HomeMy WebLinkAbout2019-06-26 WS & CC Minutes - Approved CITY OF CENTERVILLE CITY COUNCIL WORK SESSION & COUNCIL MEETING June 26, 2019 5:30 p.m. CITY COUNCIL Pursuant to due call and notice thereof, the City of Centerville held a scheduled City Council Work Session on June 26, 2019 at City Hall, 1880 Main Street. PRESENT: Mayor Jeff Paar Council Member Russ Koski Council Member Michelle Lakso Council Member Matt Montain ABSENT: City Administrator Mark Statz Council Member D. Love STAFF: Finance Director Bruce DeJong City Attorney Kurt Glaser COUNCIL WORK SESSION I. CALL TO ORDER Mayor Paar called the meeting to order at 5:30 p.m. II. ITEMS OF DISCUSSION 1. Preliminary 2020 Budget Discussion Finance Director DeJong III. ADJOURNMENT Motion by Council Member Montain, seconded by Council Member Koski to adjourn the Work Session at 6:20 p.m. All in favor. No additions or deletions were requested. City of Centerville Council Work Session & Council Meeting Minutes June 26, 2019 Motion by Council Member Montain, seconded by Council Member Koski to Approve the Agenda as Presented. All in favor. Motion carried. IV. APPOINTMENTS/PRESENTATIONS 1. None. V. PUBLIC HEARING 1. None. VI. APPROVAL OF THE MINUTES 1. May 22, 2019 City Council Meeting Minutes Mayor Paar provided members an opportunity to review and make modifications. Council Member Montain requested that a modification be made to the minutes on Page 3, last paragraph first sentence, to remove and replace “Misters Shuda” with “the Shuda’s”. Motion by Council Member Montain, seconded by Council Member Lakso to Approve the May 22, 2019 City Council Meeting Minutes with the Above Stated Modification. All in favor. Motion carried. 2. June 12, 2019 City Council Meeting Minutes Finance Director DeJong stated that the June 12, 2019 City Council meeting minutes were unavailable. Motion by Council Member Lakso, seconded by Council Member Koski to Table this Item. All in favor. Motion carried. VII. CONSENT AGENDA 1. City of Centerville Claims through June 26, 2019 Claims (Check #32721-32757) & E-Check #1355E-1359E) 2. Encroachment Agreement, 1657 Dupre Road – (Fence) Mayor Paar provided Council with an opportunity to remove or add items. All in favor. Motion carried. I. OLD BUSINESS 1. Downtown Street & Utility Project a. Resolution #19-0XX Ordering a Report on Improvements City Attorney Glaser stated that this is the beginning process for the commencement of the Downtown Street & Utility Reconstruction Project. It states the roadways that will undergo reconstruction, who those that will benefit, costs associated with the project and is needed to determine whether the project is deemed economically feasible and required under the Minnesota State Statute 429. He stated that two (2) public hearings would need to be held which would consider making the improvements and then an additional public hearing for the special assessments. Finance Director DeJong stated that with this project there would be a strict timeframe to complete the work prior to the end of the year so Administrator Statz is attempting to fast-track the project in hopes of receiving favorable bids for the fall season. City Attorney Glaser stated that contractors have been busy which may result in higher costs. He stated that if Council desired the project could be looked at again in the spring. Finance Director DeJong stated that funds would be sufficiently covered by the Sewer, Water and Street Funds with no bonding necessary if costs are within preliminary estimates. Motion by Council Member Koski, seconded by Council Member Lakso to Adopt Res. #19- 018 – Ordering a Report on Improvements as Submitted. Discussion ensued regarding the process if the City determined not to complete the project and City Attorney Glaser stated it was dependent upon the processes that have occurred but at responsible times the project can be delayed or not even executed. All in favor. Motion carried. b. Review Schedule City Attorney Glaser stated that the presented schedule is the actual schedule for the entire process. He also stated that no action is required. 2. Ordinance #99 Revisions, (Second Reading) – Small Wireless Facilities City Attorney Glaser stated that this is the second reading and the ordinance could be adopted this evening if Council determined to do so. He stated that there were no modifications since the previous meeting except the number of the ordinance. Page 3 of 5 City of Centerville Council Work Session & Council Meeting Minutes June 26, 2019 City Attorney Glaser stated that City Administrator Statz has voiced concerns to several agencies as directed by Council. Discussion ensued regarding various potential actions that the council could take to address concerns. Motion by Council Member Montain seconded by Council Member Lakso to Adopt Ord. #99, Second Series – Regulating Small Wireless Facilities. All in favor. Motion carried. IX. NEW BUSINESS 1. None. X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS 1. Administrator/Engineer Report Due to City Administrator Statz’ absence no report was submitted or given. Finance Director DeJong had no further updates. Attorney Glaser had nothing further to report. Councilmember Koski reported on a special meeting of the Planning and Zoning Commission where a Conditional Use Permit for a mini-storage was presented. A lot was left up in the air and not all information regarding the site plan and landscape plan was fully resolved. He expressed disappointed and felt that the whole thing was rushed. The Commission did end up recommending approval of the CUP, with several conditions. Attorney Glaser explained some of the reasons for the rushed process and noted that the project and CUP were not brought forth to Council in order to give the developer more time to work through the various issues and present a more thorough plan that addresses concerns including: screening of yards, security cameras, hours of operation and drainage. Council Member Koski also reported that the Fire Steering Committee moved to July 25. Councilmember Lakso reported that the Parks & Recreation Committee meeting for July 3 was canceled. Discussion ensued regarding the Open House scheduled in conjunction with the July 17 EDA meeting. Concerns were raised about conflict with Public Safety Night/Fete des Lacs. Councilmember Montain reported on the NMTV budget which was approved at $27,000 less and Franchise Fees stayed same. The switch over to HD is scheduled for the end of June and Apple and Roku will have North Metro’s App available. Mayor Paar stated that the festival meeting went well, with a record number of gold donors and overall donations up and appreciated by local businesses and outside business. He outlined some changes that are being implemented to help keep people safe and should be a big improvement. The groundbreaking for the Midwest Best Water site was held on the 19th and well attended. He is realty excited to see dirt moving and hear their expected completion in October. Fete des Lacs event sign up for run, paddle, parade, softball, bags and other events at fetedeslacs.org. The Mayor is looking forward to coming and hosting a medallion hunt for the first time. The first clue will be on the 16th at Music in the Park and a clue each day after with a Page 4 of 5 City of Centerville Council Work Session & Council Meeting Minutes June 26, 2019 stth $500 cash prize. The celebration runs the 16-21 of July and 20 is the biggest day with a parade, run and kids area at LaMotte Park and something every day. Mayor Paar stated that a large ad would be placed in local papers and a video on YouTube featuring City Administrator Statz, himself, Race Coordinator Pat Branch and Lion President Terry Sweeney (fetedeslacs2019). Thanks to the Lions and City Staff for continued work on the festival. Council and staff are working on the 2020 budget and will continue on a monthly basis with the goal of keeping spending as low as possible but service up. Koski welcomed Midwest Best Water and is looking forward to a ribbon cutting this fall. XI.
