ECONOMIC DEVELOPMENT AUTHORITY
SPECIAL MEETING MINUTES
August 21, 2019
5:30 p.m.
Pursuant to due call and notice thereof, the City of Centerville held a special meeting of the
Economic Development Authority. The meeting was held on the regularly scheduled date, one
hour prior to the regularly schedule time to accommodate the open house for the Revolving Loan
and Grant Program Open House.
I. CALL TO ORDER
President Hanzal called the meeting of the EDA to order at 5:34 p.m.
II. ROLL CALL
PRESENT: President Jeff Hanzal
Vice-President Jim Weatherhead
Treasurer Michael Giovinazzo (Arrived at 5:40 p.m.)
Mayor Jeff Paar
Council Member Michelle Lakso
ABSENT: None.
STAFF: City Administrator Mark Statz
III. APPROVAL OF AGENDA
No changes to the agenda were made.
Motion by Commission Member Weatherhead, seconded by Commission Member Lakso to
approve the agenda. All in favor. Motion carried.
IV. APPROVAL OF MINUTES
1. April 17, 2019 Meeting Minutes
2. June 19, 2019 Meeting Minutes
Motion by Commission Member Weatherhead, seconded by Commission Member Lakso to
Approve the April 17 and June 19, 2019 Meeting Minutes as Presented. All in favor. Motion
carried.

EDA Meeting Minutes
August 21, 2019
1. Bills
(a) Northland Securities, Inc (June, July, August invoices)
Motion by Commission Member Lakso, seconded by Commission Member Paar to Approve
the Presented Northland Bills. All in favor. Motion carried.
V. REPORTS
1. Administrator’s Report
a. Block 7 TIF District Update
b. Revolving Loan and Grant Program Review
c. Downtown Zoning Changes Update
d. City Owned Property Transfer to EDA Update
Administrator Statz gave a brief, verbal update on the items listed on the agenda:
a. Block 7 TIF – still working with Trident and Northland to finalize TIF plan
b. RLGP – Open house at 6:30 tonight to introduce program to businesses and hear their
input. Hope to have applications back by October meeting for evaluation and award.
c. Downtown Zoning – Going to P&Z with these changes in September for public hearing
and anticipate adoption by CC in late September.
d. City Owned Property Transfer to EDA – Requesting that CC transfer property at their
next meeting.

IX. ADJOURNMENT
Motion by Commission Member Hanzal, seconded by Commission Member Weatherhead
to Adjourn the EDA meeting of June 19, 2019 at 6:13 p.m. All in favor. Motion carried.
