TITLE OF ISSUE:
Gaga Ball Pit
BACKGROUND AND SUPPLEMENTAL INFORMATION:
For quite some time, the committee has considered the purchase of a Gaga Ball pit for installation at LaMotte
Park. The pit would be portable and would be placed in the hockey rink during the summer and stored inside
over the winter. Public works has the following concerns:
- Many sources now recommend a fall zone around the outside of the pit, similar to playground equipment. This
would not be provided inside the rink and building a pad for the pit with a fall zone, outside the rink would be
cost prohibitive.
- The portable pit may be stolen. Anchoring the pit is not desired, due to damage to the cement in the rink.
- Will the pit be used, due to the need for a larger group of people to play the game and the need for a ball,
which would not be made available at the park?
COST AND SOURCE(S) OF FUNDING: Costs to be determined after decisions regarding
installation are made.
REQUESTED ACTION:
Motion to direct staff on next steps for Gaga Ball Pit pricing research.
or Motion to remove Gaga Ball Pit from list of desired improvements.

Pursuant to due call and notice thereof, the City of Centerville's Parks & Recreation Committee
held a scheduled meeting on January 2, 2019 at City Hall, 1800 Main Street.

1. CALL TO ORDER
Committee Member Chair, Kevin Waeghe called the January 2, 2019 Meeting of the
Parks & Recreation Committee to order at 6:37p.m. in the Council Chambers. Results of
the roll call are shown above.
II. APPROVAL OF AGENDA
Motion made by Committee Member Wae2he, seconded by Committee Member
Amundsen to approve the Agenda with the following additions: add #2 under New
Business — Centerville Community Volunteer Opportunities and add #2b under
Announcements/Updates —IM All in favor. Motion carried

IV. UNFINISHED COMMITTEE BUSINESS
1. Parks & Trails Park Plan—Assistance Proposal
Motion made by Committee Member Amundsen, seconded by Committee
Member Wae2he to recommend to the City Council to approve of the $5,000
expenditure from the city budget for the Parks & Trails Park Plan assistance
proposal. This motion supersedes the motion made on December 5, 2018,
which the P & R Committee was not in favor of the $5,000 expenditure at
that time. All in favor. Motion carried.

2. Skate & Sled Night —January 19, 2019 from 6pm to 9pm at Laurie LaMotte
Park. Finalize event details & volunteer list:
Supplies: Committee Member Amundsen will purchase the remaining supplies
needed: hot chocolate mix, graham cracks, Hersey chocolate squares &
marshmallows, cups, etc.
Advertising: Flyers to be distributed; information in Friday Flash, Facebook,
Twitter, City Website, Sandwich Board and Reader Sign in front of the City
Offices.
Flyers: Committee Member Waeghe has finalized the flyer for this event. The
sledding activity will have distance contests with prizes for the winners. Flyers to
be placed in various businesses, daycares, gas stations, etc. throughout the area.
Music: Committee Member Peterson will contact Mr. Tom Lee to request his
assistance with setting up the equipment for the music.
Bonfire: Old skids will need to be picked up
Volunteers: Most of the other committee members plan to volunteer. Additional
volunteers will be needed. Committee Member Waeghe has reached out to the
Police and Fire Departments to request some volunteers. Committee Members
Peterson and Waeghe are unable to attend and help at this event due to other
obligations.
3. Skate Night& Hayride—February 9, 2019
The City Council approved the increase of $300, from $1000 to $1300 as
requested at the December 5, 2018 P & R meeting. The deposit of$100 has been
sent to Bunker Park Stables. Committee Member Errickson-Grahek was not at
the January meeting, so it was unknown if she was able to find a less expensive
alternate. Because the next meeting is on February 6�h, just 3 days prior to this
event, any new information will be looked at for the 2020 event.
Final planning for these events will be completed at the February 6th P & R
meeting.
V. COMMITTEE BUSINESS (NEW)
1. Anoka County Parks' Single Track Trail Grant Application
Anoka County Parks is requesting a letter of support from the City for a grant
application to construct a number of "Single Track" trails in the regional park
adjacent to Centerville. These trails are for mountain bike and fat tire bike riders and
have become increasingly popular in recent years. A map of the proposed trails is
available at the City offices.
Motion made by Committee Member Seeley, seconded by Committee Member
Peterson to recommend to the City Council to issue a letter of support to Anoka
County Parks for their grant application to construct Single Track Trails in the
Rice Creek Chain of Lakes Park Reserve. All in favor. Motion carried.

A list of proposed volunteer opportunities was distributed to the committee members
and information was also included with the quarterly utility bill.

approve the Minutes of the December 5, 2018 regular meeting with the following
corrections: under IV. Unfinished Business #2, 2nd motion change spelling

under VII Updates, #4, add a space between n & G (Rain Gardens); under

Deb, We have begun planning for Centerville's annual Fete des Lacs celebration. Attached is the special permit
application for the 5K and 8K runs. The date and time are July 20th 7:30 to 8:30 A.M.
We know that this request requires an insurance certificate. That will come from the City Clerk about a month before
the event.
As in prior years, if some one else wants to reserve park facilities that should not present a conflict with this use.
As a matter of full disclosure; This run is a Centerville Parks and Recreation Committee event. I am not a committee
member, but I am a volunteer with that committee. I have the City Staff on the Cc line for coordination.

Special use permits are required for, and not limited to, the following activities in accordance with the Ordinances
Regulating Parks in the Anoka County Park System:
° Food Trucks' Concessions, Grills ° Fishing Contest ° Public Meetings
° Dunk Tank ° Orienteering Events ° Assemblies
° Game/Carnival Activities ° Pony/Carriage/Hay Rides ° Worship Services
° Canopies/Tents ° Fireworks ° Entertainment
° Sound Amplification ° Photography& Movie filming ° Parades
° Inflatable Devices ° Open Flames ° Demonstrations
° Race/Walk/Bike Events ° Over Capacity ° Over Night Vehicle Pa/king
Notes:
These activities are only permitted atspecific locations, not all sites can accommodate these activities. Please make sure
that you obtain permission for specific activities in designated parks prior to booking your event.
° An administrative fee of $25.00 (+tax) is required for processing each special use permit, once approved.
° Additional fees may be required for special use permits including, but not limited to, tents, maintenance or other
special requests.
° State Statute 1154.151 requires all public park agencies torecycle. Containers are provided throughout the facilities
for bottles, cans, and paper. Please encourage your guests torecycle.
° Acertificate of liability insurance is required for all inflatable devices,- dunk tank, race/walk/bike, pony/carriage/hay
rides, game/carnival activities, fireworks and movie filming. Insurance requirements include, but are not limited to,
comprehensive general liability inthe minimum amount of $1'000'000per occurrence, $1'000'000general aggregate,
$1'000'000food product liability per occurrence (if applicable) and fire/property damage inthe amount of $1'000'000
per occurrence. The required insurance certificate must name the County ofAnoka, 2100']/dAve, Anoka, IVIN
55]0]' its officials, agents, employees and volunteers as additional insued�. Acopy ofthe Certificate of Insurance
that verifies such insurance is in full force throughout the term of pe/mit' and must be submitted tothe Anoka County
Parks and Recreation Department administrative office two weeks (14 days) prior tothe scheduled event. Failure to
submit the Certificate of Insurance two weeks prior tothe event will result in cancellation of the Special Use Pe/mit'
