Ms. Kathy Freiermuth has submitted an application for appointment to the committee. Committee bylaws, contained in the City Code state that appointments to committees must be made by the City Council. We feel it would be prudent for the Committee to weigh in on the appointment via a recommendation for or against. COST AND SOURCE(S) OF FUNDING: N/A REQUESTED ACTION: Motion to recommend appointment of Ms. Kathy Freiermuth to the Parks and Recreation Committee. Based on that plan city staff has produced a summary table for volunteer sign-up and check list of tasks. The committee should assign parts of the plan to individual members or volunteers, tasking them with filling the volunteer slots. It is imperative that the event has a full compliment of volunteers for each of its components. COST AND SOURCE(S) OF FUNDING: N/A REQUESTED ACTION: No formal action requested at this time. Present: Committee Member Kevin Waeghe, Chairman Committee Member Chris Bettinger Committee Member Heidi Errickson-Grahek Committee Member Brian Peterson OPT@ Committee Member Suzanne Seeley Absent: Also Present: Mark Statz, City Administrator/Engineer Michelle Lakso, Council Member Liaison 1. CALL TO ORDER Committee Member Chair, Kevin Waeghe called the April 3, 2019 meeting of the Parks & Recreation Committee to order at 6:32p.m. in the Council Chambers. Results of the roll call are shown above. II. APPROVAL OF AGENDA Motion made by Committee Member Wae2he, seconded by Committee Member Errickson-Grahek to approve the Agenda with the following additions: add #4 under Unfinished Committee Business —Race Flats; add#3 under New Committee Business —Earth Day, Park Clean up. All in favor. Motion carried III. APPEARANCES/APPOINTMENTS/PRESENTATIONS Mr. Kevin Amundson was invited to this meeting for the purpose of thanking him again for all his years involved with this committee and also for him to be presented a clock with an engraved plaque attached in appreciation. Mr. Amundson thanked the committee members and stated he would be more than willing to help with future events and/or activities that the committee coordinates. V. UNFINISHED COMMITTEE BUSINESS 1. 18-006: Skate Park Evaluation Motion made by Committee Member Wae2he, seconded by Committee Member Errickson-Grahek to approve the staff's recommendation to City of Centerville Parks&Recreation Committee April 3,2019 continue to do the best that can be done to maintain the existing Skate Park and equipment, and work to incorporate the replacement of the equipment with a poured concrete park into the Capital Improvement Plan in the next few years. Staff would work with the committee to develop a rough design and costs. All in favor. Motion carried. In addition the committee would like to evaluate the condition of all of the playground equipment&prioritize for future replacement. 2. 19-008: Fete des Lacs Management Plan There are seven parts of the Fete des Lacs Management Plan for the 5k& 8k Runs which need many volunteers. Part 1. Safety/Traffic/Emergency Communications Plan Coordinator (CLPD & ACRC) -No Volunteer(s)vet Part 2. Volunteer Plan Manager - No Volunteer(s)vet Part 3. Course Manager —No volunteer yet Part 4. In the Park Manager—Chris Bettinger(if available) Part 5. Registration & Timing Management —Michelle Lakso, Brian Peterson & Rachel Derkison Part 6. Kid's Run—Apple AcadgM Part 7. Race Coordinator(s)—Pat Branch Three to five golf carts are needed for this event. Mr. Statz will redo the matrix information sheet with places for volunteer names, with time slots. Invite Mr. Branch to the May P & R meeting. 3. 19-014: Venders for Water Ski Shows The committee members discussed having one food truck at the July 25, and the August 1 and 8, 2019 shows with possibly adding a few vendors selling arts/crafts and a couple of vendors/farmers selling market produce. A volunteer would be needed for each of those weeks to coordinate with the vendor(s). Mr. Statz will contact the Bald Eagle Water Ski Club to find out if any of their members might know of a food truck or vendors that would be interested in participating those 3 days. In addition a police officer will be needed to direct traffic. At the previous meeting there was discussion regarding bussing residents of the Chauncey Barret home to either the Music in the Park and/or the Water Ski Show. 4. 19-012: Race Flags Committee Member Peterson checked with the American Legion and has secured the use of their flags for the Fete des Lacs race at no charge. Ms. Sheri Clausen,Volunteer Group Ms Clausen is again organizing a volunteer effort to assist the Committee with park projects (blue bird houses, trimming bushes/trees, etc.), as a group of 17 year olds have done in the past. Staff will contact her to set up a date and park location(s). The city will provide bags & filled bags should be dropped into a dumpster. 2. MN Timberwolves Fast Break Foundation "Our Courts; Our Future" An email was received regarding the MN Timberwolves basketball court renovation program and seeking communities to nominate a park basketball court to be refurbished this year. Committee members suggested McBride Park. The Timberwolves and US Bank are working with Sport Court with providing refurbished courts to the winners of this program. Committee Members Bettinger & Peterson stated they would check the availability of any grants and, if available, apply for a grant to cover the cost of a new or refurbished basketball court. 3. Park Clean Up Day—Earth Day,April 22nd Park clean-up/beautification will be scheduled for April 13, 20 & 27, 2019 dependent on the weather. Motion made by committee Member Errickson-Grahek, seconded by Committee Member Seeley to have the Park Clean-up Day on April 13th at the following parks: Acorn, Cornerstone, Eagle and Hidden Sprints. All in favor. Motion carried. Volunteers will be needed. Mr. Statz stated he would include park clean up volunteer opportunities to the city's' social media page(s). IV. APPROVAL OF THE MINUTES Motion made by Committee Member Seeley, seconded by Committee Member Errickson-Grahek to approve the March 6, 2019 minutes as submitted. All in favor. Motion carried. VIL UPDATES/ANNOUNCEMENTS 1. Logo Art Contest for Fete des Lacs —Results Committee Member Errickson-Grahek was one of three judges and the winner was Ms. Cadence Dempsey, an 8fh grader at Centennial Middle School. Her design will be used during the 2019 Fete des Lacs activities. The runner up was Page 3 of 5 City of Centerville Parks&Recreation Committee April 3,2019 Ms. Cinma Chan, also an 8fh grader at Centennial Middle School. There was a suggestion that future competitions include two age divisions. The Committee Members would like to have a Dilly Bar party for the participants. 2. Council Update—Council Member Lakso Council Member Lakso gave an update regarding the joint meeting of Council, Planning Commission and Parks & Recreation members regarding the goals for the City. 3. Staff Updates —Administrator Statz Mr. Statz reported on his meeting with the EDA and Planning Commission regarding Block 7 of a new residential development that would be from 53 to 90 units and be 3 to 4 stories tall with underground parking. 4. Centennial Little League—Park Clean Up An email was received from the Centennial Lakes little league stating they planned on doing their park clean-up at Laurie LaMotte Memorial Park on Saturday, April 13, weather permitting. VIII.
