HomeMy WebLinkAbout2018-08-01 P & R Committee Minutes - Approved CITY OF CENTERVILLE PARKS AND RECREATION COMMITTEE MEETING MINUTES Wednesday, August 1, 2018 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville's Parks & Recreation Committee held a scheduled meeting on August 1, 2018 at City Hall, 1800 Main Street. Present: Chairperson Kevin Waeghe Committee Member Kevin Amundsen Committee Member Chris Bettinger Committee Member Heidi Grahek Committee Member Brian Peterson Committee Member Suzanne Seeley Also Present: Matt Montain, Council Member Liaison Mark Statz, City Administrator/Engineer Absent: Paul Palzer, Public Works I. CALL TO ORDER Chairperson Waeghe called the August 1, 2018 Meeting of the Parks & Recreation Committee to order at 6:33 p.m. in the City Council Chambers. Results of the roll call are shown above. II. APPROVAL OF AGENDA Added the following items under Unfinished Committee Business: 2. Skate Park Repairs 3. Status of Ultra Lites in parks 4. Pickleball court Added 43 Movie in the Park under New Committee Business. Motion by Committee Member Wae2he , seconded by Committee Member Seeley to approve the Agenda as Amended. All in favor. MOTION CARRIED. III. AWARDS/PRESENTATIONS/APPEARANCES Mr. Pat Branch attended this meeting to give the committee members a report on the P & R activities held during the Fete des Lacs celebration, (5K/8K Runs and Paddle events) and some ideas for 2019. Mr. Branch stated that there was increased participation over previous years; however there are areas that need to be improved. He expressed thanks to 1 the many volunteers that gave their time and talents to help make the runs successful, including naming Aiden Waeghe and Luke Peterson's names as Volunteers of 2018. There were a total of 96 participants plus 59 kids for the runs. The Paddle des Lacs drew in 17 "boats". In addition to the 8K, 5K & kids runs, it was suggested to have a Logo Contest for the 2019 Fete de Lacs, usable by both the City and the Lions. Areas in need of improvement are: Communication, Time Management, Lack of a Professional Timer & Obtaining UST&F Couse Certification. IV. UNFINISHED COMMITTEE BUSINESS 1. P & R Committee Vacancy The City is continuing to advertise this vacancy and to accept applications for the position. 2. Skate Park Repairs/Upgrades A few committee members met at the Skate Park to evaluate the condition of the grounds. Photos were taken of the many areas within the Skate Park that are in disrepair and reported back to the committee members. Due to safety concerns, it was determined that a contractor should evaluate how to best repair and/or replace the different components that make up the skate park. In addition the rules sign needs to be reviewed and replaced. 3. Ultra-Lite/Motorized Gliders There had been some concern due to a person taking off and landing during the performance of a band at one of the Music in the Park evenings. Mr. Statz stated he would check the ordinances to determine if there are any guidelines or rules for operating that type of flying device within the city and/or the parks. There was also a short discussion regarding the speed limit for motorized scooters. 4. Pickle Ball Court Since this will be located on the tennis court, it was suggested that stripes in a different color be done by the city staff and to advertise it on the city's reader sign after being striped. V. NEW COMMITTEE BUSINESS 1. Interpretive Sign Maintenance 2 There are several interpretive signs in Hidden Springs Park which have deteriorated over the years and should be replaced. In addition there are new signs which need to be installed in Trailside Park. No action was taken. 2. Long Term Capital Improvement Plan A draft of this document was presented to the committee members for their review and recommendations for additions, subtractions or shifting of implementation dates over the next few months. Mr. Statz gave the committee members an explanation and there was discussion. Once this document has been adopted there should be regular reviews in order to keep it up to date. 3. Movie in the Park Motion was made by Committee Chair Wae2he, seconded by Committee member Bettinger to schedule the Movie in the Park for September 22nd with a rain date of September 29th and to have the committee select an appropriate movie and rent a prosector with costs not to exceed $650.00. All in favor. Motion carried. VI. APPROVAL OF THE MINUTES 1. July 11, 2018 Parks and Recreation Committee Meeting Minutes a. Under New Committee Business: 42. Under motion: Add seconded by Committee Member Seeley. Motion was made by Committee Member Errickson-Grahek, seconded by Committee Member Bettinger, with Committee Member Peterson abstaining, to approve the Minutes of the July 11, 2018 regular meeting as Amended. All in favor. Motion carried. VII. UPDATES/ANNOUNCEMENTS 1. Music in the Park a. The Lion's stage was used for the Saturday evening performances. It was suggested to have just one band play on the final Saturday evening in the future. 2. Fete des Lacs —5/8K Runs & Paddle des Lacs See report under Appearances 3.
