MEETING MINUTES
March 20, 2019
6:30 p.m.
Pursuant to due call and notice thereof, the City of Centerville held a regularly scheduled
Economic Development Authority meeting on March 20, 2019 at City Hall, 1880 Main Street.
L CALL TO ORDER
President Hanzal called the meeting of the EDA to order at 6:30 p.m.

III. APPROVAL OF AGENDA
President Jeff Hanzal provided an opportunity for modification to the agenda.
Motion by Commission Member Love, seconded by Commission Member Weatherhead to
approve the order of the Agenda as submitted. All in favor. Motion carried.
IV. APPROVAL OF MINUTES
President Hanzal provided an opportunity for modifications to be made to the submitted January
16, 2019 meeting minutes.
Motion by Commission Member Love, seconded by Commission Member Lakso to
approve the Minutes of the January 16, 2019 meeting as presented. All in favor. Motion
carried.

1. Res. EDA #19-01 — Appointment of Treasurer
Administrator Statz stated that due to Mr. Gary Spanier's resignation who was the previous
Treasurer, the position has been vacated. He stated that he has spoken with Commissioner
Giovinazzo who is interested in the position.
Motion by Commission Member Weatherhead, seconded by Commission Member Lakso to
Adopt Res. EDA #19-01 — Appointment of Treasurer as submitted. All in favor. Motion
carried.
2. Res. EDA #19-02 — Setting Terms of Office
Administrator Statz again stated that due to Mr. Spanier's resignation, Mr. Giovinazzo's term
needed to be documented.
Motion by Commission Member Weatherhead, seconded by Commission Member Love to
Adopt Res. EDA #19-02 — Setting Terms of Office. All in favor. Motion carried.
3. Discuss Business Incentives Loan/Grant Program
Administrator Statz stated reviewed a summary of the basic terms of the draft Loan/Grant
program, including interest rates, loan terms (length), loan max/min amounts, grant max/min
amounts, matching requirements and the like. After some discussion, it was determined that the
following items needed follow-up:
• Identify three (3) banks and gain their commitment to the program
• Establish whether the EDA or City Council will make final Approval of
Loan/Grant Program distributions, annual budgets, other terms, etc.
• Determine availability of HRA Funding for the program
• Organize Business Open House to present the program (when all terms are
finalized)
The commission also decided that the name of the program should be "Centerville Business
Loan/Grant Program."

4. Appointment of Member to Rebranding Committee
Administrator Statz stated that with the Council's goal of rebranding the City's logo, City Hall
upgrade, etc. he proposed to Council the organization of a Rebranding Committee where a
member of Council, P & Z and EDA be appointed to an ad hoc Committee for ease of
communication and narrowing down selection/focus prior to items being taken to the entire
Council. He stated that the Committee would meeting face to face once or twice and then
everything else should be through emails approximately once a month.
Motion by Commission Member Giovinazzo, Seconded by Commissioner Love to Appoint
Commissioner Weatherhead to the Ad Hoc Rebrandin2 Committee. All in favor. Motion
carried.
5. Discussion of Downtown Tax Increment Financing District
a. Res. EDA #19-03 — Recognizing Council Support & Authorizing
Occupied Structure Inspections Associated with the Beginning
Processes of Exploring the Eligibility of Establishing a Tax Increment
Finance (TIF) District (Redevelopment District) in the Downtown
Area
Administrator Statz stated that staff is requesting recognition of Council's action to commence
the beginning phase(s) of determining whether it is feasible to create a Tax Increment Financing
(TIF) district within the downtown area by determining whether it meets certain criteria to
qualify for a district. He stated that there currently was a TIF district within the downtown area
that has a remaining 11 years of its 25 year term (est. 2005). He stated that the intention is to
decommission that district and commence a new district meeting the qualifications of the initial
eligibility tests. He reviewed the qualifications of the area by stating that 70% of the area must
be occupied parcels. He stated that the definition of occupied parcels is where 15% of the land
area is covered by impervious surface parking or structure and the downtown area just meets this
qualification. However, 50% of the structures in the same area must be considered
"substandard" which the state defines as a building that would require at least 15% of the cost of
a replacement building to bring the existing building up to current standards. He reported that
most of the homes were constructed prior to the City's adoption of the building code in 1983.
He stated that the City must make a good faith effort to gain entry to the property, but if the
property owner does not allow entry, the City can complete a "table top" review of the property
for permits and etc. to determine whether it is "substandard". He reported that a letter would be
forwarded to the property owner requesting the inspection and follow-ups through telephone
calls and door knocking.
Administrator Statz reported that a timeline had been included in the packet and that staff
discussed this with the City's Financial Consultant.
Discussion ensued regarding whether the inspection information was public information.
Administrator Statz stated that he would bring that information to the next meeting.

Pursuant to due call and notice thereof, the City of Centerville held a special meeting of the
Economic Development Authority. The meeting was held on the regularly scheduled date, one
hour prior to the regularly schedule time to accommodate the open house for the Revolving Loan
and Grant Program Open House.

Administrator Statz gave a brief, verbal update on the items listed on the agenda:
a. Block 7 TIF — still working with Trident and Northland to finalize TIF plan
b. RLGP — Open house at 6:30 tonight to introduce program to businesses and hear their
input. Hope to have applications back by October meeting for evaluation and award.
c. Downtown Zoning — Going to P&Z with these changes in September for public hearing
and anticipate adoption by CC in late September.
d. City Owned Property Transfer to EDA — Requesting that CC transfer property at their
next meeting.

Proposed 2020 EDA Budget
BACKGROUND AND SUPPLEMENTAL INFORMATION:
The City Council has preliminarily allocated $22,800 for the EDA's 2020 budget. Attached, is a detailed report
of the expenditures to date for 2019 as well as a projected budget scenario for 2020. The commission should
discuss the information presented and direct staff on additions to or deletions from the proposed budget.
County staff has confirmed that the Revolving Loan and Grant Program may be funded through the Housing
and Redevelopment Authority fund at the County.

TITLE OF ISSUE:
Marketing Plan - City -Owned Properties
BACKGROUND AND SUPPLEMENTAL INFORMATION:
A large part of the EDA's mission is to help market the city and its excess property. To date, the two main
focuses (aside from Block 7) have been the two half -acre sites in the downtown (NW quad of Centerville Rd.
and Main St.; NE quad of Progress Rd. and Main St.). These sites have not been actively marketed and are not
listed with a Realtor. Attached is some email correspondence with our city planners regarding these two sites
as well as the possibility of marketing a portion of the city hall site that is unused. Also attached is a sample
of the type of sketch that would be produced. Staff believes that having some concept sketches completed for
potential development scenarios would help market the properties and also aid in understanding the viability
of the sites and what might need to be done to make them attractive to developers (e.g. assembling adjacent
property, negotiating easements, etc.).
COST AND SOURCE(S) OF FUNDING:
$1,500 per site; $4,500 for all sites - EDA General Budget
REQUESTED ACTION:
Motion to authorize Stantec to produce concept sketch drawings for the 3-sites presented in the attached
materials.

The City Hall site is challenging mostly because of access. How do you get to the back of the site? And what goes there,
since it is abutting residential? The screen shot below suggests a PUD with a small commercial site in front and
townhouses in back. You've got single family homes all along the E side, and a pond along the W side.

Phil and Lauren,
The city has a couple half -acre sites that our normal commercial realtor has politely told me he's not interested in
marketing. I plan to call around and find someone that might be able to help us, but I thought maybe a couple of
cartoon sketches of possible development scenarios would be nice to have. I'm thinking along the lines of a colorized
plan view. You know, where the buildings are brown, and you lay out a parking lot and show some trees, etc. With the
sketch, I'd like to have some thought put into what could go on these sites (small fast food/coffee, etc.) and what kind of
square footage they could accommodate. Could you shoot me an informal quote on what it would take to have you guys
do something like that? I have the two sites in downtown, and I'd like to look at a 3rd site next to City Hall. Give me a
call with questions.
Two of the parcels are shown below (1695/1691 and 1737 Main St.):
The other place I'd like to explore is the excess property at City Hall (see below). The quirky thing about this property is
that it houses the city's main well. We would need to maintain easement for 50' around the well (my blue circle). No
building or storm sewer or pond could be placed in that area.
