Home My WebLink About2019-02-06 P & R Minutes - Approved CITY OF CENTERVILLE PARKS AND RECREATION COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, the City of Centerville's Parks & Recreation Committee held a scheduled meeting on February 6, 2019 at City Hall, 1800 Main Street. Present: Committee Member Kevin Amundsen Committee Member Chris Bettinger Committee Member Brian Peterson Committee Member Suzanne Seeley OPT@ Also Present: Michelle Lakso, Council Member Liaison Paul Palzer, Maintenance Absent: Committee Member Heidi Errickson-Grahek Committee Member Kevin Waeghe Mark Statz, City Administrator/Engineer I. CALL TO ORDER Committee Member Vice-Chair, Kevin Amundsen called the February 6, 2019 Meeting of the Parks & Recreation Committee to order at 6:37p.m. in the Council Chambers. Results of the roll call are shown above. II. APPROVAL OF AGENDA Motion made by Committee Member Peterson, seconded by Committee Member Seeley to approve the Agenda with the following additions: add #2 under Committee Business — Kiosk Si2na2e and add #6 under Announcements/Updates Resignation of Committee Member Amundsen. All in favor. Motion carried. III. APPEARANCES/APPOINTMENTS/PRESENTATIONS—Mr. Pat Branch Please see 42 under Announcements/Updates IV. UNFINISHED COMMITTEE BUSINESS 1. GAGA Pit—Mr. Paul Palzer The pits are plastic and come in 24", 30", 36" & 42" heights. The committee members are interested in a 20' diameter at a cost of $1760. This would be placed in either Laurie LaMotte Park or McBride Park. Mr. Palzer will further investigate this issue &report back at the March meeting. 2. Skate Night/Hay Ride 2-19-19 City of Centerville Parks&Recreation Committee February 6,2019 • Additional pallets are needed which will be provided by Mr. Tom Lee. • Volunteers to meeting at 4:00 pm —Committee Members Amundsen, Peterson and Seeley. This event could use additional volunteers 3. Volunteers/Donations from Police & Fire • Request that staff send Thank You notes to the Police and Fire Departments for their assistance/donations at/for the Skate Night/Hay Ride. 4. Alternate Resources for 2020 Hay Ride—Ms. Errickson-Grahek • Due to the unexpected increased cost from 2018 to 2019 for the Bunker Hills Stable Hay Ride, it was previously suggested that the Committee investigate other options for 2020 and have alternatives available for the Committee members to review in advance of the 2020 event. Tabled to the March Meeting. 5. P & R Event Worksheets/Booklet—Ms. Errickson-Grahek • This project was tabled to the March Meeting. 6. Special Event Permit Application—Fete des Lacs 5K, 8K, Kids Runs 7. Special Event Permit Application—Fete des Lacs Paddle Event Motion made by Committee Member Bettinger, seconded by Committee Member Seeley to recommend to the City Council to approve both of these Special Event Permit Applications for the Fete des Lacs Runs and the Paddle Event. All in Favor. Motion carried. V. NEW COMMITTEE BUSINESS 1. 2020 Music in the Park Mr. Tom Lee has scheduled the bands for the 2020 Music in the Park. An updated report should be available within the next few months. 2. Kiosk Signage Committee Member Amundsen stated that these need to be updated ASAP. This issue will be tabled to the March Meeting. IV. APPROVAL OF THE MINUTES The approval of the January 2, 2019 minutes were deferred to the March meeting due to some that did not have a hard copy of the minutes. Review of January 19, 2019 Skate & Sliding Night There was a low turnout due to the cold weather. No music was provided. 2. Fete de Lacs Runs Committee Update - Mr. Pat Branch Fete des Lacs —5K/8K/Kid Runs & Paddle des Lacs: • Registration fees: online $25 per person or race day $30 per person and Maximum Family fee: $50; • Midwest Events.com will be taking online registration; there will be a live timer; • All special event permits have been submitted (see above for city applications) • Article will be submitted to the Citizen by Mr. Branch • Logo contest — Mr. Branch is waiting for callback from the high school for their participation. • Grade schools to be given information to distribute • Rent or borrow kayaks/canoes (Kerrie has 16 single kayaks for rent) • A Management Plan was submitted for these above events: Part 1 —Safety/Traffic Emergency Communications Plan Part 2—Volunteer Plan/Manager Part 3 —Course Manager Part 4—In the Park Manager Part 5 —Registration & Timing Management Part 6 —Kids Run Part 7 —Race Director or Race Coordinators 3. Fete des Lacs —Committee update—Mr. Peterson Committee Member Peterson reported that the Fete des Lacs Committee was considering options to select a Grand Marshal for the parade. 4. Council Updates —Council Member Lakso a. Committee Members welcomed Ms. Michelle Lakso to the position of Council Liaison with the P & R Committee. b. Ms. Lakso will take a look at the City website (16-026) & bring her suggestion for discussion at the March meeting. 5. Staff Updates —The following items were tabled to the March meeting due to the absence of Administrator Statz a. Interpretive Signs in Hidden Spring & Trailside Parks; b. Ice Skating Rink—ideas for improvements & cost savings/efficiency; Page 3 of 5 City of Centerville Parks&Recreation Committee February 6,2019 c. More communication/coordination between the P & R Chair & City Liaison; d. Potential for Centerville Farmers Market,possibly at elementary school on Thursday evenings during August to September; e. City Wide Garage Sales (Spring & Fall ??); f. Provide food trucks during water ski shows 6. P & R Vacancy The city is continuing to accept applications for the position. 7. Resignation of Committee Member Amundsen Committee Member Amundsen tendered his resignation to the P & R Committee Members. He stated his service had begun 14 years ago and he has other opportunities to now pursue. He stated that he would like to see the park trees trimmed & suggested applying for a FEMA Grant for a new Tornado Shelter or modifying the existing warming house. 8. Centerville Community Volunteer Opportunities A list of proposed volunteer opportunities was distributed to the committee members and information was also included with the quarterly utility bill. It was suggested that committee members review it and bring their ideas to present at the March meeting. VIII.
