Summary of Work Session-Joint meeting with P&Z
Present were Mayor Mary Capra, Council members Michelle Lakso, Richard Terway,
Jeff Paar and Tom Lee. P&Z members present were Brian Hanson, Jeff Hanzel, Jennifer
Klennert-Hunt, D. Love and Mark Pangel. Also present were John Meyer, Finance
Director, and Kurt Glaser, City attorney.
Vern Hanson and John Erigo of Metro Plains Development were present. They
reviewed feasibility of doing a project that would consist of 32 low-moderate income
rental units together with 6500 square feet of commercial space. They were questioned
on why they were not providing commercial on the entire first floor. The response was
that it isn’t viable to provide that much commercial space. Their financial plan
suggested that the land be contributed by the city, that permit fees be waived and that
tax increment be provided to assist the project. Brian Hanson questioned whether this
kind of project goes against the city’s master plan and what was presented to the public
at various meetings. The Council asked that John Meyer analyze the value of the
subsidies that are being requested in order that the council could discuss the matter at
its meeting of May 24, 2006. The Council also expressed concern that the commitment
from the developer would need to be firm on a phase 2 in Block 8, if the city were to
consider the matter.
Bart Rehbein, Greg Hayes, Caroline Krall, Alan Klugman and Joe Sutherland were
present to review transportation concerns relating to their development of Hardwood
Creek in Lino Lakes, northeast of Centerville. They reviewed a proposed alternative
road plan that would create a new route north from CSAH 14 and the interchange at
rd
35E and intersect with CSAH 54, north of 73 Avenue. The council expressed concern
that the plan would mitigate the city’s investment in a new backage road south of Main
st
Street between 21 Avenue and CSAH 54, and that the access into Centerville on
st
CSAH 14 is more complicated. The intersection with 14 seemed too close to 21
Avenue. The Council and P&Z are willing to discuss alternative road designs, but
more details are needed. The developer’s representatives will attend the P&Z meeting
on June 6 to provide more information.
