TITLE OF ISSUE:
City Hall/Fire Station Campus Excess Property
BACKGROUND AND SUPPLEMENTAL INFORMATION:
Staff has been working to find ways to market existing city property with the goal of getting the parcels back on
the tax roll, hopefully, with a new building. While looking at all possibilities, the idea of splitting off a portion
of the City Hall/Fire Station property came up. The purpose of this Work Session item is to gauge the City
Council's interest in exploring this possibility.

Siren Maintenance contract
Embedded Systems does the maintenance for I believe all of the cities in Anoka county. Circle Pines and
Lexington use their services and Centerville has used them for the last 20 years. Attached is the annual contract
renewal for the city of Centerville.
$46.20/siren/month = $1,108.80/yr - General Fund
Council is requested to approve the $46.20 per siren per month contract rate.

UTILITY FEES, CHARGES AND OTHER COSTS
THE CITY COUNCIL OF THE CITY OF CENTERVILLE ORDAINS THE INCLUSION OF THE
BELOW STATED LANGUAGE AND THE INSERTIO
RATES (§51.02), COMMERCIAL, WATER SYSTEM MANAGEMENT FEE/BI-MONTHLY BILLING
Private Fire Hose Connection Rates (§51.09 (G))
Private Fire House Connection Access Charge ............................. $1,850.00/REU*
Private Fire Hose Connection Water System Management Fee ......... $14.85/REU*
*Where sanitary sewer service is not provided, and therefore no MCES SAC Unit determination has been made, the
City shall make a determination of the number of REUs based on same or similar building usage based on the MCES
SAC Procedure Manual for usages which do not rely on a fixture count as a basis for calculation. These fees are
waived for fire connections made in conjunction with a building which is fully served by domestic sewer and water,
and therefore, pays standard SAC/WAC charges.
Water Charges will include two components. The first is a fl
operation and maintenance of the supply, treatment, storage and distribution system (Water System Management Fee).
The second fee is a variable rate to generally cover the cost of producing water (Variable Rate). For residential
properties, the Water System Management Fee shall be charged to each home at the rates and intervals shown below,
whether the home is connected to city water or not. For Commercial properties, a fee shall be charged at the rates and
intervals shown below, multiplied by the number of Residential Equivalency Units (REUs) assigned to that property
as determined through a SAC Unit evaluation from the Met Council. If the property does not have municipal sewer
service or has not had a SAC Unit determination completed, the REUs shall be determined by the Public Works

TITLE OF ISSUE:
Water Tower Driveway Construction
BACKGROUND AND SUPPLEMENTAL INFORMATION:
With recent correspondence to Alex's Lawn & Turf (Alex's), directing them to build fence required in their
Conditional Use Permit (CUP), a location for the access gate will need to be determined. The attached sketch,
shows the current access route. We could ask Alex to install the gate at that location. The CUP requires Alex's
to allow egress through their property to the tower. However, this location necessitates going through a gate
operated by Alex's. Recently, our key to that gate was missing from the lockbox. The issue was quickly
resolved, but brings to light the difficulties in relying on someone else for access. The city did retain a more
explicit egress easement on the south 30' of the property (shown on the sketch). Staff would like to construct a
driveway in that easement to secure a more reliable and permanent access point. This driveway location would
also help keep vehicles from driving over the city's water main leading from the tower.
COST AND SOURCE(S) OF FUNDING:
Cost to be determined. Funds would come from the Water Utility Fund
REQUESTED COUNCIL ACTION:
Motion to direct staff to pursue construction of a driveway in the 30-foot easement to the water tower.

Cancellation of 2nd Meetings of Month (November & December) & Schedule WS for 1st Meetings of Month
It has been the general practice of Council to cancel their regularly scheduled second meeting of the month for
November and December due to the holidays and potential for lack of quorum. With this practice, the Mayor
could call for a meeting if items arise.
As you are aware, these two cancelled meetings would have had Work Sessions prior to the regular meetings.

Goal Setting
Eagle Brook Church Offices has graciously offered meeting space from 9:00 a.m. - 1:00 p.m. for this activity
without a fee. As they generally are not open on Saturdays, they have two (2) dates available due to staff on
site for cleaning of other areas of the building, November 2 & November 16, 2019.

Request for 2 AM Liquor License - Southern Rail
Currently, Kelly's Korner is the only On-Sale Liquor Licenses establishment that holds a 2AM License.
The owner's are the same as Kelly's and they desire to sell alcohol until 2AM and wish to be issued a 2AM
License.
