CITY OF CENTERVILLE
PARKS AND RECREATION COMMITTEE
MEETING MINUTES
Pursuant to due call and notice thereof, the City of Centerville’s Parks & Recreation Committee
held a scheduled meeting on May 1, 2019 at City Hall, 1800 Main Street.
Present: Committee Member Kevin Waeghe, Chairman
Committee Member Chris Bettinger
Committee Member Heidi Errickson-Grahek
Committee Member Brian Peterson
Also Present: Michelle Lakso, Council Member Liaison
Linda Neudecker, Recorder
Absent: Committee Member Suzanne Seeley
Mark Statz, City Administrator/Engineer
I. CALL TO ORDER
Committee Member Chair, Kevin Waeghe called the May 6, 2019 Meeting of the Parks &
Recreation Committee to order at 6:40 p.m. in the Council Chambers. Results of the roll call are
shown above.
II. APPROVAL OF AGENDA
Motion made by Committee Member Peterson, seconded by Committee Member Bettinger
to approve the Agenda with the following additions: add #2 under Appearances – Ms.
Marie Vidgen, donation; add #3 under Appearances – Mr. Tom Lee, Music in the Park,
add #4 under Appearances - Mr. Pat Branch, Fete des Lacs Runs. All in favor. Motion
carried.
III. APPEARANCES/APPOINTMENTS/PRESENTATIONS
1. Ms. Kathy Freiermuth, P & R Committee Member applicant
Motion made by Committee Member Bettinger, seconded by Committee Member
Errickson-Grahek to recommend to the city council to approve the appointment of Ms.
Bonnie Freiermuth to one of the open seats on the P & R Committee. All in favor. Motion
carried.
2. Ms. Marie Vidger – Donation
Ms. Vidger appeared before the Committee to make a donation of $2,000 for improvements for
Trailside Park & in support of the Bald Eagle Water Ski Club.

Motion made by Committee Member Errickson-Grahek, seconded by Committee Member
Bettinger to recommend to the city council to accept the donation of $2,000 from Ms Marie
Vidger to be used for the purchase & installation of a park bench (with a dedication
plaque) & trash receptacle with any remaining monies to be used for purchase of flowers &
woodchips to be placed near the rock wall in Trailside Park. Installation of all to be
completed no later than June 26,2019. All in favor. Motion Carried.
The exact wording on the dedication plaque, to show appreciation to the BEWSC, will be
determined at a later date. The first show by the BEWSC will be held on June 27, 2019 with
practices beginning in mid-May.
3. Ms. Bonnie Shoebottom, Resident
Ms. Shoebottom attended the May P & R meeting to observe and may consider applying for the
remaining open position as a member of this committee.
4. Mr. Tom Lee, Music in the Park
Motion made by Committee Member Peterson, seconded Committee Member Waeghe to
recommend to the city council to approve the 2019 budget of $2,580 which includes the
ASCAP fee, plus an additional $420 for any extra costs that might be incurred, for a total
of $3,000; and also to approve the confirmed musical acts & the weekly line-ups. All in
favor. Motion carried.
5. Mr. Pat Branch, Fete des Lacs Run (see #1 under Unfinished Business).
Mr. Branch gave the committee members an update on the logo; it has been finalized and
is currently in the computer system as the official logo.
There will be an article in The Citizen Newspaper out on May 15. Copies of this should
be placed in the kiosks.
Wargo will participate with the use of their canoes, however to get them to the lake it will
be by paddling & portaging.
Kari has kayaks to rent on a first come, first serve basis & Midwest Events has a 20 seat
canoe, but a reservation needs to be made.
Based on the Management Plan previously submitted by Mr. Branch, the city staff
produced a summary table for volunteer sign-up and check list of tasks. See below under
City Council Updates.
IV. UNFINISHED COMMITTEE BUSINESS
1. 19-016 Fete des Lacs Run Plan - See #5 under Appearances
2. 19-015 Additional Outlet at Hidden Spring Park
Motion by Committee member Peterson, seconded by Committee Member Errikson-
Grahek to recommend to the city council to approve the bid from Erick Marshall Electric

to install a 4-outlet, 40 amp outlet in Hidden Spring Park of $350.00 from the Capital
Outlay Fund of the General Fund with the installation of the meter box to be located on the
Hidden Springs side of LaMotte Drive. All in favor. Motion carried.
3. 16-017: Gaga Ball Pit & Triple Shoot Game - Assembly & Installation
Committee Member Peterson offered the assistance of his Boy Scout Troop, and himself, for the
assembly of the Gaga Ball Pit; location yet to be determined, most likely at Laurie LaMotte
Memorial Park, and installation to be done when staff is available. Preferable date of installation

is May 16.
Motion made by Committee member Bettinger, seconded by Committee Member
Errickson-Grahek to recommend to the city council to install, in cement, the Triple Shoot
Basketball Game, at a location yet to be determined, in Acorn Park. All in favor. Motion
carried.
V. NEW COMMITTEE BUSINESS
1. 19-016: Music in the Park 2019

4. Donation to Park Fund from Lions Club
A donation was received from the Lions Club, in the amount of $500 for the Park Fund. A
request that staff send a thank you to them will be added to the Action Items List
VI. APPROVAL OF PREVIOUS MINUTES
Motion made by Committee Member Bettinger, seconded by Committee Member Waeghe
to approve the April 3, 2019 minutes with the following correction: Under New Business,

#2, replace 2 paragraph with : Motion by Committee member Bettinger, seconded by
Committee member Peterson that Administrator Statz check into the availability of any
grants and, if available, apply for a grant to cover the cost of a new or refurbished
basketball court. All in favor. Motion carried. All in favor. Motion carried.
VII. UPDATES/ANNOUNCEMENTS
1. LaMotte Field Use Schedules
Requests for the use of the fields have been received from the Silver Bullets Team & CPBB.

2. Earth Day & Park Clean-up

The following committee members met on April 20 for the parks spring clean-up: Brian
Peterson, Kevin Waeghe and Heidi Errickson-Grahek. In addition close to 40 additional
volunteers showed up. Many of those additional volunteers were the result of Krista at
Lionsheart.org reaching out via their website. A request that staff send a thank you to Krista at
Lionsheart.org and also to the Boy Scouts, will be added to the Action Items List.
3. Council Update – Council Member Lasko
Ms Lasko reviewed the Fete des Lacs 5k/8k Run Volunteer Worksheet
Part 1: Need at least 2 police officers (Officer Stephan)
Part 2: Need manager for set up of PA system, tables, flags, etc. (B. Peterson)
Part 3: Course Manager – (P. Branch, K. Amundsen)
Part 4: In Park Manager – (C. Bettinger)
Part 5a: Registration – (R. Derkson, B. Peterson)
Part 5b: Timing – Need to hire an official timer
Part 6: Kids Run – Coordinated & run by Apple Academy)
Part 7: Race Director – (P Branch)
Many, many other volunteers will be needed. Other details to be considered: the location of
registration & electricity to be determined (registration also concurrent with Lions Tournament),
a suggestion was made to have a large tent at/for registration and in addition a lot of clear
signage will be needed.
