HomeMy WebLinkAbout2018-04-03 P & Z Minutes - Approved CITY OF CENTERVILLE PLANNING AND ZONING COMMISSION Pursuant to due call and notice thereof, the Planning and Zoning Commission held its reguto meeting on Tuesday, April 3, 2018 at 6:30 p.m. PRESENT: Chairperson Darrin Mosher Commissioner Linda Broussard Vickers 10 )10 0�lj Commissioner Mark Haiden Commissioner Kim Ganzel ABSENT: Commissioner Nick Twohy STAFF: City Administrator/Engineer Mark Statz OTHERS PRESENT: City Council Liaison Russ Koski Planning Consultant—Eric Maass - WSB L CALL TO ORDER. The meeting was called to order at 6:30 p.m. by Chair Mosher. 1. Roll Call II. PLEDGE OF ALLEGIANCE III. APPROVAL OF AGENDA It was noted that Eric Maass, WSB was added under VI. Old Business. Motion by Commissioner Broussard Vickers, seconded by Commissioner Haiden to Approve the Agenda with the above noted correction. All in favor. Motion carried. It was suggested that the interview portion of the meeting be handled at this time as interview candidates were provided with a time for their 15 minutes session. VII. NEW BUSINESS 1. Planning Commission Candidate Interviews a. 6:30 —Ben Fehrenbacher b. 6:45 —Jeff Godwin C. 7:00 —Greg Nohner d. 7:15 —Darrell R. Olson Jr. e. 7:30 —Charles Reinhardt (Did not interview) The commission conducted interviews, asking the same set of pre-prepared questions of each candidate. Candidate Reinhardt had written the City Administrator an email, prior to the meeting, letting him know that he did not intend to interview and respectfully withdrew his application. Pagel of 3 City of Centerville Planning and Zoning Commission April 3,2018 After some discussion, the committee agreed on two candidates to put forward to the city council and expressed that it was a difficult decision, with all candidates having received strong support from at least one of the commissioners during the discussion. The Commission wished to thank all the candidates for their interest in serving their community. 2. Interview Discussions a. Recommend Two (2) Candidates for Filling Vacancies Motion by Commissioner Ganzel, seconded by Commissioner Haiden to recommend the appointment of Ben Fehrenbacher and Darrell Olson, Jr. to the Commission, filling the open two seats. All in favor. Motion carried. IV. APPROVAL OF MINUTES 1. March 6, 2018, Planning & Zoning Commission Meeting Minutes It was noted that VII. New Business, Item 42, second paragraph, the word "topes" should be "topics" and VII. New Business, Item 44 should reflect that a motion was made by Commissioner Broussard Vickers, seconded by Commissioner Haiden to Table the Item. Motion by Commissioner Broussard Vickers, seconded by Commissioner Haiden to Approve the Minutes with the above stated corrections. All in favor. Motion Carried. V. PUBLIC HEARING(S) 1. None. VI. OLD BUSINESS 1. Review of Chapters 3 and 4 of the Comprehensive Plan Mr. Eric Maass, WSB, was on hand to give a brief overview of the Comprehensive Plan, Chapters 3 and 4, Land Use and Housing, respectively. His presentation included discussion of Met. Council housing forecasts, affordable housing requirements and a final review of the Future Land Use map. Met. Council has set affordable housing goals for the city, which include adding nine homes at or below 30% of the Area Median Income (AMI), four homes between 31-50% AMI, and one home between 51-80% AMI. Some suggestions were made to include Anoka County Community Development Block Grants as an affordable housing tool in more of the housing goal rows, on the chart on page 11 of Chapter 4. Consensus of the Commission was that the chapters generally looked good as presented. VII. DeFoe/Waterworks Property d. Erick Marshall Property e. City-Owned Property Updates Administrator Statz provided the following updates: • Ruffridge Johnson Equipment Company has now set the closing date for April 30, 2018. • Peltier Estates - City staff is working through final details of the developer's agreement and Anoka County is expected to issue their comments soon. • DeFoe/Waterworks — City staff held a meeting with the developer to review final items and develop a schedule, prior to a formal Preliminary Plat submittal. • Erick Marshall Property — Erick attended the same meeting with staff, regarding the DeFoe/Waterworks property and intends to cooperate with that development, following the same timelines and perhaps filing a joint application. • City Owned Property—still actively fielding calls on various parcels. VIII. ADJOURNMENT Motion by Commissioner Broussard Vickers, seconded by Commissioner Haiden to Adiourn the Regularly Scheduled Planning & Zoning Commission Meeting at 9:12 p.m. All in favor.
