HomeMy WebLinkAbout2018-12-04 P & Z Minutes - Approved CITY OF CENTERVILLE PLANNING AND ZONING COMMISSION Pursuant to due call and notice thereof, the Planning and Zoning Commission held its reguto meeting on Tuesday, December 4, 2018 at 6:30 p.m. PRESENT: Chairperson Darrin Mosher Commissioner Mark Haiden IN 0 Commissioner Darrell (DJ) Olson, Jr. Commissioner Ben Fehrenbacher Commissioner Kim Ganzel Commissioner Nick Twohy ABSENT: Commissioner Linda Broussard Vickers STAFF: City Administrator/Engineer Mark Statz Consultant - WSB, Eric Maass OTHERS PRESENT: City Council Liaison Russ Koski L CALL TO ORDER. The meeting was called to order at 6:34 p.m. by Chairperson Mosher. 1. Roll Call- All present except Commissioner Linda Broussard Vickers. II. PLEDGE OF ALLEGIANCE III. APPROVAL OF AGENDA No changes to the agenda were requested. Motion by Commissioner Fehrenbacher, seconded by Commissioner Haiden to Approve the Agenda as presented. All in favor. Motion carried. IV. AWARDS, PRESENTATIONS, APPEARANCES 1. None. V. PUBLIC HEARINGS 1. None. VI. OLD BUSINESS 1. Final Draft Comprehensive Plan a. Density Ranges b. Chapter 3 Land Use Pagel of 3 City of Centerville Planning and Zoning Commission December 4,2018 Administrator Statz outlined the changes proposed to the density ranges for Medium and Low Density designations. The proposed changes were to go back to the ranges proposed in the planning memo from a month ago. These changes are still in line with more realistic projections for the number of new homes at full build-out. Mr. Eric Maass, WSB, was on hand for any questions. The commission was on board with the changes and did not have any questions for Mr. Maass. Motion by Commissioner Fehrenbacher, seconded by Commissioner Haiden to recommend to Council the presented Final Draft Comprehensive Plan as submitted. All in favor. Motion carried. VII. NEW BUSINESS 1. Code Amendment Discussion a. Chapter XX—Drone Ordinance Administrator Statz stated that the North Metro Telecommunication Commission consulted with their attorney who drafted the presented sample drone ordinance. Lengthy discussion ensued regarding regulations of these devices, permitting, licensing, what other city's policies were available and whether the League of MN Cities had a sample ordinance. The Commission took no action on this item and directed staff to bring back information as requested. 2. Set Date for January Regular Meeting due to the New Year's Day Holiday a. Tuesday, January 8, 2019 Suggested Administrator Statz stated that New Years' fell on their regularly schedules meeting date and January 8, 2019 was suggested. Motion by Commissioner Fehrenbacher, seconded by Commissioner Olson to Re- schedule the Commission's Meeting for Tuesday, January 8, 2019 commencing at 6:30 p.m. or shortly thereafter. All in favor. Motion carried. 3. Set Date for Joint P & Z/EDA Meeting for Downtown, Block 7 Presentations a. Wednesday, January 16, 2019 Suggested Administrator Statz stated that the EDA will be meeting on January 16, 2019 and it may be desired to make this meeting a Joint Session to discuss the Downtown, Block 7 issues. Motion by Commissioner Fehrenbacher, seconded by Commissioner Olson to Schedule the EDA Meeting of January 16, 2019 as a Joint Work Session with the P & Z Commission. All in favor. Motion carried. Planning & Zoning Commission September 4, 2018 Meeting Minutes Chairperson Mosher provided an opportunity for members to make modifications. Motion by Commissioner Fehrenbacher, seconded by Commissioner Ganzel to Approve the September 4, 2018 meeting minutes as presented. All in favor. Motion carried. 2. Planning & Zoning Commission October 2, 2018 Meeting Minutes Chairperson Mosher provided an opportunity for members to make modifications. Motion by Commissioner Fehrenbacher, seconded by Commissioner Twohv to Approve the October 2, 2018 meeting minutes as presented. All in favor. Motion carried. 3. Planning & Zoning Commission November 13, 2018 Meeting Minutes Chairperson Mosher provided an opportunity for members to make modifications. Motion by Commissioner Fehrenbacher, seconded by Commissioner Haiden to Approve the November 13, 2018 meeting minutes as presented. All in favor. Motion carried. IX. Announcements and Updates 1. Council Member Liaison Council member Koski gave a brief update of recent council activity. X. ADJOURNMENT Motion by Commissioner Haiden, seconded by Commissioner Twohv, to adiourn the meeting at 8:37 p.m. All in favor. Motion carried. Page 3 of 3
