CITY OF CENTERVILLE
PLANNING AND ZONING COMMISSION
Pursuant to due call and notice thereof, the Joint Meeting of the Planning and Zoning
Commission/EDA held its regular meeting on Tuesday, April 2, 2019 at 6:30 p.m.

I. CALL TO ORDER
The meeting was called to order at 6:30 p.m. by Chairperson Mosher.
1. Roll Call - All present except Commissioners Ganzel.
Resignation of Ms. Kim Ganzel
City Administrator Statz stated that he had received the submitted letter from Ms. Ganzel.
Motion by Commission Broussard Vickers, seconded by Commission Haiden to accept the
resignation of Commissioner Ganzel. All in favor. Motion carried. .

III. APPROVAL OF AGENDA
No changes to the agenda were requested.

Motion by Commissioner Broussard Vickers, seconded by Commissioner Olson to Approve
the Agenda as presented. All in favor. Motion carried.
IV. PUBLIC HEARINGS (6:30 PM or shortly thereafter)
1. Commerce Drive Area Zoning
City Planner, Phil Carlson, Stantec, reviewed and presented his April 2, 2019 memorandum with
the Commission/EDA.
Chairperson Mosher opened the public hearing at 6:40 p.m. No members of the audience desired
to speak regarding the item.
Motion by Commissioner Broussard Vickers, seconded by Commissioner Twohy to Close
the Public Hearing at 6:45 p.m. All in favor. Motion carried.
a. Comprehensive Plan Amendment
Motion by Chairperson Mosher, seconded by Commissioner Haiden to Recommend
Approval of the 2040 Comprehensive Plan Amendment and Related Findings of Fact, re-
guiding certain property from Commercial to Industrial as Presented in the Stantec
Planning Memorandum Dated April 2, 2019, Contingent on Met. Council’s Approval of the
City’s Draft 2040 Comprehensive Plan. All in favor. Motion carried.
b. Re-Zone
Motion by Chairperson Mosher, seconded by Commissioner Broussard Vickers to
Recommend Approval of Re-Zoning of certain property from Commercial to Industrial and
Related Findings of Fact as Presented in the Stantec Planning Memorandum Dated April 2,
2019, Contingent on Comprehensive Plan Amendment Approval by Met. Council. All in
favor. Motion carried.
c. Code Amendment
Motion by Chairperson Mosher, seconded by Broussard Vickers to Recommend Approval of
Code Amendments and Related Findings of Fact as Presented in the Stantec Planning
Memorandum Dated April 2, 2019, Contingent on Comprehensive Plan Amendment
Approval by Met. Council.. All in favor. Motion carried.
V. AWARDS, PRESENTATIONS, APPEARANCES
1. Block 7 Redevelopment Concepts
a. (7:00 – 7:45 PM) Apollo Properties, LLC
Mr. Chris Harchanko, Owner, Apollo Properties, LLC, introduced himself to the
Commission/EDA and reviewed his proposed development for Block 7. He reviewed their
proposal for a 4-story, 90 unit apartment building with underground parking.

Mr. Harchanko offered a question and answer opportunity for the Commission/EDA or audience
members.
b. (8:00 – 8:45 PM) Trident Development
Misters Roger Fink, Sr. Vice President, and Patrick Brama, Vice President Trident Development,
introduced themselves to the Commission/EDA and reviewed their proposed development for
Block 7. They reviewed their proposal for a 3-story, 53 unit apartment building with surface
parking.
Misters Fink and Brama offered a questions and answer opportunity for the Commission/EDA or
audience members.
VI. OLD BUSINESS
1. None.
VII. NEW BUSINESS
1. Commerce Drive Area – Comprehensive Plan Amendment/Rezoning/Code
Amendment
This item was handled previously.
2. Block 7 Redevelopment Recommendation
Input was received from the Commission and EDA, as well as Mr. Phil Carlson, Mr. Mike Brass
and Administrator Statz. The discussion centered around each developer’s resume of past
projects, the thoroughness of their presentation and relevance of their market study information.
Motion by Commissioner Fehrenbacher, seconded by Commissioner Haiden to Recommend
to Council to Begin Negotiations with Trident Development, LLC for the Redevelopment of
Block 7. All in favor. Motion carried.
VIII. APPROVAL OF MINUTES
1. Planning & Zoning Commission March 5, 2019 Meeting Minutes
Chairperson Mosher provided an opportunity for members to make modifications.
Motion by Commissioner Broussard Vickers, seconded by Commissioner Olson to Approve
the March 5, 2019 meeting minutes as amended. All in favor. Motion carried.

X. ADJOURNMENT
Motion by Commissioner Fehrenbacher, seconded by Commissioner Broussard
