Skate Park Evaluation
BACKGROUND AND SUPPLEMENTAL INFORMATION:
Attached is an email correspondence with a representative from the Tony Hawk Foundation. They are a
non-profit that advocates for public skate parks. Based on this feedback from a neutral source, we are looking
for direction from the committee on next steps.
It would be staffs recommendation that we do the best we can to maintain our existing equipment and work to
incorporate the replacement of the equipment with a poured concrete park into our Capital Improvement Plan in
the next few years. Staff would work with the committee to develop a rough design and cost.

Great question. As far as I know, there aren't many skatepark equipment safety inspectors out there, if any.
Now, the fact that we're talking about "equipment' and not about concrete tells me that no matter the condition,
your town is likely on the path to needing a new contemporary concrete skatepark sooner than later. Even new
prefabricated structures (of which there are only a few manufacturers left doing that style) only last a number
of years before the expansion and contraction of weather and high use beat them to a point of being unsafe.
Most municipalities and advocacy groups reach out to us when they get word that their skatepark is dangerous
or might be torn down soon. It's at that point that the take advantage of our free guidance and grant funding to
work toward a proper concrete skatepark to replace the old style one.
Now, you can reach out to a prefab manufacturer if you can find one to survey your park, but they will
absolutely try to sell you on replacing or repairing. This ends up being a relatively sunk cost, as they will just
need to be repaired or replaced in a number of years,probably 3-10 in that weather. Even with their fancy
warranties, we don't suggest this route. The definition of skatepark in our book does not include prefabricated
or precast. These days it's concrete only.
Anyway, we're happy to help in that realm if you want to work toward a new skatepark project. But I don't
want to over sell you on something you may not feel you need yet. But seeing as a skatepark project takes 2-4
years to materialize, it's worth considering it now- especially if the local constituency is about to lose some or
all of their ramps.
You can send some pictures to me and I can tell you how it looks, but ultimately it's up to you. If there are
screws coming up, approach plates (plates at the bottom where the ramp joins the ground) sticking up, rust,
holes, etc.. It's time to start thinking about a proper replacement for your well used recreational infrastructure.
It will get much better use when it is a contemporary design made of concrete, as we've seen.

Management Plan - Fete des Lacs 5K/ 8K Run
There are five (5)parts to this plan, Safety, Course Management, Registration and
Timing, Park Management, and Volunteer Management. Each of these 5 parts should have
leader. Safety falls under the domain of the Centennial Lakes Police Department assisted by the
Anoka County Radio Club. Each of the other main areas of responsibility will require a Park and
Rec Committee Volunteer.
Recruiting sponsors and marketing the events are also key elements to a successful Fete
des Lacs. Starting in 2018, these two areas have been accomplished by the Fete des Lacs
Planning Committee and overseen by the City Staff. That worked very well in 2018 and
therefore are not included in this plan/
Part 1 Safety/ Traffic/Emergency Communications Plan (CLPD & ACRC)
Through the 10 year history of this event, we have enjoyed outstanding support from the
Centennial Lakes Police Department, Centennial Fire Department, and the Anoka County Radio
Club.
During the 2018 Fete des Lacs we observed increased traffic on LaMotte drive about the
time of the Run start. We had moved the start time earlier by 30 minutes; which did not reduce
the traffic conflicts. We have always had the potential for traffic issues at key intersections.
However, with the presence of a uniformed police officer there has never been an issue.
With that background here are the principle elements of the Fete des Lacs 5K/8K Run
Safety/ Traffic/Emergency Communications Plan
A. Call 911 in the event of serious accident, violence of any kind, or potential threat of
violence or public disruption.
B Call 911 in the event of a medical emergency. Volunteers assisting the announcers and
timers will be instruction to watch for signs of heat exhaustion or other medical issues. The goal
is to physically hand every runners /walker a bottle of cool water at the water stops and the
finish line.
C. North Memorial Ambulance Service will be on call and located as coordinated by the
CLPD.
D. The Anoka County Radio Club supports this event with emergency and routine
communications. Station a ACRC volunteer with the Race Director and at each location where
we have an CLPD officer, at each water stop, at the entrance to Rice Creek Chain of Lakes
Regional Park(RCCLRP) and at the 5K Turn Around. ACRC volunteer will keep their network
informed as to the nature of all emergencies and of the routine flow of runners and walkers
progress.
E. Beginning in 2019: Set up Registration and hold runners in the grassy area south of
the LaMotte Parking lot entrance. This should move runners out of, or at least reduce runners
presence, on LaMotte Drive as traffic approaches the parking lot.
F. Place a CLPD uniformed officer and patrol car on LaMotte drive at the top of the low
hill. Officer to instruct drivers to proceed with caution and to expect pedestrians to be on the
roadway. Hold this position from 07:00 to 07:30 (Race Start)
G. Position a uniformed officer at the following intersections from 7:15 to 7:45: Heritage
and entrance to St Gen's Parking Lot(5K/8K split),Heritage and Centerville Road, Centerville
Road and St Gen's Parking Lot(Meadow Lane),
H. CLPD and CLFD will maintain a watch officer in LaMotte Park during the event to
include the kids run. (07:00 - 09:30 hours)
L Parking Two Locations :LaMotte Park and St Genevieve Education Center
After 7:15 direct Run event parking to St Genevieve Education Center
B Local Residents Traffic
Enable free flow of local traffic
C. Fete des Lacs Traffic. Permit free access to LaMotte Park outside of the 15 minutes
of LaMotte Drive road closure. Hold traffic short of 5K/8K split 7:20 to 7:35
D. Runners will be in the street for the race start 7:30. Returning runners will be directed
to the trail alongside LaMotte Drive. However, we must be prepared for runners taking to the
road. May not be our intention, but it will happen.
E. Key Intersections.
Every effort has been made to eliminate critical intersections. Remaining
intersection of concern are 1) 5k/8K split (LaMotte Drive and Heritage). 2)Centerville Road and
St Gen's driveway. Runners approach but should not enter Centerville Road. 3) Main Street and
entrance to Rice Creek Regional Park.
Part 2. Volunteer Plan/Manager
Volunteers are the key element to a successful Fete des Lacs event.. Attached is a
detailed volunteer plan. The volunteer manager should review and update this specific plan.
Before the event, assign specify duties to specify individuals. All volunteers will want to know
what their job is and how they should conduct themselves.
a, Sources of Volunteers. The first layer of volunteers is the Park and Recreation
Committee members. About 30 volunteers are necessary. The Anoka County Radio Club
(ACRC)has been an excellent source of volunteers. Other volunteers may be recruited form the
local Boy Scouts, Centenial High School chapter of the National Honor Society and the general
public.
b. This is not a difficult job,but it is essentially important.
Part 3. COURSE MANAGER
The Course manager is responsible for:
1) Laying out or modifying the courses for both 5 K and 8K runs.
2) Setting up the course and posting the Red Arrow Signs on the Thursday of Fete des
Lacs week. Allow at three(3)hours for this task. Setting up the course alone has taken me as
much as 4 hours. A bicycle with a trailer, 4-wheeler, or gulf cart is very helpful;
3) Check the course again on race day to reset signs moved or changed by vandals or
weather.
4) Setting up the Water-stops. Work with the Water-stops volunteers, ensure they have
adequate water, a table and trash/recycle bins/bags.
A. 5K Course
See attachment 1 for 5K map. The 5K course is a simple out and back track using
a common start and finish line with the 8K run. This course is not UST&F certified. The 5K
course begins on LaMotte Drive and enters the trail system off Heritage St. at the first left turn
from the Heritage onto the trail systems. The 5K turns left at Main Street staying on the trail and
continues to the entrance of Rice Creek Chain of Lakes Regional Park(RCCLRP). The course
turns left, staying on the trail, to the 5K Turn Around point. This point must be clearly marked
with signs and manned with one or more volunteers. The return leg follows the same course in
reverse. Care must be taken to clearly mark all turns. Turns should be supported with one or
more volunteers. With the exception of the start, the course stays on the City or County Trails.
This is particularly important on the final leg to the finish line. The course is on the trail and not
on the road. This is an important item on our safety plan.
B. 8K Course
See attachment 1 for the 8K Map. The 8K course is more complex
than the 5K run. This course is not UST&F certified. The 8K course begins on LaMotte Drive
continuing on Heritage St. The attached map shows the course as continuing on Heritage St
turning right on Centerville Road. I prefer to make a right turn from Heritage into St
Genevieve's Community Center parking lot. For either option the distance is the same. Both
options enter the City Trail System just south on the entrance to St Gen's parking lot off of
Centerville Road. The 8K course goes through LaMotte park using the existing trails and exit the
park entering the County park in the Southwest corner. (See Attach 1) The 8K course continues
through RCCLRP staying on the trails. Some runners may think they can shorten the course at
the beach parking lot. I have run and measured every possible options. No matter how they run
that section - the distance is the same. However, mark the course as staying on the trail. As the
8K runners approach the park gate(staying on the trail) they will see the 5K Turn Around. From
that point, both runs follow the same course. Care must be taken to clearly mark all turns.
Turns should be supported with one or more volunteers.
However, there are some critical intersections:
1) 5K and 8K split
2) Entrance to LaMotte Park off of Centerville Road (St Gen's Parking lot) The course
goes through LaMotte Park,
3) Centerville Lake Beach
4) Turn out of the County park on to the Main Street Trail
5) Turn from Main Street at Cornerstone Park and
6) Final turn on to Heritage st/lMotte Drive (keep them on the trail). (Believe it or not
we have had runners miss the turn to the finish line)
C. Start and Finish Lines The start and finish lines for both 5k and 8K runs are the
same locations. We start the runs in the street to give the runners room to separate out. If we do
not start in the street, it will be a major chock point. The start and finish points, (marked with
green paint) are at the storm water drain about 50 feet north of the LaMotte Parking lot entrance.
Before we line up to start the race we are going to try and hold the runners just south of
the LaMotte Parking Lot entrance. The goal here is to reduce the crowd in the street when cars
are trying to come down LaMotte drive and enter that parking lot.
The 2019 Fete des Lacs theme is "Tribute to the Troops". It keeping with that theme and
as effort to better mark the finish line, I want to put up a final corridor or fish line chute leading
the runners into the finish using the flags of the five military services.
D. Water stops Locations and setups
We use two (2)water stops. One in or near the Centerville Lake beach and the
other near the site of the former Waterworks nightclub. The goal of the water stops is to offer
every runner access to water. This is a major safety item. We use small or 8 oz. bottles. This
is a bit more expensive that buying water in larger quantities, however, the connivance to the
runners and volunteers is worth the expense. The plastic water bottles are recyclable. Handing
the bottle to the runners reduces the need for cups, filling the cups, and picking Parkin,at Laurie LaMotte
up the cups. The water in the small bottles are easy for the runners to drink. Which means the
runners drink more water, which is important for their safety. Some runners will carry the small
bottles for a considerable distance. We need to beware of that fact to ensure we are leaving a
clean course.
Two volunteers or more are needed at each water stops. The lead water stop
volunteers should take prime responsibility for ensuring they have adequate tables and water.
E. Signage
Route signage: Posting the route signs is the responsibility of the Course
Manager.
A) Red Arrows: We have been using Red Arrows to guide the runners for
the past several years. Use a Red Arrow at every cross roads or paths. Never assume that the
route is obvious. If it is physically possible for a runner to make a wrong turn - someone will.
Put a Red Arrow just past an intersection.
B) Mileage markers. Runners will want to see mile signs. They need to
be as accurate as possible. Many experience runners will use these mile signs their pace.
C) 5K Turn Around. This is a critical point. It must be accurate. I
marked this point and the mile markers in 2018 with bright green duck tape held in place with a
large roofing nail. I would not expect the tape to still be there, but the nails should be.
D) Stay on the trail signs. We have several "Stay on the Trail" signs. The
runners may ignore our signs but we should use them at every place the course transitions (or
could transition) from a roadway to a trail.
Part 4. In the Park Manager
This is a position filled by Chris Bettinger for the past several years.
A)Park Signage: Signage in the park is a responsibility of the park manager working
with the registration team.
B) Registration signs - We have several signs to indicate registration tables etc.
C) Food Table: Wiseguys Pizza(assuming they continue as a sponsor)has a large sign.
Get this sign and put it in from of the food area. This has been part of our agreement with
Wiseguys, however their drivers frequently forget the signs. Pick up their sign a few days earlier
and take the extra step to ensure their name is displayed.
D) Finish Line Set up Set up a welcoming finish line or finish line chute. To be in
compliance with the 2019 Fete des Lacs theme of"Tribute to the Troops", my proposal is to use
the flags of the five military services. Set the flags on either side of the trail (not the
street)spaced about 20 feet apart creating a 100 foot chute leading to the finish line. Coordinate
with the Course Manager as this finish line set up is an overlapping element of your
responsibility areas.
E) Park Layout. Determine and make with appropriate signage the following
1. Participant Parking
La Motte Park. Park cars in LaMotte Park until the lot is full or 7:15. We may
have to coordinate with the Lions. They may need a row of parking for their set up. Runners
cars will be out of the park by 9:30 or 10:00
St Genevieve Education Center. Divert cars to St Gen's Education Center after
7:30.
2. Registration Tables Local. There are a couple of areas where the registration table and
food tables can be set up. When making that selection keep in mind that we want to separate the
runners and the traffic entering LaMotte Park before the event.
3. Food and Water distribution. Get the sign from Wiseguy Pizza and set it up where it
will draw the runners to the food distribution point.
4. Finish Line Water. Take responsibility to assign volunteers to offer water to each
finish as the cross the finish line. This is an item in our safety plan. We want all runners and
walkers to have ready access to water as they finish. Remember that the finishers most likely in
need of water or medical assistance are those who finish between the middle of the pack and the
final walker.
Part 5. Registration and Timing Management
A) Event Announcer. Hopefully D. Love, Centerville City Council Member will
continue to volunteer as the event announcer. This is not an easy task and requires assistance on
identifying the runners and using their bib numbers looking up their names. The Event
Announcer will need from 2 to 4 assistants. Locate assistance sufficiently down the course to
observe and call in the runners bid number. A second set of volunteers will then look up the
runners name on the registration roster and pass that information to the Announcer. This is not a
difficult task, but it does required a dedicated team effort.
B). Registration support requires a team of 4 volunteers. The lead registration
volunteer's duties begin on Thursday of Fete week. Midwest Events (midwestevents.com) does
on-line registration. Midwest Events will provide a soft copy roster of early registrants when
ever it is requested but generally on the Thursday before the event. Registration Manager will
need to assign bib numbers to these runners. Best to do that prior to race day.
Q. Race Day Registration: Set up a table with 4 stations: Pre-register, 2 same day
registered, and t-shirt distribution. This job requires 4 or more volunteers form 6:30 to race start
time of 7:30. Apple Academy volunteers will take over the registration function for the Kids
run about 7:30 until 9:00.
1). Pre-Registered Runners: Simply look up the runners names, hand them their bib
numbers and usher them to the t-shirt distribution point.
2). Race day registrations:
2a). All participants must fully fill out the registration form and sign the waiver
form. This is important for legal and insurance reasons. The information on the form identifies
the runners - crucial information in case of an personal injury accident. The email address
enable us to communicate with the runners regarding race results and announcing future events.
2b) Assign bib numbers and usher the runners to the t-shirt distribution.
2c) The runners name, bib numbers and identify information must be accurately
transferred from the runners registration forms to the master roster. That roster must be provided
to the announcer, the timers team, and the race director. Failure to do this step accurately
impacts the ability to recognize the runners and to post race results.
3d). Collect the $30 Race Day registration fee.
3). Kids Run Registration: Apple Academy volunteers will take the lead in race day
registration for the Kids Run. It may be a good idea to assist them with registration if a family
wants to register their children before 7:00 A.M. Follow the same procedure for the Kids run.
There is no fee for the Kids Run.
D). Timing. The race will be timed by a professional timer. For 2019 we are negotiating
with Nissa Larson, RunningVentures.com to provide this service. She will need a team of
assistants. The timer will need two assistants, one to read the runners bib number the other to
enter that bib number into the computer as the runner cross the finish line.
Water for the Runners. By Race Directors Policy - offer a bottle of water to each runner
as the cross the finish line. This can be a major safety issue depending on the weather and the
runners fitness level.
Park 6. Kids Run
The Kids Run is a free event fully sponsored by Apple Academy of Centerville .
The Kids run has always been a fully sponsored event. Creative Kids and Metro Dance
previously sponsored this event. Apple Academy in Centerville is the current sponsor and
hopefully will agree to continue sponsoring this event. They do a great job and provide a
valuable enhancement to the community.
Apple Academy staff organizes, manages, and is fully responsible for the Kids Run event. They
provide registration, volunteers, awards for all the kids, and event supervision on race day. This
is not a timed event. All the participants are winners. There are no results to be posted.
Currently the event is limited to 100 young athletes, 10 years old or younger. The event is open
to all participants within that limit. The children do not need to be Apple Academy students nor
necessarily reside in Centerville.
As the overall Run Event Coordinator, representing the Centerville Parks and Recreation
Committee, we:
1. Coordinate with Apple Academy to ensure they have the support they need
2. Provide and set up the course within LaMotte Park,
3. Include Apple Academy in any news article or other efforts to promote Fete des Lacs
4. While it is not a requirement, assist with procuring children sized event t-shirts
Part 7. Race Director or Race Coordinators
This not a standalone event. We do not do it All. This is one event of Fete des Lacs.
Fete des Lacs is an annual celebration with many events. Coordination between these events and
with the City Staff and local first responders occurs through the Fete des Lacs Committee. Fete
des Lacs is a joint activity between the City and the Centerville Lions.
The following is a list of responsibilities performed by the City and are not covered in this
management plan:
1. Insurance
2. Trash and Recycling services
3. Portable toilets.
4. Solicitation of Sponsors (with a couple of exceptions - Apple Academy and Wiseguy
Pizza)
5. Website development
6. Social media
7. Advertisements
8. First Responders (Police, Fire, Emergency Medical)
9. Communications (Anoka County Radio Club
Race Director or Coordinator responsibilities include: (So if we have assigned away so many of
our responsibilities -what do I do?)
1. Fete des Lacs Planning Committee member- Insure Run is fully coordinated with the
City Staff and the Lions Club)
2. Oversee and assist the managers listed above
3. Apply for required permits with the City, County, and Sheriff(when needed)
4. Arrange for the professional timer. Ensure they have the support they need
5. Insure website developer and others have correct information
6. Procure the event t-shirts

Waterski Show- Vendors
BACKGROUND AND SUPPLEMENTAL INFORMATION:
Attached is email correspondence with a local food truck vendor. You'll see his thoughts on a number of
opportunities this summer. Staff is looking for feedback on creating a city-led event on Thursday nights, in
conjunction with the Waterski show. Discussion should be had on scope, location, volunteer staffing,
promotion, etc. Based on the feedback in the attached email, staffs thoughts would be to try to have one food
truck and a handful of vendors selling arts/crafts and perhaps farmers market goods at Cornerstone Park(see
attached sketch). We would need one volunteer just to coordinate the set-up and ensure clean-up. The show
starts at 7 PM, so staff is suggesting a 5:00 set-up for the food truck and vendors (there's also lots of traffic at
that time, so we are hopeful we can attract passers-by. Vendors will have the option of shutting down at any
time after 7 PM, but we think there will still be interest once the show starts.

Hi Mark! Thanks for all of the information! Here are my initial thoughts:
Music in the Park: 50-75 people is a tough sell for a food truck. Having Lamotte Park right there COULD help,
but honestly youth sports events like T-ball aren't always a good draw for food trucks (experience has been that
young families are looking for cheaper options, and food truck margins don't allow for us to come down in
price). I'd certainly be willing to discuss and see if we could find a way to make it profitable for a
truck. There's almost always a way.
Fete de Lacs: While I haven't attended any of the events during Fete de Lacs (food truck life doesn't allow me to
attend many events during the summer), I'm definitely aware of the magnitude of it. I live in Blaine and my
truck is based out of Grundhofer's in Hugo, so I drive Main street to and from work every day. Fete de Lacs has
always looked a like a very fun week. Revenue sharing is becoming a bit of a dirty phrase in the food truck
industry; more and more events seem to see us as a way to generate additional revenue for them, rather
than recognizing us as something that will draw more people to the event. As a general rule, I(and many other
trucks) tend to avoid events where we're asked to pay a fee or a percentage of sales. That being said, I'm a big
fan of the Lions. I have no desire to encroach on their sales, and I'm more open to donating a percentage of sales
to a good cause such as theirs than I would be if the money was just going to an event organizer. I'd be willing
to discuss it, although my truck does have some overlap with the Lions trailer(burgers comprise about 50% of
our overall sales), so I would want to make sure that we can find a mutually beneficial arrangement in that
regard. Overall, I think you could definitely attract some quality trucks to an event like this, depending on
estimated attendance and such. I'd love to discuss in further detail.
Bald Eagle Waterski Shows: I've driven past these more times than I can count! Unfortunately, I've never been
able to stop and watch. It does seem to draw a fairly large crowd. I'm not sure how Marketfest impacts this; is
attendance much lower during Marketfest? Also, if your expected attendance is 150-200, I would recommend
sticking with one truck. Generally speaking at something like this, roughly 40% of attendees will order food
from a truck. If you draw 200 people, this means about 80 will eat. Most trucks would prefer at least
somewhere between 80-120 sales for any event during the summer(most of us can handle anywhere from 75-
100 people per hour at max capacity, so there really isn't a concern about not being able to keep up, either). I'd
be very interested in giving this a shot if it's one truck; if you choose to expand to 2, I'd be a little more hesitant.
Overall, I think you've got some solid opportunities here, and I'd be happy to do what I can to help them be
successful from a food truck standpoint. My goal is ALWAYS to provide a solution that's beneficial for
everyone involved. I look forward to working with you toward that end. This week is a bit insane for me, as I
have a big event this weekend that I'm prepping for, but I'd be happy to discuss in person or over the phone next

We are looking to add some food trucks to our summer events this year. Our city is new to hosting food

This is our annual city festival. There are a multitude of events, so this will take further discussion. The event
is co-sponsored by the Centerville Lions. The Lions typically have a food trailer set up with the basics: hot
dogs, hamburgers, etc. While they are concerned with adding food trucks, fearing a loss of revenue for their
food trailer, they have been open to discussions, especially if there was some sort of revenue sharing
agreement (maybe the Lions get 10% of your sales, or something of that nature).
Attendance: Varies for each event
Food Trucks: TBD, but thinking of having 2 or 3 for the Saturday/Sunday portion of the event where
attendance is the highest.

The Bald Eagle Waterski Club hosts free shows every Thursday during the summer months. The city is really
not involved with the show, other than to allow the use of our park and we now partner with the club to
provide a porta-potty. The city's Parks and Rec Committee would like to build off this event by adding some
food trucks and possibly a few vendors selling arts/crafts or farmers market-type stands. With the realization
that this competes with White Bear's Marketfest, we thought we would just give this set-up a try for the 3
weeks in August, between the end of Marketfest(they stop the last week of July) and the State Fair. So that
would be just August 1, 8 & 15. We are thinking about setting up around 4:30 or 5:00 and staying up as long
as you saw fit, with the show starting at 7:00. The location is highly visible on the heavily traveled Main
Street(CSAH 14), so we are hopeful that we can attract more people to the area; come for the food, stay for the
show.
Again, we are new at this and so I would appreciate your feedback on whether or not these events seem like
something that can work for a food truck.

Pursuant to due call and notice thereof, the City of Centerville's Parks & Recreation Committee
held a scheduled meeting on March 6, 2019 at City Hall, 1800 Main Street.

1. CALL TO ORDER
Committee Member Chair, Kevin Waeghe called the March 6, 2019 Meeting of the Parks
& Recreation Committee to order at 6:32 p.m. Results of the roll call are shown above.
II. APPROVAL OF AGENDA
Motion made by Committee Member Seeley, seconded by Committee Member
Errickson-Grahek to approve the Agenda with the following additions: add #4
under Unfinished Committee Business — Logo Contest for Fete des Lacs; add #2
under New Committee Business — Park Maps; add #7 under
Announcements/Updates —Joint Meeting All in favor. Motion carried.
III. APPEARANCES/APPOINTMENTS/PRESENTATIONS—
Ms. Kathy Freiermuth, 7241 Mill Road, attended the meeting. Introductions were made
and she shared that she came to City Hall on other business and was informed by staff
that this committee was looking to fill two (2) openings on this committee.
V. UNFINISHED COMMITTEE BUSINESS
1. GAGA Pit
Mr. Palzer completed additional investigation and sent a recommendation to the
committee. There was discussion regarding which park to place it in — Laurie
LaMotte or Tracie McBride to begin with; this item is portable so it could be
moved from park to park. Also discussed were whether the players should bring
their own soccer, other types of balls or if they should be provided this for the
first year. In addition, they felt that adequate signage should be provided which

also includes the rules of the game. And lastly, a marketing plan should be
developed for this item to be well used and enjoyed.
It was moved by Committee Member Peterson, seconded by Committee
Member Seeley to recommend to City Council that a portable GaGa Pit (20
foot diameter by 28 inch height) should be purchased for $1,500 plus
shipping costs of $349. With this purchase, a free Triple Shoot Basketball
Game (value of$499) is included, by paving the shipping cost of$75 the total
cost will be $2,023. In order to include balls, signage and a marketing plan,
they are allocating $177 for a grand total of $2,200. All in favor. Motion
carried.
2. P & R Committee Worksheets/Booklet for each event sponsored
Committee Member Errickson-Grahek is working on this project and will bring a
sample to the April meeting.
3. Alternate Resources for future Hay Rides
Due to the increased cost for the hay ride, the committee would like to check out
the vendors and costs for other horse/hayride providers. Also discussed was
whether the Hay Ride should be moved to January or eliminate it all together.
This will be an agenda item for September. Committee Member Errickson-
Grahek and one other committee member (to be determined) will be in charge of
this project.
4. Logo Art Contest for Fete des Lac Activities:
Administrator Mark Statz reported that Mr. Pat Branch had received 14 entries for
this contest from the middle school and is expecting a few from the elementary
school. There was no response from the high school as of March 6. Mr. Branch
proposed that a panel of 3 judges be utilized. No date has been set yet for the
judging to take place.
V. NEW COMMITTEE BUSINESS
1. Purchase of Race Flags
The 2019 theme for Fete des Lacs is "Tribute to the Troops. Race Coordinator
Pat Branch suggested that flags representing all facets of the armed forces could
be placed at the finish line for the runs (8k,5k & kids fun run) & also at other
events such as Paddle des Lacs at Trailside Park. Committee members were
presented a wide variety of flag choices. This item will appear on the April
Agenda for additional discussion.

Administrator Mark Statz provided a preliminary draft of the parks maps that will
be included into the Parks and Trails Master Plan, once it's approved. Each park
is shown in a satellite view with the amenities locations shown on the maps.
Examples: Park Benches, Picnic Tables, Portable Toilets, Playgrounds, Dog
Waste Stations, Picnic Shelters, Soccer & Softball Fields, Monument Signs, etc.
Committee members were asked to review each park and bring any ideas,
additional changes, additions or omissions to the April 3 meeting.
IV. APPROVAL OF THE MINUTES
Motion made by Committee Member Wae2he, seconded by Committee Member
Errickson-Grahek to approve the February 6, 2019 minutes with one correction to
#3, Fete des Lacs, under Updates to change the wording as follows: "Committee
Member Peterson reported that the Fete des Lacs committee is considering options
to select a Grand Marshal for the parade." All in favor. Motion carried.
Motion made by Committee Member Seeley, seconded by Committee Member
Wae2he to approve the January 2, 2019 minutes as written. All in favor. Motion
carried.

The lineup has been set. It was suggested to invite Mr. Tom Lee to the April 3
meeting.

Mr. Statz suggested a couple of food trucks be available during Music in the Park
on Tuesday evenings and the water ski shows on Thursday evenings; similar to

Hello Everyone!
Now that the weather is starting to melt the snow away,we are starting to get flooded with phone calls about outdoor
practices. I have not been tea of the fields yet, but I imagine they are not in great shape. I am going to start working
on a tentative practice schedule for outdoors. I will have the first outdoor practice date set for Sunday,April Y'h, but I
will not send it out to the coaches until I get the ok from the cities. Our park clean-up is April 13 th,assuming the weather
allows for it. We will be cleaning up Lexington Park, Carl Eck/Lions, Rice Lake ElementM, LaMotte,Sunrise,and
Eastside.
