With this approval, the county is requesting adoption of the joint plan by all participating agencies (cities, townships, etc.). This project was first identified in the 2003 Pavement Management Plan. Recently, the City of Centerville was awarded Anoka County Community Development Block Grant funds to connect existing downtown properties to municipal water service. Consequently, if the City of Centerville wishes to invest in improvements to this area, now is an ideal time due to the available funding for extending water service to the area. It is the recommendation of this report to complete these roadway and water main improvements concurrently and utilize the available grant funding. In addition, the existing storm sewer system will be replaced and expanded as necessary to improve drainage conditions. The existing conditions of the sanitary sewer system in the project area have recently been evaluated through the examination of the City’s regularly scheduled sewer televising program. Based on that review, no sanitary sewer improvements are proposed with this project. The study evaluated the existing condition of all streets in the City and, based on these findings, outlined proposed improvements. A graphical representation of this plan can be found in Figure 3. The City of Centerville recently was awarded Anoka County Community Development Block Grant funds for extension of municipal water service into this project area of downtown. Performing water main installation and roadway reconstruction simultaneously will allow the City to realize economic and construction efficiencies as compared to separate projects. The streets in the project area are in poor to failing condition. Based on the roadway conditions, a complete reconstruction of the streets is recommended as the most practical long-term solution, which also helps economically facilitate the concurrent extension of water service to the area. Potential redevelopment within this downtown area was also taken into consideration with these proposed improvements. With Block 7 redevelopment pending and other properties adjacent to the project area zoned for redevelopment, this project is compatible with these potential future redevelopments. City of Centerville 2020 Downtown Street and Utility Improvement Project Project No.: 193804758 3 23 FEASIBILITY STUDY 3.0PROPOSED ROADWAY IMPROVEMENTS Given the poor condition of the existing roadways, the need for extending municipal water service, potential future redevelopment opportunities, and efficiencies of combining these improvements, it is the recommendation of this report that the following improvements be completed as part of this project: 3.1STREET SECTION IMPROVEMENTS - FULL RECONSTRUCTION The streets in the project area have a lack of both proper drainage and subbase material to withstand the high water table and typical freeze thaw cycles. Therefore, the proposed improvement is a full reconstruction of the street section. Soil borings have been ordered to confirm our assumptions regarding the existing road section conditions which are based on the general knowledge of the area and observations of the pavement conditions/structure. The proposed street section will add significant depth to the materials in the section, including the aggregate base, sand, drain tile and geotextile fabric, which will conform to the City of Centerville standard pavement sections for 9 ton residential roadways (see Figures 4 and 5). Additionally, catch basins and storm sewer will be replaced and added to improve drainage within and adjacent to the roadway. Because these improvements will generally widen roadways and will extend water services to the property line, a significant amount of front-yard disturbance will occur. Boulevards will be restored with sod and driveways will be replaced in-kind. The amount of sod and driveway replaced on each lot will depend on service locations and any changes in street grade which may be part of the final design to fit the existing topography. On most streets within this project area, the proposed roadway width is 28’ between the faces of the curb. This is narrower than the City of Centerville’s standard residential street width of 32’. Several factors were considered in recommending the proposed narrower street width: The existing Right of Way widths are 50’, which is narrower than other developed areas in Centerville. The existing setbacks to homes in the downtown area are generally less than in other areas. Using this narrower 28’ roadway width will minimize shortening of driveways so that vehicles are able to continue parking in driveways without encroaching into the road. The existing street width in the project area is approximately 22’. The widening impacts to adjacent properties (driveways, yard grades, etc.) with the proposed 28’ width will be less than a 32’ wide roadway. The proposed 28’ section will also reduce the overall increase in impervious area compared to the standard 32’ street width, therefore lessening the amount of stormwater management/treatment that is required. This allows the storm water to be mitigated City of Centerville 2020 Downtown Street and Utility Improvement Project Project No.: 193804758 4 24 FEASIBILITY STUDY using less of the capacity of the existing re-use system the runoff from this area will be utilizing. There are two areas within the project area where proposed roadway widths differ from the 28’ wide typical section: Sorel Street west of Centerville Road from Centerville Road to the existing trail crossing approximately mid-block.: A 34’ roadway width is proposed in order to accommodate on- street parking in anticipation of future redevelopment. The roadway would be comprised of a 14’ westbound lane, 12’ eastbound lane, and an 8’ wide parallel parking lane on the south side of the roadway. This parking lane can accommodate approximately 5 parking stalls. Centerville Road north of Main Street: The existing roadway width will be maintained at approximately 44’ wide to accommodate school bus traffic, as well as on-street parking. City of Centerville 2020 Downtown Street and Utility Improvement Project Project No.: 193804758 5 25 FEASIBILITY STUDY 4.0STORM SEWER IMPROVEMENTS The existing storm sewer will be replaced and expanded within the project area as necessary to improve drainage conditions. As a result, the amount of runoff that currently discharges directly to Centerville Lake at the west end of Sorel Street will be reduced to the extent possible and rerouted south along Centerville Road to the Lamotte Park stormwater reuse system. The City has been planning for these drainage modifications, and the trunk storm sewer line along the west side of Centerville Road was designed to accommodate this additional drainage. Refer to Figure 7 for the proposed storm sewer improvements. 4.1STORM SEWER SYSTEM EXPANSION Improved storm sewer pipe and structures are needed on Sorel Street and Heritage Street within the project area. These additions will help surface drainage which will in-turn add to the durability of the street surface. Furthermore, future redevelopment will be considered during the design phase such that the new storm sewer system can accommodate the increased runoff. Subsurface drainage improvements are also proposed with the use of drain tile beneath the curb in areas of full street reconstruction. 4.2PROPOSED STORM WATER MANAGEMENT The proposed project area lies within the Rice Creek Watershed District (RCWD). Therefore, the RCWD will have permit authority over the project and the storm water management within the project. In 2011, the City of Centerville implemented a stormwater reuse reclamation system at LaMotte Park. This system was designed with the intent to provide stormwater management credits to offset the impacts of future roadway and redevelopment projects in the downtown area. The majority of the storm water from the proposed project area will be routed to the reuse system. It is anticipated that remaining credits from the Lamotte Park irrigation system will be used to offset stormwater treatment that is required as a result of the proposed improvements. If sufficient credits are not available, the City intends to expand the reuse system as needed. Costs of any expansion to the reuse system are not included in this report. Ultimately, it is the goal that additional on-site stormwater treatment would not be required as part of this project. Based on that review, no sanitary sewer improvements are proposed with this project. City of Centerville 2020 Downtown Street and Utility Improvement Project Project No.: 193804758 7 27 FEASIBILITY STUDY 6.0WATER MAIN IMPROVEMENTS Extending water main to areas without municipal water service has been a stated goal of the City of Centerville for many years. With Anoka County Community Development Block Grant funds awarded to Centerville for municipal water improvements, it is recommended that these improvements be incorporated into this project 6.1WATER MAIN EXTENSIONS Water main is proposed to be installed in the project area on Heritage Street, Sorel Street, Goiffon Road, Centerville Road, and Progress Road (see Figure 7). 6.2WATER SERVICE STUB INSTALLATION Each home along the new mains will have a service line extended to the right-of-way, terminating with a curb stop. This will provide the homeowner the option to connect to city water either in conjunction with this project, or in the future. 6.3WATER SERVICE CONNECTIONS TO PROPERTIES It is recommended that property owners have the option to connect to the City’s water system in conjunction with the proposed water and street improvements. Providing this option would limit the disruption to those properties who choose it, to a one-time event. The City’s residents would have two options regarding connection to water service. Option one would be to have the City’s contractor install the water service from the curb stop (property line) into the home during the time frame of this City project. Option two would be for residents to hire their own contractor to complete the same installation, either during the time frame of this City project or in the future. If the resident chooses option one, the City would allow the cost of the connection to be financed along with the assessment and the service would be directionally drilled into the homeowner’s basement. This option would minimize restoration costs, minimize construction costs by bidding this work with the overall project, and allow the homeowner to have a “turn-key” project. If the resident chooses option 1, a right-of-entry waiver must be signed allowing the Contractor access to the resident’s property. Additionally, a waiver of assessment appeal would have to be completed and submitted to the City to fully finalize the matter. City of Centerville 2020 Downtown Street and Utility Improvement Project Project No.: 193804758 8 28 FEASIBILITY STUDY 7.0PATHWAY AND SIDEWALK IMPROVEMENTS No additional pedestrian connections or segments are being proposed at this time. The existing bituminous pathway along Sorel to the east of Centerville Road will be removed and replaced with a 6-foot wide concrete sidewalk. This will better accommodate the proposed street section, as well as be more consistent with potential future redevelopment. At this time, no impacts are anticipated to the pathway along Centerville Road north of Main Street, or the pathway along Sorel to the west of Centerville Road. If impacts to these facilities become necessary during further design or construction, they will be replaced in kind. With the proposed street and utility improvements, curb returns at intersections will need to be reconstructed. Pedestrian facilities, including curb ramps, will be designed to conform to ADA standards. Detailed cost estimates have been prepared for all improvements identified in the previous sections. These estimates can be found in Appendix A. City of Centerville 2020 Downtown Street and Utility Improvement Project Project No.: 193804758 10 30 FEASIBILITY STUDY 9.0ASSESSMENTS Assessments for the project are proposed in accordance with MN State Statue Chapter 429. The methodology for calculating assessments is based on the city’s adopted Assessment Manual (1988, w/revisions in 1989). The City has identified four classes of property to be assessed: Commercial, Institutional, Vacant and Residential. The class of property identification was based on the current use of the property. All of the area to be assessed is within the city’s Mixed Use zoning districts (M-1, M- 2). All properties are proposed for assessments based on a Front Foot basis, in accordance with the City’s Assessment Manual. Policies in this manual indicate that corner lots are assessed at 100% of the front foot rate for the short side, and 20% on the side yard footage. An equivalent footage was assigned for one residential parcel which takes access to the improvements through an easement. Vacant and Institutional lots within the area to be assessed but that have no explicit right of access to the improved roads were not assigned an equivalent front footage. Front foot assessment rates for each class of property were established based on previous practice on similar projects. The rates were defined as a percentage of the estimated total project costs, per front foot. The estimated project costs for street work on a per front foot basis are $255/FF. The proposed improvements are feasible as they relate to general engineering principles and construction procedures. The feasibility of the project as a whole is subject to the financial review. The improvements proposed are necessary to address the deteriorated pavement and drainage conditions. The improvements are cost effective based on proven methods for street and utility construction. Based on the information contained in this report, it is recommended that the City: Adopt this report as the guide for development of the proposed improvements. Hold a Public Improvement Hearing. Order the preparation of plans and specifications. Receive bids. Hold an Assessment Hearing Install the street, storm sewer and watermain/service, with construction anticipated to be completed in 2021.
