HomeMy WebLinkAbout2019-05-21 Special P & Z Minutes - (Approved) CITY OF CENTERVILLE SPECIAL PLANNING AND ZONING COMMISSION Pursuant to due call and notice thereof, the Special Meeting of the Planning and Zoning Commission held its regular meeting on Tuesday, May 21, 2019 at 6:30 p.m. PRESENT: Chairperson Darrin Mosher Commissioner Ben Fehrenbacher. Commissioner Darrell (DJ) Olson, Jr. Commissioner Nick Twohy ABSENT: Commissioner Linda Broussard Vickers Commissioner Mark Haiden STAFF: City Planner Phil Carlson, Stantec OTHERS PRESENT: City Council Liaison Russ Koski I. CALL TO ORDER The meeting was called to order at 6:30 p.m. by Chairperson Mosher. 1. Roll Call - All present except Commissioners Linda Broussard Vickers and Mark Haiden 2. Oath of Office Mr. Jon Krueger – City Council Liaison Russ Koski provided the oath to Mr. Krueger II. PLEDGE OF ALLEGIANCE III. APPROVAL OF AGENDA One addition was made to add under VII. New Business, Item #2. Proposed Driveway Ordinance. Motion by Chairperson Mosher, seconded by Commissioner Fehrenbacher to Approve the Agenda as presented. All in favor. Motion carried. IV. PUBLIC HEARINGS (6:30 PM or shortly thereafter) 1. Midwest Best Water, Conditional Use Permit – 2021 Commerce Drive City Planner, Phil Carlson, Stantec, reviewed his presented memorandum contained in the Commission’s packet. He also reviewed the façade approval and site plan review. Chairperson Mosher opened the public hearing at 6:53 p.m. Mr. Mike Brass, Broker for City owned properties and Titus Commercial Real Estate, addressed parking requirements and the lack of meeting the required 75 when 52 are proposed. Mr. Brass stated that a reconfiguration of the rear load dock area could allow for the required parking spaces dependent upon uses of the leased two (2) 5,000 square foot units and that the CUP only covers Page 1 of 3 City of Centerville Special Meeting Planning and Zoning Commission May 21, 2019 the footage that will be housed by Midwest Best Water. Mr. Brass stated that he is confident parking will not be an issue and stated that Mr. McKasy is aware of any future requirements that may be placed due to tenants. Motion by Commissioner Fehrenbacher, seconded by Commissioner Olson to Close the Public Hearing. All in favor. Motion carried. V. AWARDS, PRESENTATIONS & APPEARANCES 1. None. VI. OLD BUSINESS 1. None. VII. NEW BUSINESS 1. Midwest Best Water, Conditional Use Permit – 2021 Commerce Drive a. Conditional Use Permit – 2021 Commerce Drive – Manufacturing/Assembly Previously discussed. Motion by Commissioner Twohy, seconded by Commissioner Olson to Recommend to Council Approval of City Planner Phil Carlson’s Memorandum Dated May 21, 2019 Which Contained Background, Planning Issues, Recommendation, Findings of Fact, Site Plan Review Information and the Conditional Use Permit as submitted. All in favor. Motion carried. b. Façade Approval Previously discussed and contained in City Planner Phil Carlson’s Memorandum dated May 21, 2019. Motion by Commissioner Fehrenbacher, seconded by Commissioner Twohy to Recommend to Council Approval of the Façade per Outlined in City Planner Phil Carlson’s Memorandum Dated May 21, 2019. All in favor. Motion carried. c. Site Plan Review Previously discussed and contained in City Planner Phil Carlson’s Memorandum dated May 21, 2019. Motion by Commissioner Twohy, seconded by Commissioner Olson to Recommend to Council Approval of City Planner Phil Carlson’s Memorandum Dated May 21, 2019 Which Contained Background, Planning Issues, Recommendation, Findings of Fact, Site Plan Review Information and the Presented Conditional Use Permit as Submitted. Proposed Driveway Ordinance Mr. Greg Witzell, 7289 Brian Drive, appeared before the Commission to discuss the potential for increasing the current maximum of 24’ at curb. Mr. Phil Carlson stated that Administrator Statz has been speaking with Staff exploring the possibility of recommending modifications to the current ordinance allowing for larger driveways at the curb line. Mr. Witzell stated that even in his neighborhood several neighbors have exceed the requirement with concrete driveways and he would like to complete something similar but is willing to wait for the Commission’s discussion and possible recommendation for modification. VIII. APPROVAL OF MINUTES 1. None. IX. Announcements and Updates Commissioner Fehrenbacher discussed the opportunity for volunteering for the 2019 Fete des Lacs parade or other events encouraging members to become involved. The Commission desired to reschedule their July 2 regularly scheduled meeting to July 9, 2019 due to the Independence Holiday. X. ADJOURNMENT Motion by Commissioner Fehrenbacher, seconded by Commissioner Twohy, to adjourn the meeting at 7:20 p.m. All in favor. Motion carried. Page 3 of 3
