TITLE OF ISSUE:
Parks & Trails Plan
BACKGROUND AND SUPPLEMENTAL INFORMATION:
The city is in need of an updated Parks and Trails Master Plan. This is an expanded version of the chapter
from the overarching 2040 Comprehensive Plan. The Master Plan memorializes the city's planned capital
improvements and provides defensible justification for the Park Dedication Fee by relating the cost of those
improvements to the number of new homes at full build-out. Although Mark Statz, your staff city engineer,
will be the primary author of the document, it is necessary to have a peer review and assistance with some
of the technical aspects of the document. The cost of this producing this document by a consultant alone,
would easily be $10,000 - $15,000.

Dear Mark,
We appreciate the opportunity to assist you and the City of Centerville with the City's Park Plan. Our
understanding of the project and our scope, for a lump sum amount of$5000, is as follows:
Stantec will assist you, as the principal author of the document, and provide you with:
o An aerial photo graphic of each park with amenities called out (8 parks). Each park would
have its own 8 '/2 x 11 sheet for the document. These will be used for future planning,
when the City elects to replace playgrounds, add a bench, etc. CIP items could also be
called out on these maps. Initially, drafts would be produced for the City to review and
provide redlines of the amenities and CIP items for Stantec to add to the final versions.
o Incorporation of your narrative (just text) into a document, with a table of contents,
chapters, appendices, etc.
o A peer review of the document to provide guidance. This would include an initial review of
an outline of the plan, then a second review of the final draft (2 reviews total).
It is our understanding that the Parks CIP and the City's Comprehensive Plan are approved and the
underlying data that goes into the Park Dedication Fee calculation is already determined. The City will
supply photos and the list of amenities and CIP items for each park, and their relative locations.
This letter and scope of services represent the understanding between the City and Stantec in respect to
this Project and may only be modified in writing signed by both of us and is subject to the current Master
Services Agreement between the City and Stantec.
If this letter satisfactorily sets forth conditions of our Agreement, please sign in the space below and
return one copy to our office. Thank you for the opportunity to provide these services.

Skate Night& Hay Ride - February 9, 2019
BACKGROUND AND SUPPLEMENTAL INFORMATION:
At the last Parks & Recreation Committee Meeting, a motion was passed to support the additional funds to
cover the increased costs for the hay ride vendor. The City Council affirmed this action at their subsequent
meeting.
Committee member Errickson-Grahek was to research alternate vendors for the horse drawn hay rides. If she
presents new information, the committee should take official action to utilize the alternate vendor or not.

Motion to accept [or deny] proposal from for the horse drawn hay rides at Skate Night on
February 9, 2019.

Letter of Support for Anoka County Parks' Single Track Trail Grant Application
BACKGROUND AND SUPPLEMENTAL INFORMATION:
Anoka County Parks is requesting a letter of support from the City for a grant application to construct a number
of"Single Track" trails in the regional park adjacent to Centerville. These trails are for mountain bike and fat
tire bike riders and have become increasingly popular in recent years. A map of the proposed trails and a
sample letter of support are attached.
COST AND SOURCE(S) OF FUNDING:
No cost to the city.
REQUESTED ACTION:
Motion to recommend that the City Council issue a letter of support to Anoka County Parks for their grant
application to construct Single Track Trails in the Rice Creek Chain of Lakes Park Reserve.

Dear Jeff,
The purpose of this letter is to inform you that the (Insert organization here) is in full support of Anoka
County's application of the Federal Recreational Trail Grant Program as the County pursues funding to
construct the single track trails located in Rice Creek Chain of Lakes Park Reserve.
The north-east twin cities metro area is lacking in single track trail options for mountain bike and fat tire
bike users. Adding this amenity to Rice Creek Chain of Lakes Park Reserve will create a unique outdoor
recreational opportunity for the community immediately around the park, as well as be a destination for
single track users from around the metro region. Individuals, programming groups, and high school
teams alike will be able to benefit from these trails, creating an active and vibrant space for users of all
experience levels. As an added benefit, these trails will be available for use all year long, creating a great
opportunity for people to get outside and stay active in the winter. (insert organization here) believes
that by adding this amenity to Rice Creek Chain of Lakes Park Reserve, you will provide the community
with a great resource.

MEETING MINUTES
Pursuant to due call and notice thereof, the City of Centerville's Parks & Recreation Committee
held a scheduled meeting on December 5, 2018 at City Hall, 1800 Main Street.

I. CALL TO ORDER
Committee Member Amundsen called the December 5, 2018 Meeting of the Parks &
Recreation Committee to order at 6:30 p.m. in the City Administrative offices. Results of
the roll call are shown above.
II. APPROVAL OF AGENDA
Motion made by Committee Member Waeghe, seconded by Committee Member
Bettinger to approve the Agenda as presented. All in favor. Motion carried.
III. APPEARANCES/APPOINTMENTS/PRESENTATIONS -NONE
IV. UNFINISHED COMMITTEE BUSINESS
1. Skate & Sled Night—January 19, 2019
Final planning session: Committee Member Amundsen will purchase the
remaining supplies needed —hot chocolate mix, graham cracks, Hersey chocolate
squares & marshmallows. Committee Member Waeghe will make the requested
changes to the preliminary flyer he presented to the committee. The sledding
activity will have distance contests with prizes for the winners. Flyers to be
placed in businesses, daycares, etc., throughout the area; also information to be
included in 2 issues of the Friday Flash, on the City website & reader sign in front
of City offices. Committee Member Peterson will contact Mr. Tom Lee to
request his assistance with setting up the equipment for the music. Committee

Member Peterson and Waeghe are unable to attend and help at this event due to
other obligations.
2. Skate Night& Hayride—February 9, 2019
The Committee members were provided with a copy of the Bunker Park Stable,
Inc., contract, Certificate of Insurance and Agritourism Liability Sheet which
stated that the cost for the Hayride in 2019 will be $1,050; it was $775 in 2018.
The committee approved a motion at the November 7, 2018 to request the City
Council to approve an expenditure of $1,000 towards the cost of the Hayride,
which would include the cost of supplies for food, for both skate nights, and any
other miscellaneous expenditure.
Motion made by Committee Member Peterson, seconded by Committee
Member Bettinger to amend the amount of the prior motion from $1,000 to
$1,300 and to request the City Council to approve it at their next meeting.
All in favor. Motion carried.
The contract and deposit of$100 must be received by Bunker Park Stable, Inc. no
later than 1 week prior to the event date. In the meantime, there was discussion
regarding other options: try to find a less expensive option for a hayride, not have
a hay ride or pay the higher cost for 2019. Any other group would have to be able
to provide the same date, a Certificate of Insurance & the cost must be less than
$1,050.
Motion made by Committee Member Seeley, seconded by Committee
Member Bettinger to have Committee Member Erickksen-Grahek explore
other options, including her friend who has contacts with other farms that
may be able to provide a havride for a lesser amount. All in favor. Motion
carried.
Committee Member Waeghe suggested that the Chief of the Police and the Fire
Chief be contacted to see if either of those organizations might be willing to
provide items for both Skate nights.
3. Sledding Hill
This activity would be promoted as an extra activity, along with the skate night in
January. It was suggested to have distance competition, by age groups, as was in
2018, with prizes, i.e. 1st, 2nd & 3rd place medals, etc.
4. Scooters/Motorized Bikes
There have been concerns about children riding on the streets; discussed
possibility of stenciling information on streets & paths for shared usage. The
sidewalks/'trails are being used primarily by bicycles, scooters &pedestrians.

Motion made by Committee Member Seeley, seconded by Committee
Member Peterson to recommend to the City Council to add the following to
the Centerville City Code, Chapter 70: that bicycles, e-bikes, scooters be
allowed on sidewalks/trails. All in favor. Motion carried.
V. COMMITTEE BUSINESS (NEW)
1. Fete des Lacs Committee Representative& Alternate
Motion made by Committee Member Bettinger, seconded by Committee
Member Peterson for Committee Members Peterson and Bettinger serve as
the Park and Recreation liaison/representative and alternate for the 2019
Fete des Lacs. All in favor. Motion carried.
This committee will be meeting on the third Monday of each month,
commencing, Monday, January 21, 2019 at 6:00 p.m. in the Council Chambers at
City Hall.
2. Parks and Trails Plan Assistance Proposal—$5,000 Expenditure City Budget
Motion by Committee Member Seeley, seconded by Committee Member
Amundsen to inform the City Council, that the P & R Committee is
supportive of the end result of the proposal, but not in favor of the
expenditure of$5,000 by the City,when the City staff is doing the maiority of
the work. All in favor. Motion carried.
3. Centennial Lakes Little League-Request for use of fields & park clean-up day.
A request has been received from Mr. Patrick Mahr, President of the Centennial
Lakes Little League, requesting the use of the baseball and softball fields and
facilities at Laurie LaMotte Memorial Park during 2019 beginning April 1st
through Aug 1st, Monday through Friday, from 4:00 pm until dark. They will be
sending the game schedules in April which will also let the city know their
dragging schedule.
Motion made by Committee Member Peterson, seconded by Committee
Member Bettinger to recommend to the City Council to approve the initial
request, contingent upon our receipt of their schedule in April, 2019 and any
requests by other groups. All in favor. Motion carried.
They have also scheduled their park clean-up day for Saturday, April 13th, with a
back-up date of April 20thy.

adjournment, correct spelling to Errickson; under Call to Order, replace Amundsen
with Waeghe; under Unfinished Business, #3 change approved to approve. All in
favor. Motion carried.
