CITY OF CENTERVILLE
PLANNING AND ZONING COMMISSION
Pursuant to due call and notice thereof, the Planning and Zoning Commission held its regular
meeting on Tuesday, September 3, 2019 at 6:30 p.m.

Motion by Commissioner Mosher, seconded by Commissioner Haiden to Approve the
Agenda as presented. All in favor. Motion carried.
IV. PUBLIC HEARINGS (6:30 PM or shortly thereafter)
1. Downtown Zoning Changes
a. Rezoning
b. Code Changes
Motion by Commissioner Mosher, seconded by Commissioner Haiden to Open the Public
Hearing at 6:45 p.m. All in favor. Motion carried
A staff report was given by Administrator Statz and City Planner Phil Carlson on the proposed
changes to the downtown zoning district boundaries and code language. Administrator Statz
explained that the M-1 district was being shrunk to reflect the realities of the retail market (M1
requires retail on the first floor of all buildings). The former M-1 zoned properties would become
M-2, where retail space is an option, but not a requirement.
Code language changes focused on allowing accessory structures, under various conditions, to be
constructed in the M-1 and M-2 districts as well as aligning the Downtown Master plan more
closely with the code.

Chair Moser then opened the floor for the public to speak. The following people addressed the
Commission with their comments listed below their names/addresses in bulleted format:
Melanie Nicks, 7029 Centerville Rd
o Does this affect Block 7 and are the changes being implemented only for this
development?
o Was not in favor of low-income rental units.
Katie Dufault, 7045 Centerville Rd
o Concerned about Zoning changes lowering property values
o People not moving into Centerville for Minneapolis style development
Steve King, 1724 Sorel St
o Wanted M1 vs. M2 clarification
o Seeking to add clarification to the term “Adjacent”, in the code.
Randy Gnadke, 1751 Main St
o Wanted to understand if he was able to still sell his home as a single family home.
Mike Dufault, 7045 Centerville Rd
o Asked if these changes were city initiated, including the proposed apartment
development on Block 7.
o Seeking explanation of the common good which comes from developing the
property Block 7.
o Stated, he is an adjacent property owner to the Block 7 redevelopment and is
concerned with the impacts to his property.
o Wanted to understand tax impact of Block 7 project.
Julie Lindsay, 1687 Sorel St
o Wondered if project is an improvement to the area.
o Are taxes affected?
o Wanted to know about assessments for roadwork.
o Felt development pattern was backwards-wants retail first
Craig Hume, 1744 Heritage
o Would Block 7 development be 3 stories or 4
o Does the city still have a 5,000 people goal?
o Questioned taxes related to M1/M2
o Asked if home value would be affected
Mary Beth Wasilowski, 1688 Heritage St
o Grew up in neighborhood
o Remembers Fire Station/Skating Rink
o Doesn’t like apartments

Motion by Commissioner Mosher, seconded by Commissioner Haiden to Close the Public
Hearing at 8:13 p.m. All in favor. Motion carried
V. AWARDS, PRESENTATIONS & APPEARANCES
1. Fence Variance for 1687 Sorel St.
Julie Lindsay of 1687 Sorel St. presented a concept sketch of a fence for which she may seek a
variance. The fence would extend into the front yard to keep dogs, etc. out of her yard, which
abuts a city trail. The commission gave varied opinions as to their perspective on the potential
application. No official action was taken, as this was simply a concept presentation.
VI. OLD BUSINESS
1. Downtown Zoning Changes
a. Ordinance XX, Second Series-Rezoning Certain Properties from M-1 to M-2
A short discussion on the map of the zoning changes was had. Commissioners expressed their
general approval of the proposed changes and thought they were in line with the current market
conditions and the comprehensive plan.
The commission also requested a change to the language regarding the density requirements of
each zoning district to clarify discrepancies between the code, Master Plan and Comprehensive
Plan.
Motion by Commissioner Haiden, seconded by Commissioner Krueger to Approve. All in
favor. Motion carried
b. Ordinance XX, Second Series-Changes to M-1, M-2 and Table of Allowed Uses
The commission requested a change to the language regarding the density requirements of each
zoning district to clarify discrepancies between the code, Master Plan and Comprehensive Plan.
Motion by Commissioner Haiden, seconded by Commissioner Olson to Approve with
Clarification of Density Requirements. All in favor. Motion carried
c. Changes to Master Plan
Motion by Commissioner Krueger, seconded by Commissioner Olson to Approve. All in
favor. Motion carried.

2. 20 Ave. Mini Storage-Review of Revised Site Plan
Colin Ose reviewed the changes to the site plan made since the last presentation to the Planning
Commission.

Mike Brass reviewed additional information shared by the developer since the last presentation,
including that there will indeed be cameras in every unit and this will not be a choice of the tenant.
Don Hawkins (owner) and Holly Hawkins (manager) were also on hand to explain more about the
faculties’ operational workings.
City staff showed the commission their ideas on moving ponding to southwest corner of the lot, to
allow for more tree preservation.
Motion by Commissioner Mosher, seconded by Commissioner Haiden to Approve. All in
favor. Motion carried

3. Appeal of Zoning Administrator Decision-Witzel Companies, 7129-20 Avenue
Lighting Nuisance.
Mr. Statz commented that there had not been any progress on the matter.

Motion by Commissioner Krueger, seconded by Commissioner Olson to Approve the August
