City Hall Special E Tuesday, February 11, 2020 Presidential Nomination Primary, Tuesday, March 3, 2020 1 CITY OF CENTERVILLE ECONOMIC DEVELOPMENT AUTHORITY MEETING MINUTES October 16, 2019 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville held a regularly scheduled Economic Development Authority Meeting on October 16, 2019 at 6:30 p.m. I. CALL TO ORDER II. ROLL CALL PRESENT: President Jeff Hanzal Vice-President Jim Weatherhead Treasurer Michael Giovinazzo Council Member D. Love ABSENT: Council Member Michelle Lakso STAFF: City Administrator Mark Statz III. APPROVAL OF AGENDA A list of checks to be approved was added to Motion by Commission Member Love, seconded by Commission Member Weatherhead to approve the agenda with the added checks. All in favor. Motion carried. IV. APPROVAL OF MINUTES 1. September 18, 2019 Meeting Minutes Motion by Commission Member Weatherhead, seconded by Commission Member Love to approve the Minutes of the September 18, 2019 meeting as presented. All in favor. Motion carried. V. BILLS AND COMMUNICATIONS 1. Bills (a) Stantec (b) Payroll A short discussion regarding the Stantec bill was had. Administrator Statz explained that the bill was related to Block 7. 2 City of Centerville EDA Meeting Minutes October 16, 2019 Motion by Commission Member Hanzal, seconded by Commission Member Love to approve expenditures as presented. All in favor. Motion carried. VI. REPORTS 1. a. Block 7 TIF District Update b. Revolving Loan and Grand Program Update c. Downtown Zoning Changes Update d. City Owned Property Update Administrator Statz gave a brief, verbal update on various developments around the city and reviewed his written report. VII. OLD BUSINESS 1. Promotional Video Proposal Administrator Statz presented a proposal from Cade Imaging to complete a promotional video. Discussion ensued and the commission elected to move forward with a video focused on economic development, while offering additional funds for footage to be shot this fall to be included in a more broadly based video on the community, completed at a later date. Motion by Commission Member Love, seconded by Commission Member Hanzal to approve the proposal as presented and authorize an additional funds to shoot footage this fall fro a future video, with a total not to exceed cost of $3,000. All in favor. Motion carried. VIII. NEW BUSINESS 1. 2020 Goals and Strategic Plan The commission discussed a 3-legged approach, focusing on Promotion and Marketing, Existing Business Retention, and Community Beautification. No formal action was taken. IX. ADJOURNMENT Motion by Commission Member Hanzal, seconded by Commission Member Weatherhead to Adjourn the EDA meeting at 8:27 p.m. All in favor. Motion carried. Respectfully submitted by EDA Secretary, Teresa Bender Page 2 of 2 3 to Economic Development Authority November 20, 2019 ________________________________________________________________________ ADMINISTRATION Rebranding The Rebranding Committee has now seen several iterations of the proposed new logo and continues to give input on the design. On next tasks will be to formulate a roll-out plan and develop a tag line. City Hall Excess Property Staff took input from the Council, at their last meeting, about interest in marketing excess property on the City Hall/Fire Station campus for sale to a direction was to investigate whether the land might be better used as a site for a future public works garage, funded through the sale of the existing public works building. Staff is working to complete this evaluation. ECONOMIC DEVELOPMENT Economic Development Authority (EDA) EDA Revolving Loan and Grant Program The EDA has received and its first application for grant assistance through the Business Incentive Revolving Loan and Grant Program. The application, from the Southern Rail bar was evaluated and approved at a special meeting on October 23. The grant will assist with the replacement of the existing garage on site which has fallen into disrepair. Part of the requirements of the grant will be to add architectural elements to the garage, such as accent lighting, cornice detail, gable shakes or decorative door hardware. Demolition of the old garage and construction of the new one should begin soon. City Owned Property Initiatives ed transfer of city-owned property to the EDA, the EDA looked to support the marketing of those properties by directing staff to seek the services and opinions of commercial realtors. Staff has since engaged realtor Mike Brass about the downtown properties and he will be presenting his thoughts on Promotional Video The initial shoot for the economic development promotional video was completed, on Saturday, 10/27 and a first draft of the video is now complete. It features footage of Commerce Drive industrial buildings, the Townoffice Park/Eagle Brook office building, vacant industrial land along Fairview, vacant commercial land on Main Street, Main Street mini-malls and our downtown. 4 Strategic Plan At their October meeting, the EDA began discussing their strategic plan for 2020. The group intends to present this plan to the City Council in January in an effort to better communicate their goals and objectives. Minnesota Technology Corridor Bruce Sayler from Connexus Energy and Jacquel Hajder from Anoka County Regional Economic Development are setting up meetings with United Properties to further discuss the marketing of the 60 acres of property on Fa Minnesota Technology Corridor. We have also reached out to Atomic Data; a local company, offering colocation data centers, hoping they may be interested in discussing our MN Tech Corridor initiative. Anoka County Regional Economic Development (ACRED) Upcoming Events: November 21st 7:30-9:00 AM COMMUNITY DEVELOPMENT Comprehensive Plan Staff and consultants have now resubmitted the sewer portion of the comprehensive plan ff for informal review. Once we get their approval, we will resubmit all remaining items, through the formal process. Downtown Zoning Changes A few months ago, the P&Z Commission recommended approval of some changes to the downtown zoning districts (M1, M2). The City Council, then approved these changes. However, prior to publishing, staff noticed some issues with the language. Since the ordinances had not been published, they had not become official, so simple revisions could be made without going back through the public hearing process. Staff is presenting those changes to the City Council at their next meeting. The changes make sure that accessory structures in the downtown follow the same guidance as other places in the code. The revised staff memo and language are attached to this packet. Midwest Best Water Paving is now complete. They will be finishing up both exterior work (masonry at entries, irrigation & landscaping) and interior finishes (carpeting, cleaning etc.) next week. 5 Bay View Villas (Waterworks Site) Curb, gutter and pavement is now complete, with pond construction to follow shortly. Building Permits are now being issued. Below is the most recent map of homes sold: Old Mill Estates Street construction is complete and we are now issuing building permits. There are three builders active on the site. Sidewalk and trail construction will be completed in the spring to avoid problems with late season construction and damage from builders. The developer will also be working on retaining walls, boulevard grading, and interim grading issues this fall. All lots have now been sold by the developer, to the various builders. The developer has told us he intends to begin Phase II construction this fall if the weather holds. 6 Block 7 Property At the last City Council meeting, the council held a public hearing for the creation of a Housing Tax Increment Financing (TIF) District on Block 7. The current proposal is for $1.35 Million (Present Value) of assistance over a 20-year district lifespan. City staff has conferred with Trident, our prospective developer and feel that we are ready to present the outline of our partnership to the city council at an upcoming meeting. 7241 Main Street The Planning and Zoning Commission reviewed concept plat options for the subdivision of this lot. General consensus was that either a 2 or 3 lot configuration could work. We anticipate seeing an application for preliminary plat in the next few weeks. Peltier Estates Administrator Statz recently spoke with the developer for this project. They stated that they were eager to start the project, but had difficulty finding a contractor to give them a bid for the infrastructure work. We are assisting them in locating a contractor. th Centerville Storage (20 Ave. Mini Storage) The developer is working through final site design issues and still anticipates a spring 2020 start to their project. 7 Atlas Villas Memory Care Project (Main Street) Staff and consultants held a teleconference with the prospective developer and operator of the proposed Memory Care facility to gain better understanding of their intended operation. Specifics of staffing levels, training, security, day to day operations, state and county licensure and other issues were discussed in detail. We are working with the applicant to put into writing these operational expectations, so that they can become a formal part of our proposed land use permit. rd Pheasant Marsh 3 Addition Letter of Credit The city has received, from the developer, a request for the release of the Letter of Credit rd (LOC) for Pheasant Marsh 3 Addition since they have now sold the last remaining vacant lots. Staff has reviewed this request and will be asking the Council questions regarding its release during a closed session on their agenda. Driveway/Residential Parking Rules Staff intends to bring ordinance revision language back to the next P&Z meeting. Development Inquiries Retail space for small business. General Follow-up on several ongoing code violations A letter was sent to legal reing them of two conditions which are out of compliance with their Conditional Use Permit. The deadline to remedy those situations is November 30, 2019. Staff will be discussing water tower access with the council at their meeting. th 7129 20 Ave. The Planning and Zoning Commission heard an appeal from the business owner on the issue of their lighting being a nuisance. The issue was tabled as the business owner expressed plans to comply with the requirements laid out by the zoning administrator by the end of August. A follow-up letter was sent to the business owner, requiring him to abate the nuisance before the next Planning and Zoning Commission meeting. I would encourage you to read through the email exchange so that you can see the caveats our consultant is making as well as her advice on how to give her constructive feedback. Hi, Mark! I'm back in town just as you're leaving, but that's no problem. No rush! 11/20 works just fine for additional revisions. I can usually turn revisions around within a few days, as long as I'm in town and not out on another shoot. If you're showing the video to a committee, I'd recommend a couple of things based on experiences I've had in the past. I'd advise asking them to limit their feedback to two main areas: overall story structure, and specific features they'd like included or excluded. For example, if they'd prefer to start with the available land and end with the community, but leave out the schools, I can accommodate that without lowering the production value of the video. I've run into trouble in the past when committees try to do too much, like dictating exactly which shots go where in the timeline. That ends up inflating the cost of the project with additional revisions, and it also tends to disrupt the flow of the edit -- I edit very thoughtfully, taking into account things like viewer eye movement, cohesive shot movement, composition balance, and other factors that affect the viewer's experience and the quality of the piece. In the end, it's your video, and I want you to be happy! I'll cheerfully accommodate any requests, but I just wanted to warn you about potential pitfalls I've encountered before. Hope this helps! I totally understand on the style guide, btw -- just thought I'd check! If you'd like, I can check with Anoka County and see if they have one. Otherwise, I'll just do my best to match and/or compliment the fonts you're using, or I can just go for a clean, modern look. No problem either way! I initially commented on the fact that the residential development that you shot is not in Centerville. The 850 home development is in Lino Lakes. But, since then, I’ve reviewed what I sent you for notes and remember that I thought it might be nice to highlight our proximity to that development, so I took those comments down. I think we may need to cut a little of that footage out, and just be careful to say something along the lines of “1200+ newly platted lots within 2 miles” to emphasize that we are on the cusp of a population boom in and around our city. I’ll try to find time to add some text notes, but I am headed out on vacation from 11/1 – 11/11. I’ve got an EDA meeting on 11/20 that I’d like to use as a bit of a workshop on the video and give you the committee’s feedback after that. Let me know if that works. 11 p.s. Style guide…ha, ha, very funny. I had trouble convincing the City Council to spend $3,000 on a graphic artist to create a new logo. Its still in the works, but I’m hoping to have it soon, so we can get it on this video, too. Thanks. The text is just a placeholder for what you'd eventually like it to say (I do the final text last in a different program). The final text will have appropriate animation and tracking effects, but for now it's all very basic. Please let me know what you think! You can click anywhere on the review page to leave a timecoded note, or you can reply here with comments and timestamps. Once we have a story structure you like, I'll finalize and purchase the music, then perfect the timing of the shots so everything flows nicely. I'll upload the video for you to review, and once it's approved, I'll correct and color grade each shot (they'll look a little rough until then). Last thing I'll do is move the piece to another program to add the final transitions and text. Guidelines for text: 1. It's best to keep your titles and bullet points as brief as possible to avoid making the video too busy. 2. You might not want to list specific properties or acreages unless you plan to update the video regularly. 3. I can incorporate your existing taglines and logos (file formats should be .eps or high resolution .png). 4.
