CITY COUNCIL MEETING MINUTES

Pursuant to due call and notice thereof, the City of Centerville held their regularly scheduled City
Council meeting of September 12, 2018 at City Hall, 1880 Main Street.

I. CALL TO ORDER
Mayor Paar called to order 6:30p.m.
Mayor Paar requested a moment of silence for those who lost their lives associated with 9/11.
II. PLEDGE OF ALLEGIANCE
III. APPROVAL OF AGENDA
Mayor Paar added Check 432123-32129 w/Voided Check 432043 & 32128 under Consent
Agenda Item 41 and Council Member King desired for the addition of Item 45, Glyphosate
(Round Up) under New Business. Mayor Paar stated that Council received their minutes via
email with a paper copy before them this evening.
Motion by Council Member Love, Seconded by Council Member Montain to Approve the
Agenda as noted. All in favor. Motion carried.
IV. APPOINTMENTS/PRESENTATIONS
Mayor Paar presented ISD 412, Superintendent Brian Deitz a 1st place trophy for their float in
the 2018 Fete des Lacs parade.
Superintendent Deitz introduced Mr. Tom Breuning, Principal — Centennial High School, Ms.
Suzy Guthmueller, School Board Chairperson, Mr. Scott Johnson, Executive Director of
Teaching & Learning, Mr. Bryan Carlson, Principal—Rice Lake Elementary School, Mr. Wayne

Whitwam, Principal — Centerville Elementary School and Mr. Bob Stevens, Principal —
Centennial Middle School. He stated that all would be speaking but every attempt would be
made to keep the discussion on track and condensed.
Superintendent Deitz gave an overview of Centennial's annual reports of a period of six (6) years
discussing high test results, school recognition, graduation rates, an upcoming New York Times
article along with thanking Council and the community for their support.
Principal Whitwam gave an update on growth, reaching their goals, the AVID program and loss
of teachers.
Principal Stevens explained the AVID program and its introductions to 6 t graders this year
stating that the program attempts to teach preparedness, organization and readiness. He stated
that these skills will assist students throughout high school and college.
Principal Breuning explained the LEAP program (Lunch, Energize, Achieve and Participate) he
stated that it is an hour long and it allows kids an opportunity to focus on their social and
emotional needs which better equips them to handle the academic piece of school. He briefly
touched on Advanced Placement courses which ultimately save families money if their child(ren)
chose to continue their education through college or vocational school.
Exec. Director Johnson discussed the upcoming levy questions on the ballot for 2018, stated that
the school district is asking for additional support from its residents and businesses due to lack of
funding increases in voter approved operational funding since 2005, the state's general
educational funding has not kept up with inflation since 2003, they have reduced their budget by
$5.1 million over the past three years, $9.3 million over the past five years and $17.2 million
over the past nine years. He stated that over the past three years, over 60 full-time positions (22
teachers and 25 paraprofessionals) have been cut along with supplies, technology, athletics,
textbooks, etc. They discussed the two questions that would be on the ballot stating that
Question 41 must pass for Question 42 to pass. He also stated that Question 41 involves
operational funding which relates to $650/student for the next 10 years and adds $1.25 million
back to the budget (14 teachers or 50 paras). He stated that this would have a tax implication of
$332.94 property tax increase annually for an averaged home valued at $225,000 or $27.74 per
month. He reported that Question 42 involves capital funding which would contain enclosure of
the outdoor corridor that connects the east and west buildings at the High School, updates aging
facilities; lighting and sound systems in the Fine Arts facilities at the High School and Middle
School along with refrigeration and rink at the Hockey Area. He stated that it would also replace
aging technology: SMARTBoards and LCD projectors that are at their end-of-life cycle and
originally purchase with grant funding which is no longer in place for such purchases. He also
stated that this would have a tax implication of $65.14 property tax increase annually for an
averaged home valued at $225,000 or $5.43 per month.
Superintendent Dietz thanked the Council for their continued support.
Council Member King questioned the necessity of additional schools and Superintendent Dietz
stated that projections for growth do not necessitate additional facilities for approximately 10+

years. Council Member King questioned the necessity of holding land that is owed by the
school. Superintendent Dietz stated that the School Board has and will continue to entertain the
sale of said land. Council Member Love stated that he was shocked that the outdoor hallway was
not completed previously and that he is very proud of the School District as it is rated very high
for the state.
Superintendent Deitz stated that the District is attempting to attract highly educated teacher from
a diverse work force including through a special partnership with Mankato State University
which provides student teachers to the District.
Council Member Koski questioned the plan to enclose the walkway and whether an outside
agency was contracted for services and Superintendent Deitz stated that in 2013 and 2014 needs
were assessed and it was discussed along with consultants.
Mayor Paar stated that funding is not due to wasteful spending but rather the funding formulas
through the legislature. He stated that the district and community are strong, the school provides
high testing scores along with graduation rates and have a proven track record. He stated that
residents need to contact their legislators regard equal funding formulas and the requested levy is
about half of a family's cell phone bill for the year.
Superintendent Deitz thanked the Council for their time. Council thanked school representatives
for their presentations.

Motion by Council Member Montain, seconded by Council Member Koski to Approve the

Mayor Paar provided Council with an opportunity to discuss any item(s).
Council Member Montain questioned Check 432126 and commented that the bill seemed
excessive with overages of$500. Administrator Statz stated that Staff printed the newsletter in
color. Administrator Statz stated that the current contract covers a certain amount of black and
white copies along with a certain number of colored copies. If there is an overage, there is a set
rate that is charged per copy. He stated that staff currently is seeking quotes for alternative
printing services. He provided detail as to the accounts that are affected by the expenditures
such as SCORE Funds if recycling is contained in the newsletter along with Fete des Lacs
information then City Celebration Funds are used.
Mayor Paar pulled Item 44 for discussion.
Motion by Council Member Love, seconded by Council Member Montain to Approve
Items #1-3 & 5 as Presented. All in favor. Motion carried.
Centerville Lion President Terry Sweeney stated that the Chili Cook-Off was previously held at
the fire hall and behind City Hall. He stated that noting previous attendees crossing Main Street
and dodging traffic a new location was needed. He also stated that if Council allowed the use of
7073 Centerville Road it was felt that it had ample space, was visible and parking would be
along the side streets and at the church. He reported that they anticipate quite a turnout as this
year they are opening the event to the public for submittal of chili, providing a 1" ($200), 2nd
($100) and 3rd ($50) place prizes along with a corresponding apron. He stated that the event is
slated for October 6, 2018 from 11:00 a.m. — 3:00 p.m. with the event being completed by 3:30
p.m. He also stated that if you desire to taste the chili and be a judge the fee is $50.
Mayor Paar stated that for more information please visit the Lions facebook page or the City's
web site.
Motion by Council Member Love, seconded by Council Member King to Approve Item #4
as Presented. All in favor. Motion carried.
VIII. OLD BUSINESS
1. Water Connection Ordinance Review
Administrator Statz stated that Council previously passed a motion regarding three triggers for
connection to the municipal water system: sale of the home, expanding the finished square
footage by 33% or more or repairs to the existing well in excess of $1,500. He stated that
without an ordinance amendment there is no practical way to enforce the connections. He also
stated that the Planning & Zoning Commission has reviewed and the draft ordinance contains
language for connection to municipal sewer and abandonment of private septic systems.
Attorney Glaser stated that several cities have septic connection requirements and he will be
referencing those for the next meeting. He also stated that if the services are available, they must

connect but if they are not available then connection is not required. Discussion ensued
regarding drilling a well for irrigation, keeping the existing well for irrigation of lawn or filling a
swimming pool, required capping of existing well(s) within the Well-Head Protection Area and
possible unknowns with the White Bear Lake situation and future legislature.
Administrator Statz stated that the code amendment will be on Council's next agenda for
consideration and second reading.
2. Request for Release of Letter of Credit—Clearwater Creek Estates (Hanzal)
Administrator Statz stated that the developer of Clearwater Estates (Mr. & Mrs. Jeff Hanzal)
have requested that their letter of credit ($10,000) not be renewed as the last lot of the
development has been sold, constructed upon and landscaping is being completed.
Administrator Statz stated that through the building permit, the City has retained a $5,000 escrow
for landscaping, driveway, etc. which should be adequate to complete all necessary landscaping.
Motion by Council Member Montain, seconded by Council Member Love to Release the
Letter of Credit Associated with the Clearwater Creek Estates Development (Mr. & Mrs.
Jeff Hanzal). All in favor. Motion carried.
3. Adoption of Local Water Plan
Administrator Statz stated that Council has reviewed the Local Water Plan, it has been forwarded
to the appropriate agencies, the City has received comments and made modifications. He stated
that it was now time for the plan's adoption.
Motion by Council Member Koski, seconded by Council Member Love to Adopt the Local
Water Plan as presented. All in favor. Motion carried.
IX. NEW BUSINESS
1. Audit Proposal
Administrator Statz stated that he felt that with both himself and part-time Finance Director
DeJong being new/newer to the positions he would feel more comfortable if Council consider
approving a three (3) year agreement with the current provider (ABDO, Eick & Meyers).
Discussion ensued regarding the inability to locate a contract for 2016-2017, typically a 3%
increase in fees or slightly under and upon completion of this three year contract the necessity of
requesting proposals for services.
Motion by Council Member Koski, seconded by Council Member King to Approve the
Three Year Audit Proposal Submitted by ABDO, Eick & Meyers for 2018, 2019 & 2020
as Presented. All in favor. Motion carried.

Administrator Statz stated that the Fire Steering Committee voted in favor of the submitted
budget and they are looking for individual City approval also.
Discussion ensued regarding if a member city were not to approve the budget. Legal Counsel
stated that arbitration would take place at that point.
Motion by Council Member Love, seconded by Council Member King to Approve the
Centennial Fire District 2019 Budget as presented. All in favor. Motion carried.
3. Centennial Lakes Police Department Budget
Administrator Statz stated that the Governing Board voted in favor of the submitted budget and
they are looking for individual City approval also.
Motion by Council Member Montain, seconded by Council Member Love to Approve the
Centennial Lakes Police Department 2019 Budget as presented. All in favor. Motion
carried.
4. Acorn Creek Park—Proposed Parking Lot and Trail Connection
Administrator Statz stated that he had sketched five (5)parking spaces with one (1) handicapped
accessible parking space on an aerial photo along with a trail anticipating that with the proposed
development of 35 new homes just north of the park it would be a suitable time to cooperatively
work with the developer's contractor's for these services. He stated that the P & R Committee
recommended 10 parking spaces with one (1) handicapped accessible parking space along with
the trail extension.
Administrator Statz felt that an estimate of$22,000 would cover the work but the cost could be
negotiated within the Developer's Agreement. He also stated that park dedication fees would
cover the expenditure. Lengthy discussion ensued regarding the amount of parking spaces, use
of the park, similar parking at other parks and parking on the roadway allowing the City to save
funding.
Motion by Mayor Paar, seconded by Council Member Love to Authorize the Construction
of a Total of (11) Eleven Parking Spaces at Acorn Creek Park Along with a Trail to Old
Mill Road Estates and Connecting to the Existing Trail on the South Side of Revior Street.
Council Member King questioned whether this construction would take place even if the
proposed development did not receive final plat.
Mayor Paar made a friendly amendment with the inclusion of. in conjunction with the Old Mill
Road Estates Final Plat. Council Member Love accepted the friendly amendment to the motion.
All in favor. Council Member Montain opposed. Motion carried.

Council Member King requested that this item be placed on the agenda due to the amount of
publicity and lawsuits regarding Round Up and health effects.
Discussion ensued regarding the City's use of these chemicals in the parks and previous
discussions regarding the use of alternative weed eradicator. Administrator Statz stated that the
Public Works Department has been utilizing alternative methods for weed control within the
playground areas. Administrator Statz also stated that when staff requests RFPs for weed control
for the upcoming year, we will receive bids for alternative methods.
X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS
Mayor Paar stated that Council Members received the Administrator's report via email prior to
the meeting.
Administrator Statz stated that he has updated his format by placing items that he desires to leave
on the list that have no update in gray and new items are in regular font. He also stated that he
had attended a recent networking event held by the Quad Area Chamber of Commerce.
Council Member Love thanked the Planning & Zoning Commissioners for their hard work this
month and stated that the City appreciates their efforts.
Council Member Koski stated that the Planning & Zoning Commission held a public hearing
regarding the potential to amend Alex's Turf and Landscaping's Conditional Use Permit to allow
for 24 exterior storage bins. It was stated that 15 residents attended and eight (8) spoke with
concerns regarding noise violations. He stated that the item was tabled for additional discussion
and information.
He also stated that discussion was had regarding possible mini-storage for the vacant parcel
across from the Creative Kids Day Care (Lessard property). He stated that the parcel is zoning
B-1 Commercial and mini-storage is zoned for I-1 Industrial.
Council Member Montain stated that he was unable to attend the Parks & Recreation Committee
meeting, but Movie in the Park is scheduled for September 22, 2018 at Laurie LaMotte Park and
Peter Rabbit will be showing.
Mayor Paar reminded residents about blowing their grass clippings into the street pollutes the
lakes and streams so please either cut your yard so as not to blow the clippings into the roadway
or sweep after cutting. He also reminded residents of recycling opportunities and coupons for
Green Lights Recycling of Blaine on October 13, November 10 and December 8, 2018.
Mayor Paar reported that he be participating in a National Guard send off on September 20, 2018
with 3,000 soldiers. That a reception will be held at 2:45 p.m., ceremony at 4:00 p.m. and dinner
at 5:30 p.m.

Mayor Paar also reported that he received an email from previous Mayor John Robert Smith
(Mississippi), Chairman of Transportation for American who desired to meet and speak about
transportation as he is touring around the country. He would be meeting on September 18, 2018
at 8:30 a.m.
Mayor Paar stated that the WaterMark development has commenced with grading beginning
today on the southeast corner of the project.
Mayor Paar stated that he has been attending the Quad Area Chamber meetings where
discussions have taken place regarding Centerville businesses joining and an event has been
scheduled for September 27, 2018 from 4:00 — 6:00 p.m. for local businesses at Kelly's Korner.
He stated that this is a great way for businesses to learn about the Chamber.
Mayor Paar reminded the audience about the October 6, 2018 Centerville Lion's 2nd Annual
Chili-Cook Off and stated that additional information can be obtained from the Lions Facebook
or via email at: lions g gmail.com. He also stated that local information may be obtained on the
City's website or twitter.

Purple Heart City -Proclamation
BACKGROUND AND SUPPLEMENTAL INFORMATION:
Council authorized staff to continue to pursue becoming a Purple Heart City. The first step in obtaining this
designation is to approve a Proclamation, schedule a ceremony inviting our local chapter representative(s) of
the Military Order of the Purple Heart (MOPH) along with veteran organization members and local officials.
We may then obtain a parking space sign (shipping and handling will be at City expense) and consideration of
obtaining DOT approved road signs for the entrances into the community ($30-$40/sign).

RESOLUTION#18-
A RESOLUTION PROCLAMATION FOR THE CITY OF CENTERVILLE BEING A PURPLE
HEART CITY
WHEREAS, the City of Centerville in the state of Minnesota has great admiration and the utmost
gratitude for all the men and women who have selflessly served or are currently serving our country in the
Armed Forces; and
WHEREAS, veterans have paid the high price of freedom by leaving their families, communities and
placing themselves in harm's way for the good of all with some giving the ultimate sacrifice of their lives
and others being wounded while engaged in combat with an enemy force; and
WHEREAS, the contributions and sacrifices of men and women from Centerville and the general
population who have served and are serving has and is vital in maintaining the freedoms and way of life
enjoyed by our citizens and all Americans; and
WHEREAS, the Purple Heart is the oldest military decoration in present use and was initially created as
the Badge of Military Merit by General George Washington in 1782; and
WHEREAS, the Purple Heart was the first American service award or decoration made available to the
common soldier and is specifically awarded to members of the United States Armed Forces who have
been wounded or paid the ultimate sacrifice in combat with a declared enemy of the United States of
America; and
WHEREAS, the mission of the Military Order of the Purple Heart is to foster an environment of
goodwill among the combat-wounded veteran members and their families, promote patriotism, support
legislative initiatives and most importantly—make sure we never forget; and
WHEREAS, the City of Centerville appreciates the sacrifices of our Purple Heart recipients and their
families for defending our freedoms and believe it is important that we acknowledge them for their
courage and show them the honor and support they deserve and have earned; and
WHEREAS, August 7 from this day forward will be officially designated as the day in Centerville to
remember and recognize veterans who are recipients of the Purple Heart Medal; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CENTERVILLE,MINNESOTA AND KNOWN TO ALL:
That the City of Centerville hereby proclaims itself as a Purple Heart City honoring the service and
sacrifice of our nation's men and women in uniform wounded or killed by the enemy while serving to
protect the freedoms enjoyed by all Americans.

ADMINISTRATION
2019 Budget
At the last meeting, the City Council Adopted the Preliminary Budget and Tax Levy for
2019. This amount will be publicized with the Truth in Taxation Notices. The Council
may adopt the proposed levy as its final levy or may adopt a lower amount, but may not
raise the proposed budget.
Our next budget workshop is scheduled for October 24,just prior to the regular City
Council meeting. We will be discussing the Enterprise Funds. The overall budget
schedule is below:

Centennial Public Schools
City staff has been in conversation with the School Districts business director and is
working through final plat issues. We are encouraged by the re-engagement of district
staff and are hopeful to have this worked though in the near future.

Economic Development Authority
The EDA's next meeting is scheduled for October 17, 2018 at 6:30 p.m.
The November and December meetings of the EDA have been combined into one
meeting on December 5, 2018 at 6:30 p.m.
Quad Area Chamber of Commerce

City staff and elected officials attended a Quad Chamber networking event held at
Kelly's on September 27'.
COMMUNITY DEVELOPMENT
Comp Plan
Our consultant and I have been through all comments from Met Council and others
developing an approach to addressing them. We will be bringing a few issues back to the
planning commission on November 13th for additional discussion, especially related to
our medium density designations.
Peltier I,Mate
Ruffridge Johnson
Staff has reached out to Ruffridge Johnson ownership about the possibility of an open
house or ribbon cutting. They plan to do something, but have not yet set a date.
Waterworks Site/DeFoe Property
A grading permit has been issued and work has begun on the site. Work on utility and
street installation may not begin until a final plat is submitted, approved and eventually
recorded. The developer is reporting that they have already sold several lots.
Old Mill Estates
Construction plans have been submitted for review. The City Attorney is working
through the developer's agreement and answering questions from the developer. We
anticipate a final plat submittal soon. The developer is on the Rice Creek Watershed
District's agenda for 10/24. Construction of the northern cul-de-sac may begin this fall if
a final plat can be approved on that same date by the City Council.
Block 7 Property
The Planning and Zoning Commission reviewed a concept plan for 21 townhomes on the
City's vacant land, downtown. The developer also presented an option which yielded 30
townhomes if the two homes on the west side of that block were acquired. Discussion
revolved around the style of the townhomes, especially the facade facing Centerville
Road. In general, the P&Z Commission looked favorably on the development, wanting
to have a better understanding of what the units would look like from Centerville Road.
Administrator Statz has also been in contact with the city's realtor, Mike Brass, regarding
others interested in the site.

Quotes for demolition of the building were approved at the last City Council meeting.
The contractor is gathering the necessary bonds and insurance for submittal along with a
signed contract.
Commerce Drive Property -
The city has been approached through our realtor, by a business omr
looking to possibly purchase and construct a building on the
remaining 2.3 Acre site along Commerce Drive. The businessr �1� ' `1
would be similar in nature to Ruffridge Johnson. We hope to have
a draft urchase a rcement in hand within the next week or two.
