HomeMy WebLinkAbout2018-06-27 CC Minutes - Approved CITY OF CENTERVILLE CITY COUNCIL MEETING MINUTES June 27, 2018 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville held their regularly scheduled City Council meeting of June 27, 2018 at City Hall, 1880 Main Street. PRESENT: Mayor Jeff Paar Council Member Steve King Council Member Russ Koski Council Member D. Love Council Member Matt Montain ABSENT: City Administrator Mark Statz STAFF: City Attorney Kurt Glaser City Clerk/Teresa Bender I. CALL TO ORDER Mayor Paar called to order 6:30 p.m. II. PLEDGE OF ALLEGIANCE III. APPROVAL OF AGENDA Mayor Paar noted the following amendments to the Agenda: Check 431925-31930) Motion by Council Member Love, Seconded by Council Member Montain to Approve the Agenda as noted. All in favor. Motion carried. IV. APPOINTMENTS/PRESENTATIONS 1. None. V. PUBLIC HEARING 1. None. VI. APPROVAL OF THE MINUTES 1. June 13, 2018 City Council Meeting Minutes City of Centerville Council Meeting Minutes June 27,2018 Mayor Paar provided Council Members with an opportunity for modifications to the submitted minutes. Council Member Koski stated that page 6 under Old Business, Item 42 motion should note "Mayor Paar" rather than "Council Member Paar" and page 7 under Old Business, Item 44 second paragraph should reflect "their" versus "there". Mayor Paar requested that the date of Midwest One's Open House should be "June 15, 2018". Motion by Council Member Koski, seconded by Council Member King to Approve the minutes with the above stated modifications. All in favor. Motion carried. VII. CONSENT AGENDA 1. City of Centerville June 13, 2018 through June 23, 2018 Claims (Check#31906- 31924) & (Check#31925-31930) 2. Centennial Lakes Police Claims through June 20, 2018 (Check#12058-12078 W/Check#12056 & 12057 Payroll 3. Centennial Fire District Claims through June 12, 20198 (Check#8211-8232) W/Check#8222-8225 Payroll & US Bank Refund of$3,173.85 4. Encroachment Agreement—1654 Hunter's Ridge Lane 5. Centerville Lions Request for Fete des Lacs Celebration Permits (July 20-22, 2018) a. Special Event Permit—July 20 —22, 2018 w/Set Up July 17 and Tear Down July 23, 2018 b. Noise—(July 20 & 21 —8 a.m. —Midnight, & 8 a.m. —6 p.m.) C. Temp. On-Sale Liquor License—(July 20, 5 p.m. —11 p.m., July 21, 10 a.m. — 11 p.m. & July 22, 10 a.m. —5 p.m.) Mayor Paar provided Council with an opportunity to discuss any item(s). Motion by Council Member Koski, seconded by Council Member Love to Approve the Consent Agenda as presented. All in favor. Motion carried. VIII. OLD BUSINESS 1. Refuse and Recycling Contract — Republic Services "Will Receive Via Email 6/25/2018** Attorney Glaser reported that he apologized that Republic Services Legal Department is reviewing a draft version and is taking longer than usual. He stated that an additional meeting was built into their review time prior to the contractual start date. 2. Finance Director Contract Council discussion ensued regarding language contained in Section 4 with regarding to working an "average" rather than "up to" 20/week. Attorney Glaser stated that Administrator Statz's Page 2 of 4 City of Centerville Council Meeting Minutes June 27,2018 thought process was that several times per year (audit, budget, etc.) may require the individual to work additional hours within that week. It was the consensus of Council to again place this item on their agenda for their next meeting. 3. NMTC 2019 Draft Budget Council Member King stated that there is a proposed $13,525 increase over the previous year due to personnel and building maintenance. He stated that both the Commission and Operations Committee approved them as presented. Discussion ensued regarding North Metro Telecom.'s funding regarding large ticket items (high definition upgrades, paying of bonds (building), renegotiating cable contract, etc.), franchise fees, City cable related expenses and whether franchise fees are an Enterprise Fund and can only be utilized for audio/cable/broadcasting for Government Access. City Clerk Bender responded only audio/cable/broadcast for Government Access expenditures. Motion by Council Member Love, seconded by Council Member King to Adopt the NMTC 2019 Draft Budget as presented. All in favor. Motion carried. IX. NEW BUSINESS 1. Preliminary Plat, CUP for a PUD, Rezoning and Comp. Plan Amendment — Waterworks/DeFoe Property (Subject to Findings of Fact, CUP & City Code Amendment—July 11, 2018 CC Meeting Clerk Bender informed the Council that, prior to the meeting, Administrator Statz emailed notice to the developer of the city's need for an additional 60 days to review their application. Ms. Beth Elliot, Senior Urban Planner for Stantec, provided Council with a presentation and overview of Mr. Phil Carlson's Planning & Zoning recommendations from the Planning & Zoning Commission meeting regarding the proposed development. Considerable discussion was had regarding setbacks, lakeside drainage and shoreline treatments, access to the lake for upland homes, Homeowners Association documents, access for LaValle Drive residents, utility connections and landscaping/maintenance for same, Anoka County road access and the like. Homeowners along LaValle Drive were present and allowed to speak. Most comments were generally in favor of the development with concerns over access, driveways, etc. The developer, Mr. Jim Boo, was also present and responded to some concerns and gave his opinions on various issues. Council felt there were too many outstanding issues to be resolved, particularly with regard to treatment of the LaValle Drive residents to allow for approval at this time. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS Council Member King stated that he attended the recent Cable Commission were discussions were had regarding the 2019 Draft Budget as discussed prior. Council Member Love stated that he was recently appointed to the League of MN Cities Board of Directors. Council Member Montain stated hoped that the audience had a safe 4th of July. Mayor Paar reviewed the listing of events for Fete des Lacs and stated that the City would be accepting Affidavits of Candidacy Tuesday, July 31, 2018 through Tuesday August 14, 2018, 5:00 p.m. He stated that the Mayor's seat and two (2) Council Member seats will be up for election. Mayor Paar desired to provide the audience with some interesting fact about the City of Centerville in closing. He stated that Centerville was one (1) of eight (8) original townships in Anoka, Centerville was platted in 1854, the Village was formed in 1910 and became a City in 1974, the City of Lino Lakes was part of the Centerville Township, Centerville is completely surrounded by the City of Lino Lakes today and is 2.41 square miles of which 2.13 square miles is land and .28 square miles is water.
