer's warranty remaining at time of sale. This also eliminates extra operating expense for repairs and tires. Vehicles replaced in this program can cost the city less than $1,000 per year, net. Current action requested includes purchase of a2019, 3500 crew 4wd and a 2019, 1500 extended cab 4wd. Total cost for the two vehicles is about$55,000. Sale of 2005 Chevy with plow and 2002 Ranger would total $10,000-$14,000. Net cost for these vehicle replacements would, therefore, be in the neighborhood of$41,000-$45,000. With the Ranger no longer being made, we looked at similar models, like the Chevy Colorado, or GMC Canyon. However,these vehicles are actually more expensive on the state bid than the half-ton models. The new one-ton pick-up would replace the 2005 3/4-Ton Chevy Silverado. The price difference to move from a 3/4-Ton pick-up to a 1-Ton was less than $1,800 and we believe the resale value will outweigh this difference. They were received at no cost to the department, after Anoka County was awarded a grant to purchase them. • Centerville's fire station is staffed with 18 volunteers and has one new recruit in EMT classes at the moment. Centennial Lakes Police Department • Our police department attended most of the Night to Unite gatherings around town. • We have asked our officers to add extra enforcement on people speeding or not obeying stop signs as they cut through downtown to avoid the back-up at Main Street and Centerville Road, during the afternoon rush hour. • Over the course of the summer, the department has been working on a few waves of petty theft from autos. Our police believe that the rash of car entries this summer has been solved by the arrests of two teenagers, but that the case remains open as they seek a third suspect. Since the arrests, there have been no further instances or auto entries. A note from the chief: Much like we have experienced in the past and in all three of our Cities the car entries are generally "crimes of opportunity"with culprits simply trying unlocked vehicles left out at night. On the one hand it is nice that people feel safe here, but it does bring complacency in terms of residents not locking homes, garages, and vehicles. In order to accomplish this, each encoded meeting has to undergo several steps. The meeting must first be transferred and transcoded from the playback server to the video on demand server. The length of time necessary for this varies based on the length of the meeting and whether it is recorded in SD or HD. Once that is done, a staff member must go through the meeting entering a bookmark at the start of each meeting line-item, and type in the corresponding line-item information. Staff utilizes marked agendas provided by City staff members for this step. If marked agendas aren't provided by City staff we go to the City website to find unmarked agendas and place the meeting on VOD without bookmarks. Once that is done and saved the bookmarked meeting is then linked to the NMTV website's city meeting page for video on demand. PEG fees were up $3,214 over the previous quarter. • CenturyLink franchise fees were up $5,034 over the previous quarter. (First quarter franchise fees reflected an adjustment to a previous overpayment. The second quarter payment did not have that adjustment.) PEG fees were $933 less than the previous quarter. • CenturyLink continues to steadily lose customers. Comcast Franchise Issue • The City of Lexington received a form letter from Comcast advising that the City's free internet service would be eliminated as of August 1st. • Contacted Comcast, and was told that Lexington and Circle Pines public works had received the notification because free internet service is not included in our franchise. • Copied and pasted the portion of our franchise that states free internet service will be provided to Cities as long as Comcast is providing free service to schools. • Comcast apologized for the mistake and said that the service would not be terminated on August 1 st. The page can be accessed through the northmetrotv.com website. Your City Staff One episode of Your City Staff was produced in July. It featured Julie Bartell, the City Clerk for Lino Lakes. The episode highlighted the work she does for the City of Lino Lakes and her past experience and favorite parts of the job. The videos are presented as a news P story on North Metro TV News, and then edited into a stand alone video for the corresponding City Channel. Tronson completed his 22nd Blaine Safety Camp production in July. He recorded the presentations and activities and i then put together a short highlight program. He always puts together the video ), presentation for campers and their parents for the second night of camp. The highlight version of the event is used for playback on channel 15, the Blaine Cit Channel and is Y also posted on the North Metro TV Youtube a l page. As always, a Zink was provided for embedding on the Blaine website. Mayor's Minutes It was a big month for Mayor's Minutes! Three episodes, including Blaine, Circle Pines, and Centerville were completed. Municipal Producer and Circle Pines Mayor Dave Bartholoma had a little fun with the Y r i� r�l �' Circle Pines episode by imitating the Paul Wellstone commercial. The video had the a, appearance of the Mayor jumping from one bvu 1 site to the next in a very enthused manner! It was fun to put together. The show is a casual report by the Mayor of what is going ` on in each City. It is generally pretty short...around three to five minutes...and is intended to give Cities a forum to highlight issues, plans and accomplishments. And now the race is on to find more fun and creative ways to shoot the Mayor's Minutes! USA Cup Soccer As always, July is a busy soccer month for North Metro TV. Staff, interns, and ��� volunteers rallied their forces to cover the i Opening Ceremonies and 31 USA Cup games, including the pre-USA Cup weekend games. All of the games were live on TV and ° via the North Metro TV website, and the National Sports Center website in full HD. It was a very well coordinated and time l ,, intensive production schedule but everyone worked together to make the week very successful. This year, NMTV and the National Sports Center worked together to cove e action on one of the better fields. The Sports Center provided shore power and an intff�t connection, making the live streaming of the games seamless. Utilizing the wireless option, which we usually do, can be problematic when a lot of people are using their cell phones in an area. Local Decision 2018 Primaries And we're off! The 2018 election season has started. Danika Peterson and Ben Hayle started the primary season by creating web pages for the the primary candidates. Each candidate was sent an invitation to send a picture and bio for the web page.e. All of the candidates were also invited to participate in one-on-one interviews so voters could get to know them. Candidates for the MN House 31 B Republican, Blaine City Council Ward 2, and Anoka County Milli! Commissioner District 4 Primaries chose to participate. Over 640 views have been logged on our Youtube Local Decision 2018 page. NMTV was also contracted to produce two candidate forums for the City of Columbia Heights. City Productions Municipal Producer, Trevor Scholl, completed seven projects in July including three episodes " of Mayor's Minutes and Fetes des Lacs event coverage.
