City Council 05-10-2006, 9:00 p.m.
Summary of Work Session
Present were Mayor Mary Capra, Council members Michelle Lakso, Richard Terway,
Jeff Paar and Tom Lee. Also present were John Meyer, Finance Director. Mark Statz of
Bonestroo & Assoc, and Kurt Glaser, City attorney.
Vern Hanson and John Erigo of Metro Plains Development were present to describe
how their company might be involved in the downtown redevelopment. They reviewed
their similar projects in Mandan & Grand Forks, North Dakota and Elk River &
Mound, Minnesota. They proposed to construct a building on the property that the City
owns in Block 7 and follow with a phase 2 in the block to the north. The would like to
be able to apply for funding from Minnesota Housing Finance Agency, but applications
th
are due on June 20, so some preliminary agreements would need to be done very soon.
The Council is interested in considering their proposal further. They were asked to
refine what they would do and what they would expect of the city over the next two
weeks. The council would have a joint meeting with P&Z on May 23 to hear what they
are willing to commit to do and what they need from the city.
The meeting was adjourned at 10:15 p.m.
