May 21, 2019 Centerville Planning & Zoning Commission Page 2 of 6 Residential Driveways, Vehicle Parking & Storage ISSUES The issues described above can be grouped into two basic areas: 1)Definition and description of residential driveways. The location, dimensions, and surface of a residential driveway should be clearly defined in a logical place or places in the Code. 2)Vehicles and equipment allowed to be parked or stored on residential lots. The number, type and location of vehicles and equipment allowed to be parked or stored on residential lots should be clearly defined in a logical place in the Code. It should be noted at the outset that these issues can be complex and there are various opinions and feelings about what is appropriate, especially regarding the number and type of vehicles allowed. There is no one right answer and every community handles them somewhat differently. One of the key issues, as seen in examples form other cities, is, should the City allow boats, campers, motor homes, snowmobiles, etc. to be parked in the driveway in the front yard? Parking requirements, dealing with width of driveways. o This section currently limits the width of driveways to a maximum 24 feet but does not apply to the R-1 district. May 21, 2019 Centerville Planning & Zoning Commission Page 4 of 6 Residential Driveways, Vehicle Parking & Storage RECOMMENDATIONS This is a discussion item for the Planning & Zoning Commission to explore the kinds of changes that might be made to address these issues. We recommend the following changes to the Code to address these issues: 1) DRIVEWAY. A private access road, the use of which is limited to persons residing, employed, or otherwise using or visiting the parcel of land on which it is located. 2)definition to Section 156.006 Definitions: PERMITTED DRIVEWAY. A driveway that is of the appropriate size, location, and surface as regulated by this Chapter. 3)s surface; revise the definition in 156.006: a.IMPERVIOUS SURFACE. Any artificial or natural ground cover that prevents the penetration or infiltration of surface water. Any material that substantially reduces or prevents the infiltration of stormwater into previously undeveloped land. IMPERVIOUS SURFACE shall include graveled driveways and parking areas. 4)Delete 156.144(M)(c) and move it to 156.166 (see below): a. may be stored outside. . .Boat; Camper; b. Renumber items following that from (d) and (e) to (c) and (d), respectively. 5)Revise the heading in 156.166 to include driveway standards: 156.166 PARKING AND DRIVEWAY REQUIREMENTS. 6)Revise 156.166(K) to clarify surfacing requirements and move the setback and dimensional standards to a later new section: (K) Improvement and maintenance. Required parking and loading spaces, together with driveways, aisles and other circulation areas, shall be improved with in a way as to provide a durable and dust-free surface such as asphalt, concrete, pavers, cobblestone or similar material as approved by the City Engineer. according to minimum city specifications, excluding R-1 Districts. This surfacing requirement does not apply in the R-1 District, where gravel driveways are allowed. The owner of any parking or loading area shall maintain the area in good condition without holes and free of all dust, trash and other debris. Parking and access drives shall be located a minimum of five feet from any property line. Parking spaces shall be a minimum of nine feet wide and 18 feet deep. 7)Revise 156.166(L) to clarify that it deals with driveways and that it applies to all zoning districts, including single family residential districts: a.(L) Driveway Aaccess. All off-street parking areas in all zoning districts including residential districts shall have access from driveways rather than from public streets, and except by conditional use permit, the driveway access shall be limited to a maximum of 24 feet in width at the curb line. In the R-1 district the minimum width shall be 8 feet. 8)Add a new item 156.166(M) Permitted driveways for residential uses to clarify the requirements for this term: (M) Permitted driveways for residential uses. A permitted driveway for any residential use: (1) Shall be a minimum of 8 feet and a maximum of 24 feet wide at the right-of-way line; (2) Shall be a minimum of 18 feet deep; (3) Shall be located a minimum of five feet from any property line, including roadway right-of-way or roadway easement; (4) May include a paved parking or turnaround area not more than 8 feet by 18 feet adjacent to a driveway connecting a roadway to a garage or front yard. (5) May not include more than one driveway connection from a public roadway into a single family residential lot. Driveway connections for multi- family uses will be reviewed in the site plan review process. This section is substantially the same as the existing 156.144(M)(c), except that the d since it is redundant with home or fifth-wheel trailer is allowed in a side (N) Permitted vehicles and equipment stored on residential lots. A maximum of two of the following units may be stored outside of a structure on the permitted driveway area on any residential parcel or in a side or rear yard, for 48 hours or less, provided they have an overall length from front to back of 35 feet or less: 1. Boat; 2. Camper; 3. Motor home; 4. Snowmobiles; 5. Personal watercraft; 6. Personal utility trailer; 7. Icehouse; or 8. Small construction equipment. Any other such items on the premises must be stored within a completely enclosed structure. 10)Renumber existing item 156.166 (M) to (O).
