HomeMy WebLinkAbout2014-11-03 P & Z Minutes - Approved CITY OF CENTERVILLE PLANNING AND ZONING COMMISSION Pursuant to due call and notice thereof, the Planning and Zoning Commission held its regular meeting on November 3, 2014, at 6:30 p.m. PRESENT: Chairperson Darrin Mosher Commissioner Thomas Wood Commissioner James Flint Commissioner Russ Koski Commissioner Nick Twohy ABSENT: Commissioner Mark Haiden Commissioner Matthew Montain STAFF: Administrator Dallas Larson OTHERS PRESENT: Council Member Love I. CALL TO ORDER. The meeting was called to order at 6:30 p.m. by Chairperson Mosher. 1. Roll Call II. APPEARANCES – None III. PUBLIC HEARINGS – th 1. Proposed Plat – City of Centerville property at 7087 20 Avenue The meeting was opened to public comment, no one was present to speak with regard to the request. After everyone who wished to do so was given an opportunity to speak in regard to the project, a motion was made by Commissioner Koski, seconded by Commissioner Wood to close the public hearing. All present voted in favor. The motion was declared passed. The Commissioners discussed the plat and asked a number of questions of Administrator Larson. 2. Proposed Plat – Lake Area Utilities The meeting was opened to public comment, no one was present to speak with regard to the request. Page 1 of 3 City of Centerville Planning and Zoning Commission November 2, 2014 After everyone who wished to do so was given an opportunity to speak in regard to the plat, a motion was made by Commissioner Wood, seconded by Commissioner Koski to close the public hearing. All present voted in favor. The motion was declared passed. IV. OLD BUSINESS – 1. Request for preliminary and final plat approval-Tower Addition, City of Centerville, applicant Administrator Larson presented a draft findings and approval. It was noted that the city would collect a park dedication fee with the plat. Motion by Commissioner Koski, seconded by Commissioner Mosher to adopt findings for approval and recommend to City Council to grant preliminary and final plat approval. All present voted in favor. Motion carried. 2. Request for preliminary and final plat approval-Center Villa Second Addition, Willie and Sharon Lessard, applicants Administrator Larson presented a draft findings and approval. It was noted that the city would collect a park dedication fee with the plat. Motion by Commissioner Twohy, seconded by Commissioner Koski to adopt findings for approval and recommend to City Council to grant preliminary and final plat approval. All present voted in favor. Motion carried. 3. Concept Plan- Watermark Subdivision of Lino Lakes. Commissioner Koski gave a report on the Watermark Subdivision, having attended the Lino Lakes Planning and Zoning meeting in October. He indicated that the Lino Lakes Planning Commission is aware of the concerns expressed by this body with regard to the rd street connection at 73 Street. He was unsure what if anything, they would do about the comments received from Centerville. V. NEW BUSINESS th 1. Request for Conditional Use Permit – 7087 20 Avenue, Alex’s Landscaping. The Commission received a request for conditional use permit from Alex Shuda, Alex’s Landscaping. Mr Shuda was present to explain his plans to buy the City property at 7087 th 20 Avenue for his landscape business. He explained his plans for paving and fencing. He indicated that he plans to enhance the property with landscaping, as well. Page 2 of 3 City of Centerville Planning and Zoning Commission November 2, 2014 Motion by Commissioner Koski, seconded by Commissioner Wood to schedule a public hearing for December 2, 2014, at 6:30 p.m., to consider the proposed conditional use. All present voted in favor. Motion carried. th 2. Request for Conditional Use Permit – 7139 20 Avenue, Shane’s Auto The applicant, Shane Krueger, explained his business of repairing vehicles which are then sent to auto sales lots in Hugo. The Commission discussed various conditions that might be part of a permit, following the public hearing. Motion by Commissioner Koski, seconded by Commissioner Wood to schedule a public hearing for December 2, 2014, at 6:30 p.m., to consider the proposed conditional use. All present voted in favor. Motion carried. 3. Request for Conditional Use Permit – 1695 Main Street. The applicant did not submit their permit application yet, so the matter will be placed on the next agenda. VI. DISCUSSION ITEMS - None VII. CONSIDERATION OF MINUTES 1. October 7, 2014 Planning & Zoning Commission Meeting Minutes Motion by Commissioner Koski, seconded by Commissioner Wood to approve minutes from the October 7, 2014, meeting as presented. All present voted in favor. Motion carried. VIII. ADJOURNMENT Motion by Commissioner Wood, seconded by Commissioner Koski to adjourn the meeting at 8:30 p.m. All in favor. Motion carried.
