ECONOMIC DEVELOPMENT AUTHORITY MEETING MINUTES
October 17, 2018
6:30 p.m.
Pursuant to due call and notice thereof, the City of Centerville held a scheduled Economic
Development Authority meeting of October 17, 2018 at City Hall, 1880 Main Street.

I. CALL TO ORDER
President Hanzal called the meeting to order at 6:30 p.m.
II. APPROVAL OF AGENDA
No changes to the Agenda were made.
III. APPROVAL OF MINUTES
Minutes for the September 17, 2018 meeting were not available. No action taken.

VI. OLD BUSINESS
1. Review Master Plan—Damon Farber
Administrator Statz addressed the board, asking if, after having a chance to review the Master
Plan document, there were any questions from the commission. While no specific questions

were asked, discussion ensued on the purpose of the plan, its importance to the downtown area
and the intent of staff to have both the Planning and Zoning Commission and EDA review the
document, which is now over 12 years old.
No action was taken on this item. It will be discussed in further detail at the upcoming joint
meeting of the EDA, P&Z Commission and City Council.
2. Review of Realtor Agreement for City-Owned Properties
Administrator Statz explained that the city is under contract with realtor Mike Brass for its Block
7 and Commerce Drive Properties, but not for any others, including those small parcels in the
downtown area(not on Block 7).
After some discussion of the current marketability and uncertainty of some of the downtown
guiding documents, that it may not make sense to place the smaller properties under contract
with a realtor at this time.
No further action was taken.
VII. NEW BUSINESS
1. Review Concept Plans —Block 7 Downtown
a) Mr. Nathan Gunn - Administrator Statz presented information on a proposed
development of Block 7 as submitted by Mr. Nathan Gunn. Mr. Gunn was unable to
attend the EDA meeting.
A concept plan for constructing 21 attached townhomes on the city-owned property on
Block 7 in the downtown area was presented along with information on anticipated
valuation and proposed purchase price. An additional concept was presented showing 30
attached townhomes if the two remaining homes on this block could be acquired.
Discussion ensued, regarding the Downtown Master Plan and its guidance towards a
French Quarter style architecture and the need for these types of treatements along
Centerville Road in addition to streetscaping and needed street improvements on Sorel
Street and possibly Goiffon. The board was not opposed to the overall layout of the
proposal, but it lacked detail in terms of architecture. The types of homes shown in the
material presented did not appeal to the board for this site, at least not to be fronted on
Centerville Road.
Being that this was a concept plan presentation, there was no official action taken by the
board.
b) Mr. Jim Boo —Administrator Statz introduced Mr. Jim Boo, Mrs. Tracy Boo, and Mr.
Tony Dress, all with High Point Realty. The team gave the board an overview of their

organization and engaged in conversation about possibilities for the site, and the greater
downtown and lakefront area.
There was extensive discussion regarding the look of row homes, French quarter
architecture, price points, townhome markets and the like.
High Point Realty showed some of their recent projects, most of which were townhome
style units. Their preference for the site was the row-home concept, but they were
willing to look at condo or apartment buildings to add density and had done some
projects with a mix of units on them before.
The commission was very pleased with the energy and passion for their work that the
High Point team demonstrated and encouraged them to dig a little deeper into the
numbers to see if the site could work for them.
Being that this was a concept plan presentation, there was no official action taken by the
board.
2. Resolution #EDA 18-07—Call for Special Meeting of the EDA, City Council and the
Planning & Zoning Commission on October 24, 2018 at 7:00 PM or Immediately
Following the Regular City Council Meeting
Administrator Statz explained that, with the sudden interest in downtown, he wanted to get all of
the involved decision making bodies together for a work session.
Motion by Commission Member Weatherhead, seconded by Commission Member Paar to
Adopt Resolution #EDA 18-07. All in favor. Motion carried.
3. Resolution #EDA 18-08 -Accept the Resignation of Mr. Gary Spanier
Administrator Statz stated that Commission Member Spanier had contacted him via phone to let
him know that he did not feel he could continue on the commission, given his current schedule
and business commitments.
Motion by Commission Member Weatherhead, seconded by Commission Member Paar to
Adopt Resolution #EDA 18-08. All in favor. Motion carried.
VIII. ADJOURNMENT
Motion by Commission Member Paar, seconded by Commission Member Weatherhead to
Adiourn the EDA meeting of October 17, 2018 at 9:15 p.m. All in favor. Motion carried.
