Home My WebLink About2018-05-02 P & R Committee Minutes - Approved CITY OF CENTERVILLE PARKS AND RECREATION COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, the City of Centerville's Parks & Recreation Committee held a scheduled meeting on May 2, 2018 at City Hall, 1800 Main Street. Present: Chairperson Kevin Waeghe Committee Member Kevin Amundsen Committee Member Chris Bettinger Committee Member Heidi Erickkson-Grahek ' Committee Member Brian Peterson (� Committee Member Suzanne Seeley Also Present: Matt Montain, Council Member Liaison Paul Palzer, Public Works Linda Neudecker, Recorder Absent: Mark Statz, City Administrator/Engineer I. CALL TO ORDER Chairperson Waeghe called the May 2, 2018 Meeting of the Parks & Recreation Committee to order at 6:31 p.m. in the City Council Chambers. Results of the roll call are shown above. II. APPROVAL OF AGENDA Added item 4, under Unfinished Business —Tom Lee Added item 5, under Unfinished Business —Motion for Parking Pad Motion by Committee Member Peterson, seconded by Committee Member Amundsen to approve the Agenda as Amended. All in favor. Motion carried III. APPEARANCES/APPOINTMENTS/PRESENTATIONS 1. Mr. Pat Branch — presented information about the 5 & 8K Runs & Paddle des Lacs. Please see#4 under Updates IV. UNFINISHED COMMITTEE BUSINESS 1. P & R Committee Vacancy At the April 4, 2018 Committee Meeting Mr. Jeff Godwell was appointed to the vacant position on the P & R Committee, pending City Council approval. He subsequently City of Centerville Parks&Recreation Committee May 2,2018 declined the recommendation for appointment to the position. The City is currently accepting applications for the position. 2. Gaga Ball Pit The committee has considered the purchase of a Gaga Ball Pit for installation at LaMotte Park. The pit would be portable and would be placed in/on the hockey rink during the summer and stored inside over the winter. It is recommended that a 3' fall zone be added around the outside of the pit. The Committee Members were provided with specific information regarding the sizes and capacity, plus how a pit is constructed, along with how to play the game. There was discussion regarding options of locations, sizes, materials to be used, type of surface and the cost of various sizes of the pits. Mr. Palzer was asked to check on the most suitable location(s) and the price of a 15' pit. It was the consensus of the Committee to add this item to 2019 of the 5 Year Plan of Park Improvement Projects List. 3. Review of Draft 2040 Comprehensive Plan — Parks and Trails Chapter & Map Additional changes/additions: change Springs to Spring, grills to grill, add McBride basketball court. Motion by Committee Member Wae2he, seconded by Committee Member Amundsen to approve the draft of the 2040 Comprehensive Plan—Parks and Trails Chapter & Map with the additions and changes su22ested above and at the April 4, 2018 Committee Meetings. All in Favor. MOTION CARRIED 4. ADA Compliant Portable Toilet in Trailside Park The motion, a recommendation for a public ADA compliant restroom in Trailside Park, which was approved at the April 4, 2018 P & R meeting was not approved by the City Council. They requested it be rescinded and to produce a revised motion which is listed as follows: Motion made by Committee Member Errickson-Grahek, seconded by Committee Member Seeley to rescind the April 4, 2018 motion for a public ADA compliant restroom at Trailside Park and to allow the Bald Eagle Waterski Club to place a Porta Potty at Trailside Park to be used solely for their own use and to pay the cost of said structure & any landscaping needed. All in favor. Motion carried. It was the committees' understanding that the City Council approved a public ADA compliant restroom to be located in Cornerstone Park, near Trailside Park. 5. Motion to Approve Parking Pad Page 2 of 6 City of Centerville Parks&Recreation Committee May 2,2018 It was determined that the P & R Committee does not need a motion to recommend to the City Council to approve a parking pad for the Bald Eagle Water Ski Club at Trailside Park. The consensus of the Committee members at the April 4, 2018 meeting is sufficient. V. COMMITTEE BUSINESS (NEW) -NONE IV. APPROVAL OF THE MINUTES 1. April 4, 2018 Parks and Recreation Committee Meeting Minutes a. Under Roll Call: Corrected Committee members' name from Heidi Grahek to Heidi Errickson-Grahek; b. Under Appearances: Deleted last line, in italics, after motion, under 1. P & R Vacancies, C. Under Agenda Items/Unfinished Business: Delete 2nd bulleted item-Paved Parking Pad d. Under Adjournment: Change time from 8:45 p.m. to 8:48 p.m. Motion was made by Committee Member Wae2he, seconded by Committee Member Errickson-Grahek to approve the Minutes of the April 4, 2018 regular meeting as Amended. All in favor. Motion carried. VII. UPDATES/ANNOUNCEMENTS 1. Trailside Park Improvements —Mr. Paul Palzer The shoreline restoration project is scheduled to begin on May 7 and is hoped to be completed by May 21, as the Bald Eagle Waterski Club begins practice for their upcoming shows. 2. Spring Clean-up Day Saturday, May 5 has been re-scheduled as the new date for the spring clean-up day. Everyone is to meet at 9:00 am at the City Hall. Action Item - Will request that Ms. Bender send notification as previously for the April date. 3. Music in the Park—NONE 4. Fete des Lacs —5/8K Runs & Paddle des Lacs a. 5/8K Run - Mr. Branch provided an update of the following items: • Run Start Times -The runs would start at 7:30 am rather than at 8:00 am to reduce conflict with the softball tournaments. • Timing System - His preference for the timing system is to use RACEWIRE self- timing software at a cost of $99.00, which is substantially less expensive than using a professional timer. This Page 3 of 6 City of Centerville Parks&Recreation Committee May 2,2018 requires 2 committee members as volunteer timers. Ms. Marsha Marcussen and Mr. Mike Giovinazzo have volunteered. • Registration — The options are using RACEWIRE vs Midwest Events: Using RACEWIRE would save the event the $99.00 software licensing fee; using Midwest Events would offer several advantages with consistency and with online advertising. The Committee Members consensus was to remain with Midwest Events. • Advertising — He presented some poster and handout samples which the committee members provided their input. • Awards — The committee members thought medals might be an option. • T-Shirts — The Fete des Lacs Committee will be making the decision on how the shirts will be set up, but they are looking at one style with the Sponsors name/logo on the back of all the shirts. Discussed the possibility of P & R volunteer shirts. • Course — this will be going through St, Genevieve's Church parking lot rather than on Centerville Road. (SAME AS IN 2017) • Cost for participants —no information or discussion • Sponsors —no information or discussion. b. Paddle des Lacs • Event Times & Categories — Mr. Branch provided the following information: ✓ 12:00 pm Parent/Youth—2 person canoes or kayaks ✓ 12:10 pm 2 Person canoes or kayaks (both persons must be 12 years or older) ✓ 12:20 pm Single canoes and kayaks (paddler must be age 11 or older) ✓ 12:30 pm Stand up paddle boards (paddler must be age 11 or older) NOTE: Bald Eagle Waterski Show begins at 2:00 p.m. • Water Safety Rules: ✓ PFD to be worn by all participants; ✓ Waivers must be signed by adult participants and by parent/guardian of minors; ✓ Children 11 years of age or younger may participate with their parent in the parent youth event; ✓ Paddlers between the ages of 12 to 18 may participate either as a two person canoe or kayak or solo, with parents' approval and a signed waiver from parent/guardian; NOTE: Water Safety Rules imposed by the Race Director (need approval from Admn. Statz) & if many Scouts participate, their rules may apply. • Rental Equipment: Page 4 of 6 City of Centerville Parks&Recreation Committee May 2,2018 ✓ Past Coordinator Kerri Kolstad has 16 total of single and double kayaks at a reasonable rate ✓ Corner Express has 4 kayaks and 4 paddleboards at a cost of$25 per 3 hours for kayaks and $30 per 3 hours. ✓ The U of M has kayaks, canoes and paddleboards for $25 per item per night. • Cost to participants: THIS IS A FREE EVENT • Expenses: Mr. Branch requested the P & R Committee to allocate $300 from the Running events to the Paddle events to cover several expenses. Motion made by Committee Member Peterson, seconded by Committee Member Seeley to allocate $300 from the Running Events to the Paddle events to cover costs of, but not limited to Racewire software, flyers & posters and for snacks and water for participants and volunteers. All in favor. Motion carried. C. Centervillympics —No Discussion & Probably No Involvement from P & R 5. Council Update—Council Member Matt Montain • Mr. Montain informed the Committee Members that the ADA compliant restroom was to be located in Cornerstone Park. (See IV. Unfinished Committee Business, 94. • It is the hope of the city to be paperless by the end of the year and use only electronic communication for most other communiques. • Schedules for the 2018 summer ball leagues were included with the May Meeting Packet. VIII.
