PARKS AND RECREATION COMMITTEE
MEETING MINUTES
Pursuant to due call and notice thereof, the City of Centerville's Parks & Recreation Committee
held a scheduled meeting on November 7, 2018 at City Hall, 1800 Main Street.
Present: Chairperson Kevin Waeghe
Committee Member Kevin Amundsen
Committee Member Chris Bettinger V
Committee Member Heidi Errickson-Grahek
Committee Member Brian Peterson
Committee Member Suzanne Seeley
Also Present: Matt Montain, Council Member Liaison
Mark Statz, City Administrator/Engineer
I. CALL TO ORDER
Committee Member Waeghe called the November 7, 2018 meeting of the Parks &
Recreation Committee to order at 6:37 p.m. in the City Administrative offices.
II. APPROVAL OF AGENDA
Motion made by Committee Member Wae2he, seconded by Committee Member
Amundsen to approve the Agenda with the following additions: #2. Sledding Hill &
#3. Scooters/Motorized Bikes, both under Unfinished Business; #3. Staff Update
under Announcements/Updates. All in favor. Motion carried
III. APPEARANCES/APPOINTMENTS/PRESENTATIONS - NONE
IV. UNFINISHED COMMITTEE BUSINESS
1. Skate Night Planning - January
There was discussion to include the sledding hill as part of Skate Night as was
done in 2018 to introduce the sledding hill as another fun park activity. See the
minutes of the October 10, 2018 for additional details of this event.
2. Sledding Hill
If including promotion of the sledding hill, it was suggested to have some types of
competition, as was previously done, with prizes, i.e. 1st, 2nd & 3rd place medals,
etc. This activity would be promoted as an extra activity, along with Skate Night.
3. Skate Night/Hayride Planning—February

Motion made by Committee Member Amundsen, seconded by Committee
Member Seeley to recommend to the City Council to approve the
expenditure of up to $1,000 towards the cost of the havride plus any
incidentals needed for this activity. All in favor. Motion carried.
4. Scooters/Motorized Bikes
There were concerns about children riding on the streets; discussed to possibly
stencil information on streets &paths for shared usage.
Motion made by Committee Member Wae2he, seconded by Committee
Member Errickson-Grahek to place this topic on the December agenda for
further review, discussion, evaluation and to determine if there should be
changes to the ordinance(s). All in favor. Motion carried.
This motion overrides the portion of the motion dated October 10, 2018 regarding
the Scooters/Motorized Bikes.
V. COMMITTEE BUSINESS (NEW) -NONE
IV. APPROVAL OF THE MINUTES
Motion by Committee Member Wae2he, seconded by Committee Member
Errickson-Grahek to approve the minutes of the October 10, 2018 regular meeting
as submitted. All in favor. Motion carried.
VII. UPDATES/ANNOUNCEMENTS
1. Council Update—Council Member Montain
a. RJ Property & Maintenance is the new contractor for lawn mowing services
for City owned property.
b. Budget was increased by a few thousand dollars.
c. Anoka County Fire Maintenance plan to set up a mobile unit during the Fete
des Lacs, using drones, radio communications, demonstrating equipment and
showcased their unit.
2. P & R Vacancy
The city is currently accepting applications for the position.
3. Staff Update
a. Bayview Villas was approved for 18 units. There is approximately $75,000
value in park fees.
b. Anoka County Regional Park Plan is moving forward, including signage for
the Burial Mound.

c. An email was received from Ms. Leslie Russell, whose daughter, Ellie had
organized her Cub Scout den to pick up garbage at Royal Meadows Park on
Wednesday, Oct 17 at 5:00 p.m.

be used as a record of details, cost, feedback & suggestions, including timelines to
follow, etc.

Motion made by Committee Member Wae2he, seconded by Committee Member
Erickksen-Grahek to adiourn the meeting of November 7, 2018 at 7:35 p.m. All in
favor. Motion carried.
