HomeMy WebLinkAbout2018-08-22 CC Minutes - Approved CITY OF CENTERVILLE CITY COUNCIL MEETING MINUTES August 22, 2018 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville held their regularly scheduled City Council meeting of August 22, 2018 at City Hall, 1880 Main Street. PRESENT: Mayor Jeff Paar Council Member Steve King Council Member Russ Koski Council Member Matt Montain Council Member Love ABSENT: None. STAFF: City Attorney Kurt Glaser City Administrator Mark Statz I. CALL TO ORDER Mayor Paar called to order 6:30 p.m. II. PLEDGE OF ALLEGIANCE III. APPROVAL OF AGENDA Mayor Paar added minutes pages lla-lle, Check 432063-32082 with Voided Check 432043 to Item 41 page 12a, and Special Event Permit Application—Block Party as Item 44 under Consent Agenda he also noted an informational handout regarding RCWD's approval of the City's Local Water Management Plan. Motion by Council Member Love, Seconded by Council Member Koski to Approve the Set Agenda as noted. All in favor. Motion carried. IV. APPOINTMENTS/PRESENTATIONS 1. None. V. PUBLIC HEARING 1. None. VI. APPROVAL OF THE MINUTES City of Centerville Council Meeting Minutes August 22,2018 1. July 25, 2018 City Council Meeting Minutes Mayor Paar provided an opportunity to members to amend the presented minutes. No members chose to make modifications. Motion by Council Member Montain, seconded by Council Member Koski to Approve the Submitted July 25, 2018 City Council Meeting Minutes. All in favor. Motion carried. 2. August 8, 2018 City Council Meeting Minutes Mayor Paar provided an opportunity to members to amend the presented minutes. Council Member Montain stated that he had concerns that a requester, if dissatisfied with Staffs opinion could appeal to Council. Motion by Council Montain, seconded by Council Member Love to Approve the Submitted August 8, 2018 City Council Meeting Minutes. All in favor. Motion carried. VII. CONSENT AGENDA 1. City of Centerville August 10, 2018 through August 22, 2018 Claims (Check#32052- 32062) & (Check#32063-32082)W/Voided Check#32043 2. Centennial Lakes Police Claims through August 16, 2018 (Check#12139-12171) W/EFT US Bank. 3. Set Truth in Taxation Hearing Date for November 28, 2018 4. Special Event Permit Application—Block Party Mayor Paar provided Council with an opportunity to discuss any item(s). Motion by Council Member Montain, seconded by Council Member King to Approve as Presented. All in favor. Motion carried. VIII. OLD BUSINESS 1. None. IX. NEW BUSINESS 1. Electrical Inspections Administrator Statz stated that City has received notice that Mr. Brian Nelson, contracted Electrical Inspector will be retiring shortly (September 28, 2018). He stated that Mr. Peter Tokle has been recommended by Mr. Nelson and interviewed by staff He also stated that fees would Page 2 of 4 City of Centerville Council Meeting Minutes August 22,2018 remain the same until the end of the year with review given prior to the beginning of each year similar to Mr. Nelson and Mr. Dave Kichler. Attorney Glaser stated that Mr. Tokle would be an independent contractor, employment is at-will and services are covered by the contract approved. Discussion also took place regarding the pass through of fees, City retainage for completing permits, State Inspector versus Mr. Tokle. Motion by Council Member Koski, seconded by Council Member Love to Approve the Submitted Contract. Discussion ensued regarding the date of commencement. Council Koski made a Friendly Amendment to the above motion and Council Member Love accepted to include "Upon Retirement of the Existing Inspector". All in favor. Motion carried. 2. Public Works Truck Replacements Administrator Statz stated that he had discussed a replacement schedule for Public Works vehicles with Public Works Director Palzer which would be covered under the capital equipment fund. He reminded Council that the city transfers $50,000 into the fund each year for computers, carpeting for City Hall/Public Works, roof replacement, etc. He stated that the Public Works Director is requesting a two (2) year rotation of vehicles due to state bid pricing, remaining warranty for resale and it is believed that the city would be able to recoup its initial purchase price with the sale of the used vehicles following two years of service. Lengthy discussion was had regarding the equipment replacement schedule being outdated, not including all items on the schedule, the view of the public with new vehicles every two years, depreciation not being taken into consideration, cost of selling the vehicles, priority should be given to other items on the list than trucks, needs of vehicles in service currently, taking pride in equipment that the city owns by cleaning, maintaining, etc., costs of operating the vehicle(s), staffing levels, and the necessity of providing a cost analysis. Motion by Council Member Love, seconded by Council Member King to Table the Item for the Next Budget Meeting. All in favor. Motion carried. X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS Administrator Statz stated that received an email that Rice Creek Watershed District approved the Local Water Management Plan (RCWD). Page 3 of 4 City of Centerville Council Meeting Minutes August 22,2018 Council Member Love thanked the staff for mentoring his son as he was a P-T Seasonal Public Works employee this summer and he stated that he was very enlightened by the conversations he had with him regarding work activities. Mayor Paar stated that the City recently tweeted and posted on Facebook that the Pickleball Court at Eagle Park had just recently opened. He also stated that St. Genevieve's recently held their annual picnic with a rather large crowd in attendance. He stated that the event is very community friendly. He reported that he recently attended a Festival wrap-up meeting where discussions took place regarding where a live band for the event could be had, additional advertising, community photo following the last float rather than a separate time and place, upgrading banners, adding a medallion hunt, etc. Mayor Paar stated that Comcast/Xfinity is providing Internet Essentials to veterans/military personnel and for those interested to visit their web site. Mayor Paar reported U.S. Census facts for Centerville from 1920 —2016 and stated that the city will grow slightly over the next several years due to development. XIII. ADJOURNMENT Motion by Council Member Montain, seconded by Council Member Koski to Adiourn their Regularly Scheduled Meeting of August 22, 2018 at 7:34 p.m. All in favor. Motion carried.
