1. Building Façade Grant Applicat
Administrator Statz presented the grant application received from JV Summit Corp, dba Southern
Rail to assist with the construction of a garage on the site of the Southern Rail bar. The applicants
were on hand to show a drawing of the proposed building. Its design included split face block,
hardi-board lap siding in the gables, and architectural shingles. The garage would replace the
existing garage on site and would be built in the same footprint. Because the garage would not
expand the footprint, there would not be any expansion of a legal non-conformity. Therefore, there
would be no requirement for the correction of other existing legal non-conformities such as an
unpaved parking lot or other issues with the building itself. The new garage would need to meet
current building codes. It would also be subject to the guidelines outlined in the Downtown
Redevelopment Master Plan referenced in the M-1 district in city code. This means that the
building would need to have architectural elements that enhance the character of the neighborhood.
Motion by Commission Member Love, seconded by Commission Member Giovinazzo to
Loan and Grant Program (RLGP) to JV
Summit Corp dba Southern Rail (7082 Centerville Rd) for the construction of a garage,
conditioned on architectural approval by city staff and subject to the guidelines of the RLGP
and city code, including the Downtown Master Plan and Development Guidelines. All in
favor. Motion carried.
IX. ADJOURNMENT
Motion by Commission Member Hanzal, seconded by Commission Member Giovinazzo to
Adjourn the EDA meeting at 5:16 p.m. All in favor. Motion carried.

Commercial Realtor Mike Brass was on hand to give the commission his opinion on the
marketability of two city-owned properties.
Mr. Brass addressed the potential uses for 1695 Main Street (northwest corner of Main Street and
st use was as a part of an assembly of other
neighboring properties or as parking area for redevelopment across Main Street. The market for
the property as a stand-alone sale, in his opinion was very limited and could result in less
desirable development which could inhibit larger redevelopment in the area in the future.
Next Mr. Brass addressed the property at 1737 Main Street (northeast corner of Main St. and
Progress Rd.). Different from the property at 1695 Main Street, this property is not surrounded
by property which is particularly well positioned for redevelopment. The apartments to the north
were just reinvested in, with a new owner and there is a modern home to the east. A portfolio of
information was handed to commissioners. It included a listing of comparable properties in the
northeast metro along with their lease costs on a square foot basis. Mr. Brass explained the
factors that influenced commercial lease rates and why certain properties were more desirable
than others. These factors included traffic counts, visibility, ease of access, rooftops in certain
radii from the site, etc. With these things in mind, Mr. Brass presented a mock pro-forma for a
potential building on the site at 1737 Main Street. The conclusion of this analysis is that the site
is not quite strong enough to be an investor-driven speculative building opportunity. In order to
make a viable project, the city would need to attract a commercial operator who would be
building a space for themselves. Secondly, adding apartments above the building on the second
story, would help subsidize the site with steady income and could help make the project more
viable. Because of the marginal nature of the site, Mr. Brass suggested that the city authorize
him to work with an architect and engineer to sketch out a potential building and site layout.
This action would help market the site to potential developers/businesses.
Motion by Commission Member Hanzal, seconded by Commission Member Weatherhead
to authorize Mr. Brass to commission a rendering of a potential building and site layout for
the propert at 1737 Main Street, at a cost not to exceed $2,000.
2. Draft Promotional Video Review
The commission reviewed a draft of the promotional video they have commissioned. Discussion
ensued, with the following comments to pass along to the consulant:

Pull the shot of our water tower from the MN Tech Corridor video and add that to the
start of this video.
In general, we are concerned with the lack of traffic in our video. The empty school
parking lot on the opening shot, etc. If thereÓs any way to emphasize shots with some
traffic driving by, that would be nice.

Is there a way we can ÐhighlightÑ our available lots in some of the shots. This would look
like a superimposed translucent color over the shape of the actual lot for sale.
Would like to highlight access to freeway and proximity to downtowns (Mpls., St. Paul).

o 1200+ newly platted lots within 2 miles
o Centennial School District
o 6 Express Busses to Downtown St. Paul daily
o 60+ acres of available Industrial land
o 30+ acres of available Commercial land
o Sewer and Water Service adjacent to all available land
o Class 3 ISO Fire Rating
o Resilient Infrastructure
No official action was taken. Staff was directed to pass these comments along.
3. Strategic Plan Discussion
The commission reviewed the proposed line-item budget for 2020 and the previous strategic plan
outline which included 3 pillars of Marketing, Beautification and Existing Business Retention.
President Hanzal intends to outline a more detailed plan and review it with Administrator Statz.
The plan will then be discussed with the commission at the next meeting.

ADMINISTRATION
erville Elementary School Plat
Residents have been given until December 17 to let the school know if they would like to
take possession of the gap parcel or not. Once the school hears from everyone, they will
draw the plat accordingly and record it at the county.
Rebranding
The Rebranding Committee will meet on December 11 at 4:30 PM to finalize the logo
design, discuss tag lines and outline a roll-out plan.
Anoka County Board Special Election
Absentee balloting for the Anoka County Board open seat is set to begin in late
December, with the special election to be held on February 11, 2020.
The schedule for the special election is as follows:

City Hall Excess Property
Staff took input from the Council, at their last meeting, about interest in marketing excess
property on the City Hall/Fire Station campus for sale to a
direction was to investigate whether the land might be better used as a site for a future
public works garage, funded through the sale of the existing public works building. Staff
is working to complete this evaluation.
ECONOMIC DEVELOPMENT
Quad Area Chamber of Commerce
The chamber helped organize a meeting between representatives of the 3 cities in the
chamber which have community festivals. Ideas and resources were shared and the
festival organizers will look for ways to help each other with equipment, advertising and
the like.
Economic Development Authority (EDA)
EDA Revolving Loan and Grant Program
The EDA plans to do another round of solicitation for applicants in the spring, but we are
still actively accepting applications.
The project, awarded this fall at The Southern Rail has been delayed due to weather and
contractor availability.
City Owned Property Initiatives
Realtor Mike Brass presented his thoughts on the two smaller downtown properties on
the north side of Main Street
Promotional Video
The initial shoot for the economic development promotional video was completed, on
Saturday, 10/27 and a first draft of the video is now complete. It features footage of
Commerce Drive industrial buildings, the Townoffice Park/Eagle Brook office building,
vacant industrial land along Fairview, vacant commercial land on Main Street, Main
Street mini-malls and our downtown. The EDA provided comments on the draft video
and the consultant is now working on those updates.
2020 Strategic Plan
The EDA has begun formulating at 2020 Strategic Plan. President Hanzal intends to
present this plan to the City Council in January in an effort to better communicate the
goals and objectives of the committee.
Minnesota Technology Corridor
A meeting with United Properties has been set for January 9, to further discuss the
marketing of the 60 acres of property on Fair
Minnesota Technology Corridor.
A message from Jacquel Hajder: The MN Tech Corridor partnership was selected by the
Minnesota Association of Professional County Economic Developers (MAPCED) for its
2019 achievement award. The partnership will be honored next week at the Association
of MN Counties (AMC) annual conference. Congratulations and thank you to all of you
for the continued partnership on the MN Technology Corridor. We could not have such a
successful partnership without each and every one of your contributions so far.
Anoka County Regional Economic Development (ACRED)
Administrator Statz will be attending a Marketing Subcommittee meeting on January 16,
ipation in various regional events.
COMMUNITY DEVELOPMENT
Comprehensive Plan
Staff and consultants have now resubmitted the sewer portion of the comprehensive plan
ff for informal review. Once we get their
approval, we will resubmit all remaining items, through the formal process.
Old Mill Estates
Several building permits have been issued and home construction is in full swing. There
are three builders active on the site. Sidewalk and trail construction will be completed in
the spring to avoid problems with late season construction and damage from builders.
Retaining walls have been completed.
The developer has expressed interest in seeking approval of Phase II this winter in order
to begin construction in the spring.
Bay View Villas (Waterworks Site)
Below is the most recent map of homes sold. Work on shoreline restoration (rip rap
placement) may take place during the winter. Several building permits have now been
issued and a few basements have been excavated.
Block 7 Property
At the last City Council meeting, the council approved moving forward with the drafting
of a formal Housing Tax Increment Financing (TIF) District Agreement for the proposed
Block 7 apartment project. At that meeting the Council expressed concern over the term
of the district (current proposal is for $1.35 Million (Present Value) of assistance over a
20-year district lifespan). City staff has conferred with Trident and Northland Securities
and have worked out a revised plan that could shorten the term of the district to 16 years.
Midwest Best Water
The building has now been issued a Certificate of Occupancy. Midwest Best Water is
actively moving into their new space and should be fully operational within a month or
two.
Additionally, we understand that they have signed a lease agreement with a tenant for the
additional 10,000 sf of space in their building. The new business intends to build-out the
space for a move in date of March 2020.
7241 Main Street
The Planning and Zoning Commission reviewed concept plat options for the subdivision
of this lot. General consensus was that either a 2 or 3 lot configuration could work. We
anticipate seeing an application for preliminary plat in the next few weeks.
Peltier Estates
Administrator Statz recently spoke with the developer for this project. They stated that
they were eager to start the project, but had difficulty finding a contractor to give them a
bid for the infrastructure work. We are assisting them in locating a contractor.

Centerville Storage (20 Ave. Mini Storage)
The developer anticipates a spring 2020 start to their project.

Pheasant Marsh 3 Addition Letter of Credit
The city has received, from the developer, a request for the release of the Letter of Credit

(LOC) for Pheasant Marsh 3 Addition since they have now sold the last remaining
vacant lots. We have asked the developer to produce a trail easement. Once that
easement is recorded, we will bring the request back to the City Council.
Atlas Villas Memory Care Project (Main Street)
Staff and consultants held a teleconference with the prospective developer and operator
of the proposed Memory Care facility to gain better understanding of their intended
operation. Specifics of staffing levels, training, security, day to day operations, state and
county licensure and other issues were discussed in detail. We are working with the
applicant to put into writing these operational expectations, so that they can become a
formal part of our proposed land use permit. We anticipate being ready to have a Public
Hearing at the January Planning and Zoning Commission meeting.

Follow-up on several ongoing code violations

attend the session. We will be asking Council if they would like to send a representative

The Planning and Zoning Commission heard an appeal from the business owner on the
issue of their lighting being a nuisance. The issue was tabled as the business owner
expressed plans to comply with the requirements laid out by the zoning administrator by
the end of August. A follow-up letter was sent to the business owner, requiring him to
abate the nuisance before the next Planning and Zoning Commission meeting. The
owner has not taken any action to abate the nuisance. The matter is being handed to the

VOLUNTARY COST SHARING AGREEMENT
FOR ANOKA COUNTY ECONOMIC DEVELOPMENT
THIS AGREEMENT is made between theCounty of Anoka, a political subdivision of the State
of Minnesota (“County”), and the undersigned participating municipality(“City”), a municipal
corporation organized under the laws of the State of Minnesota.
WITNESSETH
WHEREAS, the County and the City, along with other community partners, entered into
a Memorandum of Agreement (“MOU”) on January 1, 2019, to set goals, create an action plan,
and implement shared objectives in promoting economic development within Anoka County;
WHEREAS, the MOU addresses the need for cost sharing between the County and
municipalities of Anoka County to support continued services for website services, social media
support, marketing assistance, and future services related to the county-wide economic
development initiative;
WHEREAS, an annual budget for the above activities was developed, including a
formula for participating municipalities to provide proportional cost sharing based upon its
population;
NOW, THEREFORE, the parties understand and mutually agree as follows:
1. The budget for services related to website services, social media, marketing, and
other supportive activities required for economic development, is currently set at
$20,000.00 for calendar year 2020.
2. For 2020, the City agrees to contribute the sum of $0.057 per individual resident
within its city limits, as a voluntary contribution to the economic development
costs described above.
3. The City shall provide such payment annually, by the end of the first quarter in
each calendar year, beginning in 2020.
4. Each calendar year, the County will provide an annual budget and proposed
formula for the City’s use in calculating its contributions under this Agreement.
5. The City may opt out or cancel this Agreement by providing 30 days’ written
notice to the County Administrator: Rhonda Sivarajah, 2100 Third Avenue, Ste.
700, Anoka, MN 55303.
6. This agreement shall terminate concurrently with the MOU, unless a City chooses
to opt out or cancel this agreement prior to its expiration, as provided above.
